SECTION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials for reconstruction of 1.92 miles of recreational road. Work includes, but is not limited to the following:
1. Roadway corridor clearing and grubbing
2. Earthwork and grading to construct road bed
3. Installation of separation/stabilization geotextile over prepared road subgrade
4. New crushed aggregate base course for road surfacing
5. Five new drainage culverts
6. New roadway signage
7. Two new cattle guards
8. Barb wire fence and gate connections
9. Erosion and sediment control and rehabilitation of old road bed
10. Seeding and mulching all areas disturbed under this contract and as identified on the plans
B. Provide all supervision, personnel, labor, materials, tools, equipment, maintenance and repairs, services, and all other facilities and incidentals required for the execution and completion of the Work as specified herein and as shown on the Drawings and accepted by the Contracting Officer.
1. Location: Work under this Contract is located in Natrona County, Wyoming.
The site is approximately 18 miles southwest of Casper along Highway 220, then leading to Trappers Route Road and Price Road. The work location is shown on the Drawings.
C. Special Stipulation: Contractor shall accomplish the work in 75 calendar days from the Notice to Proceed. Notice to Proceed shall not be issued until all permits have been successfully submitted by the Contractor and approved. Site closure dates as follows: No variance will be allowed in the Site closure dates in order to accommodate public recreational use in the area.
A construction schedule shall be submitted to the Contracting Officer at the Pre-work conference.

A. Approvals: Approval of the submittals is an indication the Contractor's submittals have been reviewed and there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

1.3 SUBMITTALS
A. Scope: Submittals include but are not limited to seed mixture, construction schedule, equipment, work plans, key personnel, design computations, shop drawings, manufacturers' literature, materials, record documents (as-built drawings), samples, safety plan, and maintenance manuals.
B. Submit a traffic control plan incorporating public safety for both pedestrian and vehicular access prior to commencing work.
C. Submit a complete list of individual equipment and labor rates which will be used to perform miscellaneous projects as required during the course of the Work prior to commencing work.
D. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review before the affected work is performed. If Work proceeds without submittal acceptance, the Contractor is proceeding at its own risk and any work performed may be subject to re-work at no cost to the government. Submittals shall be delivered to the Contracting Officer (CO) or his/her appointed representative. Submit two copies of each submittal for approval.
E. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies
4. Identify whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.4 CERTIFICATES OF CONFORMANCE

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials that conform to the requirements of the drawings and specifications.
Materials not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The Certificate of Conformance provided by the supplier shall:
1. State whether or not the named product conforms to the Contract requirements.
2. Either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.
4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
1.5 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type o f work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.6 PROJECT SAFETY MANAGEMENT PLAN
A. Before starting any on-site work, the Contractor shall submit a site specific Project Safety Management Plan that complies with and meets applicable Federal, State, and local laws, rules, regulations and guidelines governing safety, health and sanitation, including but not limited to the Occupational Safety and Health Act, 29 CFR 1910, 29 CFR 1926, 23 CFR 634, Mine Safety and Health Administration (MSHA), Title 30 CFR, CFR 49, and the Drug-Free Workplace Act (Public Law 100-690 Title V, subtitle D, 41 USC 701 et seq.). All operations and work practices of the Contractor will comply with this Plan. The Contractor shall require all subcontractors and suppliers to comply with this Plan.
B. Specific elements to consider, but not limited to, include hazard assessment/abatement for the specific project site, competent persons, emergency communication plan, personnel charged with enforcing site safety, identify significant or high-risk activities, measures implemented, safety meetings, drug and alcohol impairment, project safety inspections, and corrective actions.

