011000 - 2 General Information and
Requirements
PART 1: GENERAL
1.01 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials, to design and reconstruct the Dean S access road, providing access to a new day use parking area, ten dispersed camping sites, double vault toilet, an RV Camp Host pad and a walking trail system.
Per the SOW, the new access road alignment will generally follow the existing access road to minimize earthwork and site disturbance. The access road will have a length of approximately 4,600 feet and provide access to the new camping sites, parking area, and cul-de-sac turn-around. Two (2) cattleguards will be incorporated into the design. The Preliminary Master Site plan identifies five (5) culvert crossings and one low water crossing. The day use parking area will include a ten (10) to fifteen (15) space parking lot on the north side of the road. The section will match the existing road and slopes and will not exceed two (2) percent in any direction for parking stalls and pedestrian circulation. The design of the parking area will not include retaining walls or other structural grading solutions. All pedestrian circulation will be accommodated by the grading and compacted surface, no additional hardscape will be included. Grading will accommodate access to the vault toilet. The RV Camp Host pad will include integration with the access road, grading, improved surfacing, power, sewer dump, electrical hook up, parking area, picnic table, and fire ring with grate. The sewer dump will include design and permitting of an on-site septic system per the SOW. The system is assumed to be a traditional septic tank effluent pump or gravity system (STEP or STEG) with a standard drain field, it does not include secondary or level II treatment. Ten dispersed campsites with vehicle access will be provided at the approximate locations specified in the SOW. Four dispersed sites will be designed to accommodate a camper turn-around or pull through. All sites will be designed with a steel picnic table, fire pit with cooking grate, and improved gravel surface. The trail system will be designed as shown on the Preliminary Master Site Plan. This design will include a typical section a width of the 36-inches, and a native tread surface. There will also be a new primary overhead powerline that will be installed by TRECO.
B. Location: Work under this Contract is located at Dean S Reservoir Recreation Site in Custer County, Montana. The work locations are shown on the drawings.

1.03 DEFINITIONS:
A. Approvals: Approval of the submittal is an indication that the Contractor's submittal has been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications are brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.04 SUBMITTAL:
A. Scope: Submittals may include, but not necessarily be limited to, the following: design computations, shop drawings, manufacturers' literature, as-built drawings, samples, and maintenance manuals.
B. Requirements: Refer to specifications for submittal required. Allow at least five working days for review. Submittal shall be delivered to the Contracting Officer or his/her appointed representative.
C. Identification of Submittal: Submit two copies of each submittal for approval. Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or re-submittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.05 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Government may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of
Conformance may be sampled and tested. Installation of materials on the basis of Certificates of
Conformance shall not relieve the Contractor of responsibility for incorporating materials conforming to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: Submit two copies of the Certificate of Conformance for approval. The form of the
Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract requirements.
2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Government upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency, and the date of tests.
4. The certificate shall set forth the means of identification permitting field determination of the product delivered as being the product covered by the certification.
1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

1.07 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to and around the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations which will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.08 PROJECT/SITE CONDITIONS:
A. Access to the Work: The work site is by state highway and BLM road. The area under construction will not be open to the public during construction. Contractor shall furnish all necessary signs and barriers.
B. Construction Stipulations: The campground will not remain in use during execution of this contract.
The day-use and campground sites will be closed for the duration of the contract. It is the
Contractor’s responsibility to provide adequate barriers and signage to communicate the site closure to the public.
C. Environmental Considerations: The aesthetic values of the site and surrounding area are of prime importance. The Contractor shall take all care necessary to preserve all plant life and other natural features. Any surface damage outside the designated area shall be corrected by the Contractor at its expense. Any damage to existing State, County or local roads, used to transport materials to the project, shall be corrected by the Contractor at its expense.
D. Construction Facilities:
1. Do not park vehicles or equipment or store materials on private property without written permission from the property owner.
2. Contractor shall contact the Montana one-call system for utility locations before starting work.
All utility locations shall include both public and private utilities on the site and the adjacent road. The number to contact is 1-800-424-5555.
3. Contractor staging area is in an existing scoria pit near the site entrance. Area to be returned to as found conditions on completion of the contract.
E. Repair of Underground and Overhead Utilities: Contractor is responsible for any damage to underground and overhead utilities such as but not limited to: water, electrical, phone, sewer, and main power lines. All damaged underground or overhead utilities will be the full responsibility of the
Contractor and shall be repaired at the Contractor’s expense.

