About this file
This is a Sole Source Justification memorandum from the 361st Training Squadron Commander to the Air Force Contracting Office (82 CONS/PKA) dated 24 July 2026.
The Air Force seeks to procure an OMAX 1515/M30 Waterjet Cutting System to replace a permanently damaged and discontinued CNC plasma cutting system used by the Aircraft Metals Technology section at Sheppard Air Force Base, Texas. Phillips Corporation (Federal Division) is identified as the exclusive federal distributor for OMAX waterjet equipment, and the justification cites an OMAX letter dated January 4, 2024, confirming this exclusive distribution arrangement. The sole source justification is based on RFO 6.103-1, which permits procurement from a single source when only one responsible source can satisfy agency requirements. Phillips Federal is cited as the only authorized source for purchasing new OMAX systems and obtaining maintenance from OMAX-certified technicians for the U.S. Government. The memorandum notes that instructor experience and career field-wide use of OMAX systems support this requirement. To foster future competition, the Air Force commits to periodically monitoring the commercial marketplace to determine if OMAX authorizes additional third-party distributors or service providers. A notice of intent to award will be posted on SAM.gov to identify any other potential vendors and assess market capabilities. The justification is endorsed by the Contracting Officer and Chief of the Base/Specialized Acquisition Team.

MEMORANDUM FOR 82 CONS/PKA
FROM: 361 TRS/CC
SUBJECT: Sole Source Justification for Philips Federal-OMAX Water Jet Cutting System
1. Description of the supply/services: This request is for the procurement of an OMAX 1515/M30 Waterjet Cutting System. This system will replace a permanently damaged and discontinued CNC plasma cutting system currently used by the Aircraft Metals Technology section for the 361 Training Squadron at Sheppard AFB, TX.
2. Efforts to obtain competition: Due to instructor experience and career field-wide use of OMAX waterjet systems, the Aircraft Metals Technology section is seeking to acquire a new system from OMAX Corporation via its exclusive federal distributor, Phillips Corporation (Federal Division). A notice of intent to award a sole-source contract will be posted on SAM.gov to identify any other potential vendors and assess market capabilities before proceeding.
3. Market research:. Market research confirms that Phillips Corporation (Federal Division) is the exclusive government distributor for OMAX waterjet equipment, as stated in the attached letter from OMAX dated January 4, 2024. In accordance with RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Phillips Federal is the only authorized source for purchasing new OMAX systems and obtaining maintenance from OMAX-certified technicians for the U.S. Government.
4. Statement of actions, if any, the Agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supply/services required: To foster competition for future acquisitions, the agency will periodically monitor the commercial marketplace to determine if OMAX alters its business practices to authorize additional third-party distributors or service providers. Currently, a sole-source award to Phillips Federal is justified because OMAX, as the Original Equipment Manufacturer (OEM), possesses the unique capabilities and proprietary data essential for this requirement.