1.7 DELIVERY, STORAGE, AND HANDLING
A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations which will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.8 PROJECT/SITE CONDITIONS:
A. Access to the Work: Access is Highway 220 and then Trappers Route Road. The area under construction will be closed to the public during construction. Contractor to furnish all construction signage for, but not limited to, road closures signs and barriers, and construction signs when necessary on highway or access roads according to MUTCD standards. Provide and install temporary fencing and posts to restrict public access to work areas as requested by the Contracting Officer.
B. Construction Stipulations:
1. The Contractor will provide all materials testing through a certified independent laboratory at the frequency described in the individual specifications. Results to be provided to COR/PI daily.
2. The Contractor will provide field density testing for earthwork, sub base and base course through a certified independent laboratory. The Contractor is responsible for correcting any construction that does not meet density requirements.
3. The Contractor will provide all construction staking including work zone limits boundaries. Work zone limits stakes knocked over or damaged shall be replaced within 24 hrs.
1.9 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted within three (3) days of the pre-work conference. When requested and following any contract changes, the Contractor shall submit an updated schedule within three (3) calendar days.
B. Work days and hours shall be limited to Monday through Friday from 7:00am to 6:00pm excluding holidays.
C. The Work is not authorized between March 15 and June 30 each year without a written exception from the BLM.
D. The Work may be prohibited December 1- March 14 for wintering sage-grouse.

E. Surface development is prohibited within ½ mile of the North Platte River from November 1 to March 31 in accordance to Bald Eagle HMP
F. No wildlife disturbing activities is permitted within ½ mile of an occupied raptor nest from February 1 – July 31 or until young have fledged.
G. Physical barriers should be incorporated into reclamation designs to prevent future road pioneering and promote reclamation success.
H. Road designs and speed limits should be established to minimize vehicle caused wildlife mortalities.
1.10 CONSTRUCTION SITE RESTRICTIONS
A. Do not trespass in any way or impact property outside the construction area without written permission from the Owner(s) of such lands. Hauling materials on the county road is prohibited. Materials shall be moved internal to the project. County road shall not be closed or limited in its use. However, appropriate signage shall be posted to the project site closure as well as information public when imported materials may affect travel on the county road
1.11 ADDITIONAL PROVISION
A. The Contractor shall apply for, obtain, and pay for licenses and permits required to perform the Work.
B. Comply with applicable codes and regulations of authorities having jurisdiction, including but not limited to:
1. Wyoming Department of Environmental Quality (WDEQ),
2. Wyoming State Engineers Office, and
3. U.S. Army Corps of Engineers (COE).
C. Contractor shall field verify dimensions shown on the Drawings before fabricating or ordering any materials.
D. Do not scale Drawings
E. Notify the Contracting Officer of existing conditions that differ from those shown on the Drawings.
F. Portions of the contract documents are written in the imperative mode.
1. Except where specifically intended otherwise, the subject of all imperative statements is the Contractor.
2. Examples of imperative statements include but are not limited to:
3. "Provide . . . " means "Contractor shall provide . . ." and
4. "Install . . . " means "Contractor shall install . . . ".
PART 2: PRODUCTS – NOT USED

PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work (pre-construction) conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place by the Contracting Officer. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, administrative provisions of the contract, and anticipated site safety concerns.
2. The Contractor, subcontractors, and the persons responsible for coordination of the Work shall be present at the meeting. Ensure attendance by all of the Contractor’s assigned supervisory personnel and its subcontractors.
3. The pre-construction conference will include consideration of all components of the upcoming phases of the Work and anticipated site safety concerns
4. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
5. The Contractor shall submit at this pre-construction conference proposed locations for the staging/storage area.
6. Provide BLM with necessary information in case of emergency.
B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Meetings may be called by either the Contracting Officer or the Contractor.
Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. The Contractor shall notify the Contracting Officer in writing at least ten
(10) working days, excluding weekends and holidays, before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
3.2 PREPARATION:
A. Work Limits and Control Points: The Contractor is responsible for staking for the

