About this file
This Statement of Work (SOW) details a roof replacement project for the Brush Creek/Hayden Ranger District Office located in Saratoga, Wyoming. The project involves completely removing the existing 9,600 square foot cedar wood shake roof and replacing it with a new 24-gauge Structural Standing Seam Roof System (SSSRS) in a "Mansard Brown" color. The replacement includes new underlayment, ice and water shield, gutters, downspouts, and a snow guard system, with all work to be performed according to specific industry standards and manufacturer recommendations.
Key technical requirements include using galvanized steel panels with a smooth texture, thermoset silicone polyester fluoropolymer coating, and meeting detailed performance specifications for wind loads, snow loads, and thermal movement. The contractor must provide all labor, materials, and equipment, complete the work within regular work hours (8:00 AM to 4:30 PM MDT, Monday-Friday), and maintain safety and access for government employees throughout the project. The project requires precise installation techniques, protection of existing structures, and compliance with multiple technical standards including ASTM, AISI, and International Building Code specifications.

Project and Summary
Brush Creek/Hayden Ranger District, Office Roof Replacement.
This project consists of re-roofing the Brush Creek/Hayden Office located at the Saratoga District Office Administrative
Site on the Brush Creek/Hayden Ranger District in Saratoga, WY. This work includes the complete demolition of existing roof coverings, gutters, downspouts, and underlayment and full replacement with new underlayment, a new 24-gauge
(minimum) Structural Standing Seam Roof System (SSSRS), gutters, and downspouts for the entire roof, and a snow guard system to protect the HVAC units on the northeast end of the building. All exposed cut metal shall be finished to match the integrity and aesthetic of the panel finish. The gutters and downspouts removed during demolition are to be kept in working order and returned to the Brush Creek/Hayden Ranger District. The area of the roof that will be replaced is estimated at 9600 SF and consists of cedar wood shake shingles and underlayment which shall be removed down to the existing sheathing prior to installing new metal roof panels. These panels shall have a color approved by Forest Service leadership (see 6.1.1). Color swatches from the manufacturer shall be delivered to the Brush Creek/Hayden Ranger District
Office by the contractor.
This work shall also include removing and disposing of all waste materials associated with this work, and cleanup of the site throughout each workday. The building shall remain safe and accessible to employees and the public over the course of the contract. Any damage to the building or site because of this work shall be the Contractor’s responsibility. All work shall adhere to industry standards, local building code requirements, and manufacturer installation recommendations.
Specifications and requirements are summarized in the body of this statement of work. However, a more comprehensive list of specifications can be found in Appendix V. Where conflicting information occurs, the correct specification or requirement will be determined by the CO.
General Information
1.0 Background
Within the Medicine Bow-Routt National Forest & Thunder Basin National Grassland (MBRTB), on the Saratoga District
Office Administrative Site of the Brush Creek/Hayden Ranger District, the Brush Creek/Hayden Ranger District Office
(aka ‘Office’ in this report) is a 7700 square foot, single-story, lightwood-framed, stem-wall foundation structure (with slab-ongrade entrances) constructed in 1996. The Office is physically located at 2171 South Highway 130 in Saratoga, Carbon County, WY 82331 (41.437847°, -106.80377°). This structure is used year-round as the main office for seasonal and fulltime USDA Forest Service employees.
The roof of the Office is constructed of 24” wood hand split shakes with 10” exposure. These shingles are underlain with
30 lb asphalt felt, and with ice and water shield at eaves and valleys. The material area is approximately 9600 square feet
(96 SQ) on a 4/12 pitch. The lack of adequate weather protection necessitates an immediate replacement which meets current Forest Service requirements.
2.0 Location, Site Conditions, and Weather
This project is located on the southern edge of the city limits of Saratoga, WY. The Saratoga District Office work center complex lies on the east side of Wyoming Highway 130 just past the intersection of Chet Davidson Ranch Road and
Wyoming Highway 130. The Work Center consists of an east parcel (Office and Shop/Garage) and a west parcel (Ware yard).
