STATEMENT OF WORK

INSTALL DOOR IG OFFICES, BLDG 10480

FXSB 21-1098

13 August 2021

SECTION 1: PROJECT INFORMATION

1.1 PROJECT DESCRIPTION: Project consists of work to Intent is to remove an existing door and install a new fire rated glass door at the Inspector General’s (IG) Office main entrance in Building 10480, refer to drawings provided. This project shall be accomplished as an Open Market Project. The Contractor shall provide shop drawings for review prior to beginning work. There has previously been asbestos containing material (ACM) and lead based paint (LBP) detected in this facility. Testing must be completed before construction start. If ACM or LBP is detected in areas of repair, contact 673 CONS Contracting Officer. Whenever remediation is required, it shall be limited to the minimum area necessary to satisfactorily complete the associated repair.

1.2 PROJECT LOCATION: Joint Base Elmendorf‐Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at

Boniface Parkway. The project location is on the Elmendorf side of the installation at

Building 10480.

1.3 UNIQUE REQUIREMENT: Project is to be implemented while Facility is in use throughout the construction. Contractor shall request approval of any downtime/outages a minimum of 10 work days in advance. Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues. Contractor staging areas will be identified by the Facility Manager, Fire

Department, and 673 CES/CENMP. Safety areas and caution notices are to be provided by the Contractor. The IG Offices must remain secured/lockable at all times, so if there is a time when the room will be without a door overnight then the Contractor must provide a temporary means of securing it.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours.

2.2 QUALITY CONTROL:

2.2.1 The Contractor shall provide full‐time supervision. Superintendent/QC/SSHO performed by single qualified individual is acceptable.

2.2.2 All demolished materials shall be disposed of according to State & Federal regulations.

2.3 CODE/CRITERIA REQUIREMENTS: In addition to any codes, criteria, or regulations cited throughout this Statement of Work (SOW) and/or the attached Specifications.

Contractor must comply with the requirements below. If the codes, criteria, or regulations contradict each other regarding a specific requirement, the Contractor is to use the most stringent requirement.

2.3.1 UFC 1-200-01 DoD Building Code

2.3.2 UFC 3-520-01 Interior Electrical Systems

2.3.3 UFC 3-600-01 Fire Protection Engineering for Facilities

2.3.4 NFPA 70/2017 NEC

2.3.5 IMC – International Mechanical Code

2.4 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.5 WORKSITE: The Contractor shall limit the work to the areas indicated by the

Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The

Contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all times during the construction project. Contractor is to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs and barriers for safety.

2.6 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.7 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible for repairing any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the

Government.

2.8 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and

Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.

The Contractor shall minimize storage of materials and equipment on site. Contractor staging areas are to be identified by building occupants.

2.9 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.10 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project.

Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/repair activities and duration of tasks, submittals and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement (Including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc.).

2.10.1 The project schedule shall be in the form of an AF Form 3064 chart.

2.10.2 The initial baseline schedule shall be available for review at the pre‐ construction meeting. All schedule updates shall be provided to the

Government.

2.11 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the

Contracting Officer, project status/scheduled meetings may be held at a mutually agreed upon day, time and location on JBER. The contractor shall submit to the government daily project reports that will include all work accomplished each day to include equipment, man hours, and materials by noon the following day.

2.12 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal.

Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the Contractor on Joint

Base Elmendorf‐Richardson (JBER) will be managed by the Contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the Contractor on JBER will be managed by the Contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW.

All hazardous waste will be managed in accordance with Specifications Section 1600

Management of Hazardous Waste.

2.13 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40

CFR 761, (b) asbestos in accordance with 40 CFR 61, (c) lead in accordance with 40 CFR

745.

2.14 STAGING/MATERIAL STORAGE: Reference Specification, Section 01100 General Site

Requirements & Section 01500 Environmental Protection on JBER. The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project.

2.15 HAZARDOUS MATERIAL USAGE: Reference Specification Section 01500 Environmental

Protection on JBER.

2.16 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract, area where work is being performed will be occupied. Existing doors into IG Offices are solid core wood doors with glazing and knock down metal frames and approximately 5’x7’. Dimensions given are approximate. Contractor is to field verify.

3 NEW WORK:

3.1 Door into IG Offices (Double Door):

3.1.1 Demo and dispose of existing doors and frames. Contractor must turn over the handles (with cores) and door closers to the government.

3.1.2 Provide and install new glass doors (clear glass, no mesh, no mullions, full glass).

New doors shall be minimum 60 min fire rated, have a minimal/sleek frame design with brushed nickel or stainless hardware, heavy duty ball bearing or piano hinges, hydraulic closers, and panic hardware. Glass shall have safety glazing for impact resistance. Rating shall be submitted to the Government for approval. Door handles shall be lever style with and a cipher lock that meets the

JBER Lock Standard (attached).

3.1.3 Existing steel frame and drywall shall be removed and refinished to match surrounding area.

3.1.4 Provide new 5/8” GWB in the door openings where the new glass doors will be installed. Tape and finish, providing ASTM Level 4 finish. If 5/8” GWB will impede on the door/opening width too much then a smooth finished surface will suffice as long as the transition and overall appearance is acceptable to the

Government.

3.1.5 Repair any damage to the wall finishes that occurs from the door/frame demolition. Touch up paint as needed in the surrounding area, and paint the newly installed/finished GWB with one coat primer and two coats paint, matching the adjacent paint profile/thickness. Caulk (color TBD) all seams around the door frames and trim that the Government determines is needed after installation. If the door/frame manufacturer requires or recommends any sealant/caulking then the Contractor must follow those instructions on the location and type of sealant.

3.1.6 Relocate Manual Pull Station to within 5 feet of new door.

3.1.7 Replace transition between carpet and tile at existing doorway.

3.1.8 Patch/Repair drywall at new door location where existing display cabinet is located.

3.1.9 Transition suspended ceiling(s) at existing door location.

3.1.10 Relocate lighting as needed.