construction based on the design drawings. Contractor shall stake the disturbance limits before any work. This disturbance limits shall be maintained at all times and markers shall be replaced immediately if knock over or removed. NO EQUIPMENT WILL BE ALLOWED OUTSIDE THE DISTURBANCE AREA FOR ANY REASON. The BLM will approve the staking in the field.
B. Work Layout: The Contractor will set construction stakes to give the measurements, lines and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.
C. Stormwater Pollutant Protection Plan (SWPPP): Contractor shall be responsible to submit and implement Stormwater Pollutant Protection Plan (SWPPP) in accordance with WDEQ regulations (http://deq.wyoming.gov/wqd/storm-water-permitting/).
D. Environmental Considerations: The project sites shall be left in a clean and orderly condition. All trash shall be removed from site and placed in an authorized landfill at contractor expense.
3.3 PERSONNEL SUPPORT AND SANITATION FACILITIES
A. Provide and maintain, in a neat and sanitary condition, such accommodations for use by the Contractor’s and subcontractors' employees and the Contracting Officer as required by regulations of the General Safety and Health Regulations of the Wyoming Occupational Health and Safety Commission and by State and locals Boards of Health as enforced by the Natrona County Health Officer.
B. Provide personnel support facilities including but not limited to:
1. Drinking water,
2. First aid facilities,
3. Sanitary facilities,
4. Trash removal, and
5. Coordination with emergency medical services.
C. Prevent personnel support facilities and sanitation facilities from becoming a nuisance to the public or to the Owner.
3.4 UTILITIES
A. The Contractor shall have full responsibility for locating all utilities before commencement of construction.
B. Omission of an existing utility location on the Drawings does not indicate or imply that a utility(ies) does not exist within the work site.

C. Inclusion of an existing utility(ies) location on the Drawings does not necessarily indicate the definite location(s) of the utility(ies).
D. Obtain written permission from the Contracting Officer before altering or removing any existing utility.
E. Protect all existing public or private utilities and improvements that are located on the work site.
F. Pay for any unplanned breakage or damage to existing utilities and improvements that may occur during construction and that is caused by the Contractor.
3.5 WATER
A. Contractor shall be responsible for providing and transporting water from source to project site. No separate measurement of payment will be made for water.
3.6 ROADS
A. Use existing roads during construction as directed by the Contracting Officer and as identified on the plans, maps, exhibits, and specifications.
B. Obtain written approval from the Contracting Officer before modifying or altering any existing road not identified in the plans and specifications.
C. Obtain written approval from the property owner and provide approval to the Contracting Officer before constructing any temporary construction road(s).
3.7 ENVIRONMENTAL
A. Guard against contamination of topsoil, any earthen material, groundwater, surface water, and air from oil, fuel and other fluid spills; from vehicle emissions; from garbage, waste and other debris; and from any other spills, leaks, discharges or releases of hazardous materials, hazardous wastes or other wastes.
1. Remediate and correct all environmental damage resulting from any such release, discharge, spill or leak occurring during the course of the Work, in accordance with applicable laws and with requirements of agencies having jurisdiction over such matters including, without limitations, Wyoming Department of Environmental Quality (WDEQ).
B. Service all equipment in areas designated and previously accepted by the Contracting Officer or the Contracting Officer’s Representative.
C. Maintain all equipment to prevent leakage of oil, fuel, or other fluids and to prevent unacceptable levels of emissions.
D. Collect, remove and properly dispose of all trash, garbage, debris, used oil, contaminated

soil, and other waste materials off site at an approved disposal area, in a manner which complies with all applicable state and federal regulations.
E. Comply with all applicable federal and state laws and regulations during the Work, including, but not limited to WDEQ Rules and Regulations, and to, those pertaining to the handling and storage of fuel, oil, other liquids, and all other hazardous materials, hazardous wastes and other wastes used, stored, released, discharged, spilled or leaked in, on, or near the property of the Government.
1. This includes, but is not limited to, the acquisition of and compliance with any permits required by applicable law with respect to the Work, such as permits for releases under the Resource Recovery and Reclamation Act (RCRA) or the Clean Water Act or the Clean Air Act.
F. Establish and maintain dust control and erosion control during the contract time as directed by the Contracting Officer’s Representative as specified herein, and as required by regulatory agencies.
G. Provide all equipment and personnel necessary to meet the requirements of the contract requirements.
H. Provide the Contracting Officer with name(s) and telephone number(s) of the person(s) designated to maintain dust and erosion control during construction.
I. Prior to bringing any potentially hazardous material onto the site, provide the Safety Data Sheet (SDS) for that product to the Contracting Officer and obtain approval for its use.
1. The Contractor is strongly encouraged to use only products that do not generate hazardous materials in their waste form.
2. Comply with all manufacturer's directions and all of the applicable rules and regulations pertaining to the handling and disposing of such material.
J. Maintain a file of SDS information on site which shall be available to the Contracting Officer and its Representative and available for inspection by proper authorities at any time.
K. At the completion of the project, provide the SDS information, including quantities used, to the Contracting Officer and a copy to its representative for record retention.
L. Be responsible for providing training of those employees meeting the definition of a "hazmat employee" in 49 CFR Part 171.
M. Report to the Contracting Officer and its Representative any product, chemical, or waste releases which occur during the course of the contract which are not large enough to require government reporting under CERCLA or SARA.
1. Report all releases required to be reported under applicable laws.

