DIVISION 1 – GENERAL REQUIREMENTS

SECTION 01010 – SUMMARY OF WORK

PART 1 – GENERAL

1.01 Description of Work:

A. Extent of Contract

1. Provide and furnish all labor, superintendence, materials, tools, equipment, and other items designated under “General Provisions” of this contract necessary to remove existing road materials and repair as outlined in the Contract Specifications. A general summary of the project follows and is for information only and is not intended to be all-inclusive.

2. Comply with standard construction practices including the appropriate sections of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-03. The standards are available on the internet at https://highways.dot.gov/sites/fhwa.dot.gov/files/docs/federal-lands/specs/archives/14306/fp-03usc.pdf

3. Work also includes cleaning of all equipment used at the project site.

Clean all construction equipment prior to entry on the project site.

Remove all dirt, plant parts, and material that may carry noxious weed seeds into the area. Only construction equipment inspected by the Forest Service will be allowed to operate within the project area. Treat subsequent move-ins of equipment the same as the initial move-in.

4. Location- The project is located in the Tipsaw Recreation Area, Perry

County, Indiana. The project is comprised of several sections of Tipsaw Recreation Roads and Campgrounds.

a. Base bid item 1 Tipsaw Campground Road 1122.020:

1. Remove material and replace the top 3” of FS road

1122.020 surface as described in the attached notes and drawings. Removal method will be by milling or other approved method. Repaving with 4” compacted HMA Base, 25 mm.

2. Remove material and replace with compacted stone to within 3” of road surface as described in the attached notes and drawings “Method 2”. Stone below the bottom geogrid shall be #2 and above the bottom grid to be #53.

Remaining 4” to be filled with compacted HMA Base, 25 mm.

3. Install four N-12 plastic culverts per COR direction.

Backfill with #53 compacted stone, See FS details for standards of installation.

4. Overlay FS road 1122.020 with 1-1/2” of compacted HMA Surface 12.5 mm (5,096’).

5. Supply and place #53 aggregate along both sides of the road to an 18” width transitioning to the shoulder.

b. Base Bid Item #2 Dogwood Campground Road 1122.028:

1. Forest Service Road 1122.028 remove material and replace the top 2” of the road surface as described in the attached notes and drawings. Removal method will be by milling or other approved method. Repaving the 2” with compacted HMA Base 25 mm.

2. Install two N-12 plastic culverts per COR direction.

Backfill with #53 compacted stone.

3. Overlay FS road 1122.028 with 2” overlay of compacted HMA surface, 12.5 mm (1220’)

4. Supply and place #73 aggregate along both sides of the road to an 18” width transitioning to the shoulder.

c. Optional Bid Items Goldenrod Campground:

1. Forest Service Road 1122.023 remove material and replace the top 2” of the road surface as described in the attached notes and drawings. Removal method will be by milling or other approved method. Repaving the 2” with compacted HMA Base, 25 mm.

2. Install two N-12 plastic culverts per COR direction on FS road 1122.023. Backfill with #53 compacted stone.

3. Overlay FS road 1122.023 with 2” overlay of compacted HMA Surface 12.5 mm (682’)

4. Supply and place #73 aggregate along both sides of FS road

1122.023 to an 18” width transitioning to the shoulder.

d. Optional Bid Items FS road 1122.025:

1. Overlay FS road 1122.025 with 2” overlay of compacted

HMA Surface, 12.5 mm (195’)

2. Supply and place #53 aggregate along both sides of the FS road 1122.025 to an 18” width transitioning to the shoulder.

e. Optional Bid Items Weather Station FS Road 1122.024:

1. Overlay FS road 1122.024 with 2” overlay of compacted HMA Surface, 12.5 mm (25’ Aprons only)

2. Install one N-12 plastic culverts per COR direction on FS road 1122.024. Backfill with #53 compacted stone.

3. Supply and place #53 aggregate along both sides of the FS road 1122.024 to an 18” width transitioning to the shoulder.

4. Supply and place 42 tons of #53 aggregate surface on remaining section of FS road 1122.024, 12’ width, 3” depth and compacted using compaction method “B”.

f. Optional Bid Items Campground Spur Overlays:

1. Overlay Dogwood Camping Spurs with 2” overlay of compacted HMA Surface, 12.5 mm. See Chart for Details.

2. Supply and place #73 aggregate along both sides of the camping spurs in Dogwood Campground to an 18” width transitioning to the shoulder.

3. Overlay Goldenrod Camping Spurs with 2” overlay of compacted HMA Surface, 12.5 mm. See Chart for Details.

4. Supply and place #73 aggregate along both sides of the camping spurs in Goldenrod Campground to an 18” width transitioning to the shoulder.

5. Overlay Jackpine Camping Spurs with 2” overlay of compacted HMA Surface, 12.5 mm. See Chart for Details.

6. Supply and place #73 aggregate along both sides of the camping spurs in Jackpine Campground to an 18” width transitioning to the shoulder.

g. Optional Bid Items Campground Parking Area Painting:

1. Painting Parking lines and Handicap Symbols

h. Optional Work Items Tipsaw Boat Ramps Overlay:

1. Overlay Tipsaw Boat Ramp Road 1122.030 with 1-1/2” overlay of compacted HMA Surface, 12.5 mm. See Chart for Details.

2. Supply and place #73 aggregate along both sides of the road to an 18” width transitioning to the shoulder.

3. Overlay Tipsaw Boat Ramp Parking lot and road 1122.031 with 1-1/2” Overlay of Compacted HMA Surface, 12.5

mm. See Chart for Details.

