About this file
This document is a Brand Name Requirement Justification memorandum submitted by the 361 Training Squadron Commander to the 82nd Contracting Squadron at Sheppard Air Force Base, Texas, dated 5 August 2026.
The procurement request is for an OMAX 1515/M30 Waterjet Cutting System to replace a permanently damaged and discontinued CNC plasma cutting system used by the Aircraft Metals Technology section of the 361 Training Squadron. The justification asserts that OMAX is the only approved manufacturer for Metals Technology shops across the career field, with all instructors fully trained on this equipment. The requestor argues that utilizing a different vendor would compromise training effectiveness and student preparedness in this career field. The market research cites RFQ 6.103-1(d), establishing that OMAX qualifies as the only responsible source meeting the standardized requirements across all Air Force installations. The justification notes that an established standard promotes proficiency, qualification, and continued readiness. The document includes three levels of endorsement: the original request signed by Major Jacob R. Spiller (Commander, 361 TRS), a first endorsement from the Contracting Officer confirming accuracy and completeness, and a second endorsement from the Chief of the Base/Specialized Acquisition Team indicating approval or disapproval authority.

MEMORANDUM FOR 82 CONS/PKA
FROM: 361 TRS/CC
SUBJECT: Brand Name Requirement Justification for OMAX Water Jet Cutting System
1. Description of the supply/services: This request is for the procurement of an OMAX 1515/M30 Waterjet Cutting System. This system will replace a permanently damaged and discontinued CNC plasma cutting system currently used by the Aircraft Metals Technology section for the 361 Training Squadron at Sheppard AFB, TX.
2. Efforts to obtain competition: Due to functional manager standardizing OMAX products across the career field this is the only approved manufacturer for Metals Technology shops, and all instructors are fully trained on it. Utilizing a different vendor would impact the training effectiveness of the course, setting students in this career field up for failure.
3. Market research:. This established standard promotes proficiency, qualification, and continued readiness across all installations. In accordance with RFO 6.103-1(d): "Only one responsible source and no other supplies or services will satisfy agency requirements." In this case, OMAX is the only responsible source to meet the standard of the career field.
4. Statement of actions, if any, the Agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supply/services required: To meet the established standard of the career field, OMAX is determined to be the best-value solution to meet the objective. Future requirements may be competed if career field standards change.