N. Maintain all sediment control structures in good repair and free of debris to perform their designed function.
O. Berm all fuel, antifreeze, and lubricant storage areas to contain spills and prevent soil and water contamination in accordance with WDEQ regulations.
P. Do not construct any underground storage tanks for storage of oils, fuels, or other chemicals.
1. Any above-ground storage tanks must meet the requirements specified by WDEQ or any other authorities having jurisdiction.
Q. Maintain all work operations within the boundaries shown on the Drawings in order to protect resources.
R. Report cultural resource or archaeological sites discovered during the course of the Work immediately to the Contracting Officer and its representative before any further disturbance of such sites.
1. Work stoppage may be required, or Work may be redirected to protect these discoveries until appropriate agency clearance can be obtained. No claims will be granted for associated redirection of work.
S. Perform and document job site inspections.
T. Report immediately any occurrences of slides, faults, or unstable soil to the Contracting Officer and its Representative immediately upon discovery.
3.8 SECURITY
A. Provide continuous security from intrusion at the site at all times during construction.
1. No unauthorized personnel are allowed onsite.
B. Contractor will be responsible for restricting access to the project site as necessary. Any signage will be removed by the Contractor upon project completion.
C. Barricade, cover, or fence as required all hazardous areas to prevent entry of people, wildlife and livestock.
D. No camping onsite unless otherwise authorized in advance in writing by the property owner.
E. No firearms
F. No alcohol or illegal drugs
3.9 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:
1. Obtain warranties that would be given in normal commercial practices.
2. Require warranties to be executed, in writing, for the benefit of the Government.
3. Submit warranties to the Contracting Officer prior to the final inspection.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment with the exception of the SWPPP.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made with the exception of the SWPPP. The Contractor shall include consideration for all other items in the bid price for the Contract.

GENERAL REQUIREMENTS MOBILIZATION / DEMOBILIZATION

1.1 SUMMARY
A. This Section includes preparatory work and operations, including those necessary to the movement of personnel, equipment, materials, and incidentals to and from the project site; and for other work and operations that must be performed or costs incurred prior to beginning work on the various items on the project site.
B. This shall also include the project office, portable sanitary facilities, and other storage containers/trailers with jobsite tools and hand tools and small supplies necessary for the project. The location of these items shall not interfere with the traffic plan or Work.
C. Move to and remove from the project site all equipment, personnel, supplies, and incidentals which are necessary for completing the Work.
D. Provide all bonding fees, and other insurance fees not specifically called out for payment that are required for the Work or for operations which must be performed.
PART 2: PRODUCTS
(There are no applicable requirements in this section.)
PART 3: EXECUTION
(There are no applicable requirements.)
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Mobilization / Demobilization covers the cost of equipment, materials, and labor for mobilizing and demobilizing to the site. No measurement of individual items will be made.
4.2 BASIS OF PAYMENT:
A. Payment shall constitute full compensation for all labor, expenses, supplies, equipment and incidentals, including bonding fees and insurance fees, required to complete the Work.
B. Final payment for all Work (including the lump sum amount shown on the bid form for mobilization and demobilization) can be withheld subject to the Contracting Officer’s approval of finished site conditions.
C. Payment will be made at 50% when Contract is 50% complete. Upon final completion of the project, the remainder 50% will be paid.
D. Payment: Full compensation for mobilization and demobilization, including preparation of staging/storage area, and cleanup shall be on a lump sum basis.