F. Weed Free: All equipment will be washed (including undercarriage) prior to arrival on site.
Equipment must be weed free.
1.09 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. The Contractor shall not perform any work at the project site until the Contractor’s work schedule is received by the Government. When requested, the Contractor shall submit an updated schedule within three calendar days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittal requested in the specifications.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site or as determined by the Government.
2. Notification: Meetings may be called by either the Government or the Contractor. The request shall state who should attend.
C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the Government.
2. Notification: The Contractor shall notify the Contracting Officer, in writing, at least fifteen working days before the completion date so the Government can schedule final inspection.
3. Attendance: The Contractor shall require the superintendent to be present during this inspection.

3.02 WORK LAYOUT:
A. Contractor Requirements:
1. General: Prior to beginning work, the Contractor shall contact the Utilities Underground
Location Center and request public and private utilities locate. The telephone number is 1-
800-424-5555. The Contractor shall, immediately upon entering the project site for the purpose of beginning work, locate reference points and take such action as necessary to prevent their destruction.
3.03 CLEANUP:
A. Waste Removal: The Contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by his employees or work. At the completion of the work, the
Contractor shall remove all such materials from the work site and staging area. The Government may remove all such materials and charge the cost to the Contractor, if the site is left untidy.
PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.02 BASIS OF PAYMENT:
A. Payment: Payment for the work described under this section will be made as a lump sum under bid item 011000 Mobilization & General Conditions.
ELECTRICAL SERVICE CONSTRUCTION REQUIREMENT
The Bureau of Land Management (BLM) has need for the installation of an overhead power line at Dean S. Recreation Area. The Construction Contractor shall coordinate with Tongue River
Electric Cooperative (TRECO) to install the overhead electrical service at the site.
The new overhead power line preliminary alignment has already been coordinated by the BLM. The
Construction Contractor shall be required to pay TRECO the full prepaid estimated construction costs as referenced in the Cost Estimate, and of Agreement for Electric Service. The Contractor shall sign and provide evidence for the electrical services agreement, including prepayment of the construction cost needed for service to be provided to the site. The Contractor shall turn over account after paying the first year of service to the BLM. The receipts and agreements shall be provided to the Contracting Officer for verification.

AGREEMENT FOR ELECTRIC SERVICE
AGREEMENT made January 26, 2024 between Tongue River Electric Cooperative, Inc.
(hereinafter called the “Seller”), and
Bureau of Land Management (Hereinafter called the “Consumer”), a
Corporation
(Corporation, partnership or individual)
The seller shall sell and deliver to the Consumer, and the Consumer shall purchase all of the electric power and energy, which the Consumer may need at the location, described in Exhibit A, attached hereto and by this reference made part hereof, up to 25kva upon the following terms:
1. Service Characteristics
a. Service hereunder shall be alternating current, Single phase, three- wire, sixty cycles, 120 / 240 volts.
b. The Consumer shall not use the electric power and energy furnished hereunder as an auxiliary or supplement to any other source of power and shall not sell electric power and energy purchased hereunder.
2. Payment
a. The consumer shall pay the Seller for service hereunder at the rates and upon the term’s conditions set forth in the Schedule attached to and made a part of this Agreement.
b. The initial billing period shall start when meter is installed and turned over to consumer, to access electric energy.
c. Bills for service hereunder shall be paid at the office of the Seller in Ashland State of Montana. Such payments shall be made by the 15th day of each month for service furnished during the preceding monthly billing period.
If the consumer shall fail to make any such payment within fifteen days after such payment is due, the Seller may discontinue service to the Consumer upon giving ten (10) days’ written notice to the Consumer of its intent, provided, however, that such discontinuance of service shall not relieve the Consumer of any of its obligations under this Agreement.
3. Membership The Consumer shall become a member of the Seller, shall pay the membership fee and be bound by such rules and regulations, as may from time to time, be adopted by the Seller.
4. Continuity of Service The Seller shall use reasonable diligence to provide a constant and uninterrupted supply of electric power and energy hereunder. If the supply of electric power and energy shall fail or be interrupted, or become defective through act of God, Governmental authority, action of the elements, public enemy, accident, strikes, labor trouble, required maintenance work, inability to secure right-of-way, disconnection’s due to non payment or any other cause beyond the reasonable control of Seller, the Seller shall not be liable thereof or for damages caused thereby.
5. Right of Access Duly authorized representatives of the Seller shall be permitted to enter the Consumer’s premises at all reasonable times in order to carry out the provisions hereof.