4. Replace 20 Concrete Parking Stops for parking lot.

5. Repaint parking strips to match onsite striping (1,000’).

6. Supply and place #73 aggregate along both side of the road to an 18” width transitioning to the shoulders.

5. Shoulder Aggregate will be placed to width described in work Items to a depth as needed to transition from the new top edge of pavement to the existing shoulder of the road or camping spur. Shoulder aggregate will be compacted using compaction method “B”.

END OF SECTION

SECTION 01020 – TEMPORARY FACILITIES AND

CONTROLS

PART 1 – GENERAL

1.01 Description of Work Site:

A. Utilities

1. Electric power is not available at the sites.

B. Water

1. Water is not available at the sites.

C. Toilet facilities

1. Adequate toilet facilities for construction workers are not available at the sites.

D. Security

1. Contractor shall provide for security of site, equipment, and personnel during the contract period.

E. Traffic Control

1. Contractor shall comply with the current MUTCD with revisions 1 and 2 dated May 2012. This information can be found on the internet at https://mutcd.fhwa.dot.gov/kno_2009r1r2.htm

2. Campgrounds open to the public on April 15th through October 15th.

During this time frame the Contractor will need to work with the COR and Campground Host with scheduling closers of roads and campground loops or sections. The better days for longer term closures would be during the week between Tuesday-Thursday. Outsides the listed date the main access road is open to the public and provides access to the Trailhead and Boat Ramp. The Campground Roads are gated and closed to public vehicular traffic.

. Notification of closures

1. Contractor shall notify COR one week before any planned closures

1.02 Debris disposal

A. All debris shall be removed from the site and disposed of in accordance with all existing laws.

B. Undesirable material removed from dig out shall be disposed of off Hoosier National Forest Land.

C. Old culverts removed from the project will be disposed/recycled off Hoosier National Forest Land.

DIVISION 2 – SITEWORK

I. SECTION 02110 – MATERIAL PLACEMENT

PART 1 GENERAL

A. 1.01 SUMMARY

Description of Work

1. Extent of Work: List of items specified herein is not inclusive and shall not limit the amount of work to be performed. Repair road sections and resurface same.

Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-03) is referenced throughout this contract and available on request, with Forest Service SPS supplement.

Related Sections: Material to be used is referenced to Indiana Department of Transportation (INDOT) specifications and is available on the internet at http://www.in.gov/dot/div/contract/standards/book/index.html. These specifications are for the commonly used road materials in the project area.

Method 1 shown on the Schedule of Items is to be constructed as shown on Section 1 of Drawing C-1 Method 1A shown on the Schedule of Items is to be constructed as shown on Section 2 of Drawing C-1 Method 2 shown on the Schedule of Items is to be constructed as shown on Section 3 of Drawing C-1.

The following specifications refer to the geogrid material to be used in conjunction with the limestone subgrade fill.

714.04 Biaxial Geogrids

Furnish biaxial geogrids consisting of polymeric materials such as polypropylene, polyethylene, or polyester formed into a stable network of bars or straps fixed at their junctions such that the bars retain their relative position to each other.

Elevate and protect rolls with a waterproof cover if stored outdoors.

(a) Physical requirements. Furnish geogrid treated to resist ultraviolet degradation, and conforming to the physical requirements shown in table 714-8. Values shown in table 714-8 represent minimum average roll values unless a range is indicated.

(b) Evaluation procedures. Geogrids will be evaluated under subsection 106.03.

Furnish a certification and a sample of the geogrid.

PART 2 EXECUTION

2.01 PREPARATION

A. Protection:

1. Existing Conditions

a. Care shall be taken not to damage the adjacent existing vegetation and grounds.

b. Restoration of existing adjacent vegetation and grounds damaged shall be made at the Contractor’s expense.

SECTION 321216 – ASPHALT PAVING

PART 1: GENERAL

1.01 SUMMARY

A. Section Includes:

1. Furnish and apply tack oil to entire road surface of repaired areas.

a. Apply according to Section 412 of FP-03.

2. Furnish and apply 4” or 2” of HMA Base 25 mm hot asphalt concrete pavement over entire road surface of repaired areas (Repair Sections) Refer to methods.

a. Apply according to Section 403 of FP-03.

b. Should be applied in two lifts for 4”.

3. Furnish and apply 1 1/2” or 2” of HMA Surface 12.5 mm hot asphalt concrete pavement over entire road surface and repaired areas (Overlay) See Work Items for thickness.

a. Apply according to Section 403 of FP-03.

1.02 QUALITY ASSURANCE

A. Regulatory Requirements:

a. OSHA Safety and Health Standards.

b. EPA regulations

c. MUTCD construction signage

1.03 PROJECT /SITE CONDITIONS

A. Existing Conditions:

1. Existing conditions are to be verified in the field before construction.

2. Existing Utilities:

a. It is the responsibility of the Contractor to locate and avoid any existing utilities.

PART 2 PRODUCTS

2.01 MATERIALS

A. Explosives: The use of explosives is not permitted.

PART 3: EXECUTION

1. Protect existing trees, shrubs, bushes, driveways, utilities, and other facilities, features, and improvements on or adjacent to the site from damage where such items are to remain.

2. Maintain material placement and excavations at all times to guard against and prevent injury to employees and the public in accordance with safety practices for building construction. Install necessary safety fencing to protect the public.

3. Asphalt Transitions: When transitioning work items, the contractor will need to mill the starting and stopping points and when required saw cut joints that can not be milled. These options are to prevent asphalt breakup or cracking adjacent asphalt.