SECTION 01572
TEMPORARY TRAFFIC CONTROLS
1.1 SUMMARY
This Section establishes uniform requirements for detours, signs and barricades, and traffic control plans associated with construction activities performed on or affecting BLM roads. All traffic control work shall comply with the “Standard Specifications for Road and Bridge Construction,” Wyoming Highway Department, latest edition. The Work in this article shall consist of furnishing, erecting, maintaining, relocating, and removing temporary traffic control devices at the project locations specified on the drawings and as directed by the Contracting Officer. All traffic control devices shall conform to the provision for construction signing as set forth in the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), latest edition.
Traffic control during construction shall be the responsibility of the Contractor. Reasonable access must be maintained to all nearby facilities at all times. The minimum number and type of traffic control devices shall be based on the requirements to the MUTCD. The Contractor can exceed the minimum requirements at his own expense. Placement and maintenance of the traffic control devices shall be the Contractor's responsibility. Flagmen will be used at the Contractor's expense whenever required for safe movement through the construction area.
PART 2: PRODUCTS
2.1 MATERIALS
A. Sign Panels
1. Sign panels will be constructed of ¾” plywood conforming to plywood sign panels and barricades of the standard specification for road and bridge construction; or 6061-T6 or 5052-H38 aluminum alloy sheeting conforming to ASTM B209.
2. Wood sign panels will be backed with metal backing angles; except that backing is not required for those sign panels 48” x 60” or smaller.
3. Aluminum sign panels will be 0.125” thick and backed with metal backing angles; except that those sign panels 48” x 60” or smaller may be:
4. 0.080” thick and backed with metal backing angles or 2 x 4 lumber; or,
5. Unbacked, 0.125” thick.
6. Special signs which are unique to the project, i.e., signs not shown on the plans or included in part VI of the MUTCD, and signs shown on the plans which contain a message that is

unique to the project, will be furnished by the Contractor, as specified on the plans, and erected by the Contractor. Posts and hardware for fixed special sign installations, and all equipment for portable special sign installations will be furnished by the Contractor. Upon removal, the special sign panels, posts, hardware, and portable installation equipment will remain the property of the Contractor.
B. Barrels will be plastic conforming to the MUTCD, with 6” wide reflective stripes.
3.1 TRAFFIC CONTROL PLAN
A. A Traffic Control Plan (TCP) is required for this Project. The Contractor shall develop and submit a complete traffic control plan to the Contracting Officer in accordance with Specification Section 01009, paragraph 1.3, Submittals.
B. Traffic will not be permitted to use the road during construction. For all disturbed areas, scarify, seed and cover with straw matting in accordance with Specification Section 02933, Seeding.
C. The Contractor shall construct and maintain temporary crossings, complete with flagmen, whenever necessary to expedite the Work. The Contractor shall furnish not less than two flagmen at each location where loading or depositing of material requires the turning of the trucks on any highway or road and where the operation of construction equipment endangers traffic. Temporary crossings shall be of ample size to safely carry the load which comes upon them.
D. The Contractor shall furnish sufficient signs and barricades to facilitate the directing of traffic.
Unless directed otherwise by the Contracting Officer, all signs and barricades shall conform to:
1. Manual on Uniform Traffic Control Devices (MUTCD), latest edition, and
2. Traffic Control for Roadway Work Operations, current editions.
E. The Contractor shall have a sufficient number of barricades and signs on hand prior to the start of the construction.
1. Each detour sign shall be reflectorized and shall be illuminated with two battery-powered blinkers with six-inch (6”) amber lenses.
2. All barricades shall have blinker lights on each end.
3. It shall be the Contractor’s responsibility to make necessary checks and inspections of all lights and barricades every day, including Sundays and holidays.