6. Term This Agreement shall become effective on the date first above written and shall remain in effect indefinitely following the start of the initial billing period and thereafter until terminated by either party.
7. Succession and Approval This Agreement shall be binding upon and inure to the benefit of the successors, legal representatives and assigns of the respective parties hereto:

SCHEDULE A
SINGLE PHASE SERVICE
Available to residential, small commercial, and public buildings, consumers for all uses including water and home heating subject to the established rules and regulations. Consumers applying for service under this schedule shall apply for a minimum period of twelve (12) months.

RESTRICTIONS
Permission must be received from the Cooperative for service to motors exceeding ten horsepower (10
HSP). Consumers requiring service for not more than nine (9) months per year may guarantee a minimum annual payment of twelve (12) times the minimum monthly charge determined in accordance with the foregoing section, in which case there shall be no minimum monthly charge. When service is temporarily disconnected at the request of the consumer, the consumer shall pay the full cost of reinstating service.

To qualify for the Heat Rate the member must have a Qualifying Heating System as described within Tongue
River Electric Policy “424 Electric Heat Rate”
MINIMUM CHARGES
The minimum charges under the above rate shall be $34.00 where 10 KVA or less of transformer capacity is required. The monthly minimum charge shall be increased at the rate of $2.00 for each additional KVA or fraction thereof required. Where the minimum charge is increased in accordance with the terms of this section, additional energy shall be included in accordance with the rate schedule. On all net metering services, the minimum charge shall be increased by the rate of $10.00 for each service location.
Effective: May 1-2021
407 Line Extension
I Line Extension is defined as any construction from existing system to a new service.
II Construction to upgrade existing system may be considered line extension at TRECO’S discretion.
III Engineering
A The Cooperative will require a $200.00 non-refundable engineering fee to be paid before a field trip is made. If the Cooperative is required to move or change the original design, an additional $200.00 will be charged for each change. The work order will be held on the books for at least one year or at the discretion of the cooperative. If the necessary paper work is not done by that time, the work order will be closed. If the work order is to be reopened, another $200 non-refundable fee will be charged.
II Aid To Construction
A The Cooperative will cover the first $2000 for a line extension, leaving all other construction cost to be paid by the consumer desiring service.
(Effective January 1, 2006)
III Meter Additions
A For an overhead single-phase service on an existing pole which does not require an upgrade, the Cooperative shall provide, at no charge to the consumer, the necessary equipment for a transformer and single-phase metering on the existing pole.
IV Single Phase Service, Three Phase Service (Less than 30kW), Irrigation
A TRECO will estimate line extension costs for new services and charge a contribution-in-aid to construction which will be paid before construction commences.

B The consumer will be required to pay the construction costs by either;
i Prepaying the estimated construction costs or, ii Prepaying 40% of the estimated construction costs and contracting with the Cooperative to pay the remaining 60% in monthly payments for a specified term not to exceed five (5) years. The financing interest rate for the contract will be the rate of TRECO’S last construction loan at the time the contract is initiated.

PERMITS
PART 1 GENERAL
1.01 WORK INCLUDED:
A. Prepare, maintain, and proceed in conformity with Storm Water Discharge Permit/Storm Water Pollution Prevention Plan as required by the Montana Department of Environmental Quality.
Once the contractor prepares and submits the final permit to the GOVERNMENT, the GOVERNMENT will obtain this permit and pay all fees associated with the Storm Water Discharge Permit. During the construction, the CONTRACTOR is responsible for all maintenance to the pollution prevention plan. When all criteria have been met, the GOVERNMENT will file the Notice of Termination for the permit.
Except as otherwise noted, identify, obtain, maintain, and proceed in conformity with any and all additional required permits necessary for the completion of the Work.
Any costs associated with these Permits are included as part of the Contract Price as incidental costs.
1.02 SUBMITTALS
A. The CONTRACTOR shall supply to the GOVERNMENT a draft Storm Water Discharge Permit within 10 days after issuance of the Notice to Proceed. The GOVERNMENT will have 10 days to review and provide comments back to the CONTRACTOR. The CONTRACTOR then has 10 additional days to submit the final Storm Water Discharge Permit to the GOVERNMENT. Work may proceed after the final Storm Water Discharge Permit has been returned to the CONTRACTOR with an acceptance letter from the GOVERNMENT. The CONTRACTOR shall perform all compliance testing required by all permits. Submit results of compliance testing directly to the appropriate review agency. Provide copies of all results to the GOVERNMENT.
Submit copies of any additional required permits to the GOVERNMENT when they are acquired.
The CONTRACTOR shall supply to the GOVERNMENT a copy of all permits required herein or otherwise required for the completion of the Work.

