About this file
This is a Small Business Subcontracting Plan document for a Virginia state and local contract opportunity related to financing energy projects under a master lease agreement. The plan outlines the contractor's commitment to subcontracting a portion of the contract work to small businesses, including small disadvantaged businesses, women-owned small businesses, and service-disabled veteran-owned small businesses. The document establishes specific subcontracting goals and identifies the types of work or services that will be made available to small business subcontractors, along with the methods for identifying, recruiting, and soliciting small business participation in the project.
The subcontracting plan details the contractor's policies and procedures for ensuring small business utilization, including communication strategies, assistance in obtaining financing and bonding, and monitoring mechanisms to track subcontractor performance. The plan includes representations regarding the contractor's good faith efforts to meet or exceed established small business subcontracting goals and provides oversight procedures for small business participation throughout the contract term. This document serves as a binding commitment demonstrating the contractor's dedication to supporting small business economic participation in the energy project financing initiative.