F. Temporary suspension of work does not relieve the Contractor of the responsibility outlined in the above requirements.
G. The Contractor shall furnish a professionally constructed Project Notice sign to be placed at the beginning of the project. Sign shall be a 4’ x 8’ information sign 3/4"-inch thick minimum exterior grade softwood plywood with medium or high-density phenolic sheet overlay. Sign shall include project name, contact names and numbers. Contractor to coordinate with the Contracting Officer for information to be provided on sign including graphic design, text, style of lettering, size of lettering and colors. Sign shall be visible to the traveling public and of quality to last for the duration of the project. Sign structure and framing shall be that to adequately support sign panel and suitable for specified finish. Sign shall be removed at completion of the project.
3.2 PERMITS
The Contractor shall coordinate and obtain permits as necessary from the presiding jurisdiction when Work under this Contract affects their roads or facilities. Permit fees shall be considered subsidiary to this Contract and no separate payment shall be made.
3.3 ROAD CLOSURES
Price Road shall remain closed to the public during construction activities associated with the construction of Price Road. No other road, unless specifically authorized by the Contracting Officer, shall have any portion of the road closed to traffic for any period of time.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: Payment shall be made on a lump sum basis (LS) for all signing and flagging necessary to safely and efficiently control traffic in and around the work area for the Project. Payment shall be made in two half increments; at 50% of completion and at final completion
4.2 BASIS OF PAYMENT
A. Payment for the above items shall constitute full compensation for all materials, excavation, tools, and labor, and for the performance of all work and incidentals necessary to complete the items. Payment will be made under the following item:

PART 2: PRODUCTS
2.1 PHYSICAL AND CHEMICAL REQUIREMENTS
A. Assure that fibers used in the manufacture of geotextiles, and the threads used in joining geotextiles by sewing, consist of long-chain synthetic polymers, composed of at least 95% by weight polyolefins, polyesters, or polyamides. They must be formed into a network so the filaments on yarns retain dimensional stability relative to each other, including selvedges. Furnish materials meeting the physical requirements for the indicated application as described by the corresponding table(s) of properties in ASSHTO M288, Geotextile Specifications for Highway Applications.
2.2 CERTIFICATION
A. Assure the manufacturer furnishes the purchaser a certificate stating the name of the manufacturer, the chemical composition of the filaments or yarns, and other information fully describing the geotextile. The manufacturer must include in the certificate a guarantee stating that the geotextile furnished meets specifications.
The certificate must be attested to by a person having legal authority to bind the company. Mismarking or misrepresentation by the manufacturer is reason to reject the geotextile under these specifications. Notice sent to the manufacturer by the purchaser regarding rejection of, will be considered to be notice to all

wholesalers, jobbers, distributors, agents and other intermediaries handling the manufacturer’s product.
B. Label the fabric and its container with the manufacturer’s name and fabric type or trade name, lot number and quantity.
2.3 SHIPMENT AND STORAGE
A. During shipment and storage, protect the fabric from direct sunlight, ultra-violet rays, temperatures exceeding 140°F, mud, dust and debris. Keep the fabric in the manufacturer’s wrapping until just before use. Include in each shipping document a certification that the geotextile meets the manufacturer’s certificate and guarantee previously filed with the purchaser.
2.4 MANUFACTURER’S
A. Separation/stabilization fabric for placement between native subgrade and sub base or base course shall be a woven polypropylene geotextile such as Propex Geotex 250ST or equal.
B. Permanent erosion control geotextile for placement below riprap shall nonwoven

3.1 GENERAL
A. Where placing geotextiles on native ground, remove all sharp objects and large rocks. Fill depressions or holes with a suitable material to provide a firm foundation.
B. Replace or repair all geotextile that is torn, punctured, or muddy. Remove the damaged area and place a patch of the same type of geotextile overlapping 3 feet beyond the damaged area.
3.2 DRAINAGE, SEPARATION AND STABILIZATION APPLICATIONS
A. Shape the subgrade to a smooth surface and to the cross section required. Shape slopes to gradually transition into slope adjustments without noticeable breaks.
At the ends of cuts at the intersection of cuts and embankments, adjust slopes in the horizontal and vertical planes to blend into each other or into the natural ground.
B. Remove all material larger than 3 inches within the top 6 inches of the roadbed.
Remove unsuitable material from the roadbed and replace with suitable material.
Finish the roadbed and ditches to the required elevation and cross-section.
C. Place the geotextile smooth and free of tension, stress, or wrinkles. Fold and cut the geotextile to conform to curves. Overlap in the direction of construction.