CONTRACTOR SURVEYING
PART 1 DESCRIPTION
1.01
A. The Contractor will provide all construction surveying control and staking for this project required to construct the project as shown in the plans, drawings and details. The CAD files and points will be provided by the Contracting Officer.
1.02
A. All work shall be constructed in accordance with lines and grades shown on the drawings and as designated by the Engineer. These lines and grades may be modified by the Engineer as provided in the General Conditions.
PART 2 PRODUCTS (NOT USED)
PART 3 EXECUTION
3.01 LAYING OUT THE WORK
A. Verify locations of survey control points prior to starting work.
B. Promptly notify Government of any discrepancies discovered.
C. Contractor shall locate and protect survey control and reference points.
D. Control datum for survey is that indicated on drawings.
E. Protect survey control points prior to starting site work; preserve permanent reference points during construction.
F. Replace dislocated survey control points based on original survey control. Make no changes without prior written notice to Government.
G. Utilize recognized engineering survey practices.
H. Establish elevations, lines and levels. Locate and lay out by instrumentation and similar appropriate means:
1. Site improvements including pavements, stakes for grading, fill and topsoil placement;
utility locations, slopes, and invert elevations.
I. Periodically verify layouts by same means.
J. Maintain a complete and accurate log of control and survey work as it progresses.

PART 2 PRODUCTS
2.01 PERFORMANCE REQUIREMENTS

B. General: Building shall be manufactured using precast concrete, including for the roof.
Structure and accompanying foundation shall be suitable to the region and properties associated with its final placement. Design shall meet Architectural Barriers Act Standards, as well as all other governing accessibility and building code requirements. Vault buildings shall adhere to the following structural load restrictions:
C. Structural Requirements
1. Snow Load: 350 psf.
2. Floor Load: 400 psf.
3. Wind Load: Built to withstand the effects of a 150 miles per hour (3-second gust) wind exposure C.
4. Seismic: Built to withstand a category E earthquake.
D. Additional Design Standards
1. Structure shall incorporate all design aspects of Sweet Smelling Technology as outlined by Briar Cook for the U.S. Forest Service.
2. Double vault building shall be an all-concrete design with a minimum 3/12 roof pitch.
3. Structure thickness:
a. 4” wall thickness
b. 4-1/2” roof thickness
c. 5” floor thickness
4. Double vault buildings shall have monolithic floor to prevent panels from migrating in different direction during periods of freeze/thaw stress.
5. Double vault buildings have two, one-piece full length and width vault unit to support the building, screen area, and snow loads evenly. There shall be just one concrete vault for each dedicated riser.
6. Exterior Concrete Finishes:

2.02 MATERIALS
A. Concrete:
1. Mix design designed to ACI 211.1 for concrete of good workability.
2. Concrete to have a minimum of 675 pounds of cementitious material per yard. Cement shall be a low alkali type I/II or III conforming to ASTM C-150
3. Coarse aggregates shall conform to ASTM C33 with the designated size of coarse aggregate #67.
4. Maximum water/cement ratio shall not exceed .45.
5. Air-entraining admixtures shall conform to ASTM C260. Water reducing admixtures shall conform to ASTM C494, Type A.
B. Concrete Coloring Additives
1. Coloring additives to conform with ASTM C979.
2. Concrete coloring shall be added to the following, based on the color selection made by the Government:
a. Toilet building roof panels: Granite Rock
b. Exterior toilet building walls: Java Brown
c. Screen panels: Java Brown
3. Same brand and type of color additive to be used throughout the manufacturing process
4. All additive shall be precisely weighed with adequate mixing to ensure uniform dispersion of color.
C. Concrete Placement
1. Cold Weather: Concrete placed in accordance with ACI 306. Concrete shall not be placed if ambient temperature is expected to be below 35° Fahrenheit during the during period unless a minimum temperature of 50° Fahrenheit can be maintained using a supplemental heat source.

