About this file
This document is a Statement of Objectives for the Needle Rock Pavement Parking Repairs project. The project requires the contractor to repair a damaged section of the Needle Rock parking area, which includes addressing damaged asphalt pavement, concrete curbing, embankment failure, and pavement undercutting. The contractor must also submit a Performance Work Statement or Statement of Work outlining their technical approach, performance metrics, and measures to implement a permanent fix while considering stormwater management.
The period of performance is September 3, 2024 to December 6, 2024, and the place of performance is the Needle Rock Recreation Area Parking Lot within the Tonto National Forest. Key performance objectives include prioritizing safety, minimizing environmental impacts, withstanding a 100-year flood, and aligning with the Forest Service's Supplemental Specifications. The contractor must provide several deliverables, including a proposed project plan, 100-year floodplain analysis, erosion and sediment control plan, temporary traffic control plan, and weekly progress reports. The work must comply with FHWA and Forest Service standards and specifications.

Project Title Needle Rock Pavement Parking Repairs
1.0 Purpose
This project requires the Contractor to address a damaged section of the Needle Rock Parking area to enhance public health and safety, mitigate damage to the environment, and effectively prevent further degradation of the parking lot.
2.0 Scope or Mission
The Contractor will be responsible for repairing a damaged section of the Needle Rock parking area. The scope of repair encompasses damaged asphalt pavement, damaged concrete curbing, embankment failure, and undercutting of pavement. Additionally, the Contractor holds the responsibility of drafting a Technical Proposal in the form of a Performance Work Statement (PWS) or Statement of Work (SOW) that outlines their technical approach to implementing a permanent fix along with performance metrics, outcomes, and measures. This approach should include considerations for stormwater management while aligning with the objectives and criteria specified in this Statement of Objectives.
3.0 Period and Place of Performance
· Period of Performance shall take place between September 3, 2024 and December 6, 2024.
· Place of Performance is the Needle Rock Recreation Area Parking Lot (NFSR 1896) located within the Mesa Ranger District of the Tonto National Forest (TNF). Map is attached. (33°45'59.27"N, 111°40'12.93"W)
· The Contractor’s PWS or SOW shall be submitted as part of their proposal, and will be reviewed by the CO, COR, and FS technical project manager prior to contract award.
4.0 Background
The Needle Rock Recreation area is a popular day use area for recreationalists, including picknickers, hikers, and nature lovers. There is a non-motorized trail that comes off the end of the parking area that parallels the Verde River.
Contractors should note that the Needle Rock parking lot is situated approximately 165 feet from the Verde River at its closest point. Therefore, the Contractor’s technical approach must carefully consider minimizing ground disturbance, implementing effective erosion control Best Management Practices, and mitigating impacts on nearby resources.
As an example, along North Lake Road in the TNF, a project with similar challenges - failing pavement and embankment near a waterway - was addressed by implementing gabion baskets as a permanent repair solution to effectively stabilize portions of the road.
5.0 Performance Objectives
The Contractor shall adhere to the following performance objectives:
· Prioritize safety for users and their vehicles during construction.
· Ensure that repairs do not negatively impact visual quality of the area. Project work must seamlessly blend in with the rest of the parking lot area.
· Consider future maintenance requirements when developing the technical approach to minimize future maintenance costs and effort for the Forest Service.
· Minimize impacts to the environment and natural resources. Contractor must remain flexible in their design and repair approach to accommodate any unexpected information related to the presence of natural resources in the area. Adapting swiftly ensures a well-informed and environmentally conscious project.
· Consider the 100-year floodplain when developing their technical approach and implementing their design, such that it withstands a 100-year flood.
6.0 Deliverables / Schedule
· Tasks and Associated Deliverables: Timely submission of deliverables is essential to successful completing this requirement. Schedules for deliverables are specified in the table below. All deliverables shall be prepared and submitted according to format, content, and schedule described in the Contractor PWS or SOW. All “hard copy” deliverables will be submitted on recycled content paper and printed double-sided.
· Reporting Requirements: The contractor is required to provide progress reports weekly via email, every Friday by 7:00pm AZ time until the contract expires. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.