Overlap the geotextile a minimum of 2 feet at the ends and sides of adjoining sheets or sew the geotextile joints according to the manufacturer’s recommendations. Do not place longitudinal overlaps below anticipated wheel loads. Hold the geotextile in place with pins, staples, or piles of cover material.
D. End dump the cover material onto the geotextile from the edge of the geotextile or from previously placed cover material. Do not operate equipment directly on the geotextile. Spread the end-dumped pile of cover material maintaining a minimum lift thickness of 8 inches. Compact the cover material with rubber-tired or nonvibratory smooth drum rollers. Avoid sudden stops, starts, or turns of the construction equipment. Fill all ruts from construction equipment with additional cover material. Do not regrade ruts with placement equipment.
E. Place subsequent lifts of cover material in the same manner. Vibratory compactors may be used for compacting subsequent lifts. If foundation failures occur, repair the damaged areas and revert to the use of nonvibratory compaction equipment.
3.3 TEMPORARY AND PERMANENT EROSION CONTROL APPLICATIONS
A. Place and anchor the geotextile on the approved smooth-graded surface. For slope protection, place the long dimension of the geotextile down the slope. For stream bank protection, place the long dimension of the geotextile parallel to the centerline of the channel.
B. Overlap the geotextile a minimum of 12 inches at the ends and sides of adjoining sheets or sew the geotextile joints according to the manufacturer’s recommendations. Overlap the uphill or upstream sheet over the downhill or downstream sheet. Offset end joints of adjacent sheets a minimum of 5 feet. Pins may be used to hold the geotextile sheets in place. Space pins along the overlaps at approximately 3-foot centers.
C. Place aggregate, slope protection, or riprap on the geotextile starting at the toe of the slope and proceed upward. Place riprap onto the geotextile from a height of less than 12 inches. Place slope protection rock or aggregate backfill onto the geotextile from a height less than 3 feet. In underwater applications, place the geotextile and cover material in the same day.

A. All geotextiles will be measured by the square yard of surface covered on a plane parallel to the ground surface, excluding overlaps (no allowance is made for additional fabric required for overlap joints).
4.2 Payment
A. The accepted quantities, measured as provided above, will be paid at the contract price per unit of measurement for the pay item that is shown in the bid schedule.

PART 1 - GENERAL
1.1 SECTION INCLUDES
A. This Section includes all site clearing, excavating, placing, filling, backfilling, borrow material, topsoil stripping and salvage, compacting and grading as shown on the drawings and specified herein, including the following;
1. Provide horizontal and vertical control staking.
2. Provide borrow material, topsoil stripping and salvage, excavation, rough grading, subgrade preparation, filling, backfilling, compaction, fine grading and disposal of spoil material as shown on the drawings to meet line and grade specified herein, or as specified to complete the Work.
3. Material excavated shall be defined as “unclassified excavation” and shall include all excavation performed under this item regardless of the material encountered, except for contaminated material requiring special handling and disposal.
4. The Government estimates 10,567 cubic yards for Topsoil Stripping, Stockpiling and Re-spreading as measured by survey neat-line in place before any work, no shrink/swell factors have been applied. 17,642 cubic yards for Embankment in
Place +18%. Federal Acquisition Regulation (FAR) 52.236-16 Alternate 1, Quantity Surveys applies to this section.
This +18% accounts for the fact that excavated material will shrink below the excavated volume when compacted into the fill. The value is calculated as follows: 1.18*((Final Surface – Existing Surface) – Aggregate QTY)

1.3 DEFINITIONS
A. Excavation: The term "excavation", as used herein, consists of removal of material encountered to subgrade or over-excavation elevations indicated, and subsequent disposal or placement of materials removed as fill.