2. Hot Weather: Temperature of shall not exceed 90° Fahrenheit at the time of placement. If ambient temperature reaches 90° Fahrenheit, concrete shall be protected using a moist covering.

2) Interior walls/ceiling: modified acrylic, water repellent penetrating stain. White in color followed with clear acrylic anti-graffiti sealer.

1. Exterior Signs: Shall have raised pictograms, letters, and braille. Gender signs as shown on drawings.
2. Interior sign: “No Trash in Vault” sign to be displayed for each toilet.
3. All signs inset a minimum of ¾” into wall with 45° bevel.
4. All signs shall be anchored into concrete with ¼” x ¾” concrete anchor nails.
K. Toilet Paper Dispenser
1. Constructed of ¼” thick, type 304 stainless steel.
2. Dispenser to hold a minimum of three rolls of toilet paper.

PART 3 EXECUTION
3.01 PRECAST UNITS
A. Fabricate precast concrete units straight and true to size and shape with exposed edges and corners precise and true so each finished panel complies with PCI MNL 117 product tolerances as well as position tolerances for cast-in place items.
B. Panel faces shall be free of joint marks, grain, and other obvious defects. Corners, including false joints, shall be uniform, straight, and sharp.
3.02 DELIVERY
A. Structure to be ready for delivery within 90 days of ordering.
B. Manufacturer shall be responsible for safe transportation, offloading and set up of structure at project site.
C. Government shall be responsible for preparing site for placement of structure.
3.03 INSTALLATION
A. Install precast units level, plumb, square, true and in alignment.
B. Connect precast vault units in accordance with manufacturer’s recommendations.
C. Clean exposed surfaces of precast concrete units after erection and completion of joint treatment to remove markings, dirt, and stains.
PART 4 MEASUREMENT AND BASIS OF PAYMENT

1.07 FIELD CONDITIONS
A. Do not install or otherwise handle thermoplastic-insulated conductors at temperatures lower than 14 degrees F (-10 degrees C), unless otherwise permitted by manufacturer's instructions.
When installation below this temperature is unavoidable, notify Engineer and obtain direction before proceeding with work.
PART 2 PRODUCTS
2.01 CONDUCTOR AND CABLE APPLICATIONS
A. Do not use conductors and cables for applications other than as permitted by NFPA 70 and product listing.
2.02 CONDUCTOR AND CABLE GENERAL REQUIREMENTS
A. Provide products that comply with requirements of NFPA 70.
B. Provide products listed, classified, and labeled as suitable for the purpose intended.
C. Unless specifically indicated to be excluded, provide all required conduit, boxes, wiring, connectors, etc. as required for a complete operating system.
D. Comply with NEMA WC 70.
E. Conductors for Grounding and Bonding: Also comply with Section 260526.
F. Conductors and Cables Installed Where Exposed to Direct Rays of Sun: Listed and labeled as sunlight resistant.
G. Conductor Material:
1. Provide copper conductors only. Aluminum conductors are not acceptable for this project.
Conductor sizes indicated are based on copper.
2. Copper Conductors: Soft drawn annealed, 98 percent conductivity, uncoated copper conductors complying with ASTM B3, ASTM B8, or ASTM B787/B787M unless otherwise indicated.
3. Tinned Copper Conductors: Comply with ASTM B33.
4. Insulation: THWN-2 or RHW-2.
H. Where conductor size is not indicated, size to comply with NFPA 70 but not less than applicable minimum size requirements specified.
I. Conductor Color Coding:
1. Color code conductors as indicated unless otherwise required by the authority having jurisdiction. Maintain consistent color coding throughout project.
2. Color Coding Method: Integrally colored insulation.
3. Color Code:
a. 240/120 V, 1 Phase, 3 Wire System:
1) Phase A: Black.
2) Phase B: Red.
3) Neutral/Grounded: White.
b. Equipment Ground, All Systems: Green.
2.03 WIRING CONNECTORS
A. Description: Wiring connectors appropriate for the application, suitable for use with the conductors to be connected, and listed as complying with UL 486A-486B or UL 486C as applicable.
B. Connectors for Grounding and Bonding: Comply with Section 260526.
C. Wiring Connectors for Terminations:
1. Provide terminal lugs for connecting conductors to equipment furnished with terminations designed for terminal lugs.
D. Do not use insulation-piercing or insulation-displacement connectors designed for use with conductors without stripping insulation.
E. Mechanical Connectors: Provide bolted type or set-screw type.