B. Unauthorized Excavation: The term "unauthorized excavation", as used herein, consists of inadvertently or purposely removing materials beyond indicated subgrade elevations or dimensions without specific direction of Contracting Officer. Unauthorized excavation as well as remedial work resulting from unauthorized excavation, as directed by Contracting
Officer, shall be at Contractor’s expense.
1. Backfill and compact unauthorized excavations as specified for authorized excavations of same classification, unless otherwise directed by Contracting
Officer.
2. Unauthorized excavation, including deposition of additional excavated materials and other work resulting from slides, cave-ins or remedial work, shall be at
Contractor’s expense.
C. Borrow: Soil material from identified onsite borrow source or from off-site for placement as on-site fill or backfill.
D. Subgrade: The term "subgrade", as used herein, designates the undisturbed earth or the compacted soil layer immediately below proposed foundations, slabs, subbase, base course or gravel surfacing.
E. Structure: The term "structure," as used herein, refers to buildings, retaining walls, tanks, or other manmade stationary features occurring above or below ground surface.
F. Unclassified Excavation: The term “unclassified excavation,” as used herein, includes the excavation of all materials required for the work obtained within construction limits of project, including bedrock, boulders, wasted sections of concrete, asphalt or other debris. Consists of the material excavation and placement regardless of its nature.
G. Fill: The term "fill," as used herein, includes on-site or borrow materials placed in order to raise the grade above existing contours. Fill material shall be mineral soil free from peat, frozen material, brush, trees, roots over 2 inches in diameter, rocks over 6 inches in greatest diameter obtained from site during excavation, and other deleterious materials. Materials removed from clearing and grubbing or topsoil removal shall not be used as fill materials.
H. Backfill: The term "backfill," as used herein, includes on-site or borrow materials placed in authorized or unauthorized excavations.
I. Topsoil: The term "topsoil," as used herein, refers to surface soil approximately
6- inches in depth that support growth of vegetation and contains organic matter.
J. Culvert Bedding: Provide bedding consisting of sand, sandy gravel, or fine gravel having a maximum 3/4 inch size and a maximum plasticity index of 6, determined by AASHTO T89 and T90 or by ASTM D4318

1.4 SUBMITTALS
A. Certificates and Testing for the following:
1. In-place density tests for compacted subgrade material, fill, and backfill used.
2. Subgrade soil inspection results.
3. Independent laboratory analysis of any material proposed for use as fill or backfill, including borrow material. Report shall include the soil classification, optimum moisture content, and maximum density of all materials to be compacted.
1.5 QUALITY ASSURANCE
A. Codes and Standards: Comply with all applicable local, state, and Federal rules, regulations and ordinances concerning sloping of excavation, trenching and safety of workers, including the latest OSHA requirements.
B. Testing and Inspection Service: The Contractor shall employ and pay for a qualified independent geotechnical testing and inspection laboratory to perform soil testing for sieve analysis, optimum moisture, density proctor and inspection service during earthwork operations; Contractor shall provide necessary means to assure cooperation with testing firm. The Contracting Officer Representative will specify the location of the tests.
1. In-place field density tests shall meet AASHTO T238 and T239 (ASTM D2922 and D3017), Nuclear Densometer Methods.
2. Field density testing frequency shall be as follows:
a) Subgrade: One passing test every 6,000 square feet.
b) Backfill/fill: One passing test at each lift every 6,000 square feet per each lift.
3. If tests fail, the contractor shall work and/or rework the failed areas. The density tests shall be repeated in same areas. This shall be repeated until passing tests are obtained. The Contractor shall provide the tester with the centerline stationing, depth from FG, and offset data needed to document the placement of the tests.
C. Verify that finished grade and slopes are within 0.1 ft. of grades indicated. Any conditions indicating a failure must be corrected, including, but not limited to:
1. Formation of pools of moisture where positive drainage is indicated on the drawings.