2.04 ACCESSORIES
A. Electrical Tape:
1. Vinyl Color Coding Electrical Tape: Integrally colored to match color code indicated; listed as complying with UL 510; minimum thickness of 7 mil (0.18 mm); resistant to abrasion, corrosion, and sunlight; suitable for continuous temperature environment up to 221 degrees F (105 degrees C).
2. Vinyl Insulating Electrical Tape: Complying with ASTM D3005 and listed as complying with UL 510; minimum thickness of 7 mil (0.18 mm); resistant to abrasion, corrosion, and sunlight; conformable for application down to 0 degrees F (-18 degrees C) and suitable for continuous temperature environment up to 221 degrees F (105 degrees C).
B. Oxide Inhibiting Compound: Listed; suitable for use with the conductors or cables to be installed.
C. Wire Pulling Lubricant:
1. Listed and labeled as complying with UL 267.
2. Suitable for use with conductors/cables and associated insulation/jackets to be installed;
approved by conductor/cable manufacturer.
3. Suitable for use at installation temperature.
D. Cable Ties: Material and tensile strength rating suitable for application.
E. Provide products listed, classified, and labeled by Underwriters Laboratories Inc. (UL), Intertek (ETL), or testing firm acceptable to authority having jurisdiction as suitable for the purpose indicated.
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that work likely to damage wire and cable has been completed.
B. Verify that raceways, boxes, and equipment enclosures are installed and are properly sized to accommodate conductors and cables in accordance with NFPA 70.
C. Verify that field measurements are as indicated.
D. Verify that conditions are satisfactory for installation prior to starting work.
3.02 PREPARATION
A. Clean raceways thoroughly to remove foreign materials before installing conductors and cables.
3.03 INSTALLATION
A. Circuiting Requirements:
1. Unless dimensioned, circuit routing indicated is diagrammatic.
2. When circuit destination is indicated without specific routing, determine exact routing required.
3. Arrange circuiting to minimize splices.
B. Install products in accordance with manufacturer's instructions.
C. Perform work in accordance with NECA 1 (general workmanship).
D. Installation in Raceway: All wiring shall be in conduit.
1. Tape ends of conductors and cables to prevent infiltration of moisture and other contaminants.
2. Pull all conductors and cables together into raceway at same time.
3. Do not damage conductors and cables or exceed manufacturer's recommended maximum pulling tension and sidewall pressure.

4. Use suitable wire pulling lubricant where necessary, except when lubricant is not recommended by the manufacturer.
E. Direct Burial Cable Installation:
1. Not permitted, all wiring shall be in conduit.
F. Secure and support conductors and cables in accordance with NFPA 70 using suitable supports and methods approved by the authority having jurisdiction. Provide independent support from building structure. Do not provide support from raceways, piping, ductwork, or other systems.
G. Make wiring connections using specified wiring connectors.
1. Make splices and taps only in accessible boxes . Do not pull splices into raceways or make splices in conduit bodies .
2. Remove appropriate amount of conductor insulation for making connections without cutting, nicking or damaging conductors.
3. Do not remove conductor strands to facilitate insertion into connector.
4. Clean contact surfaces on conductors and connectors to suitable remove corrosion, oxides, and other contaminates. Do not use wire brush on plated connector surfaces.
5. Mechanical Connectors: Secure connections according to manufacturer's recommended torque settings.
6. Compression Connectors: Secure connections using manufacturer's recommended tools and dies.
H. Insulate splices and taps that are made with uninsulated connectors using methods suitable for the application, with insulation and mechanical strength at least equivalent to unspliced conductors.
I. Insulate ends of spare conductors using vinyl insulating electrical tape.
J. Unless specifically indicated to be excluded, provide final line voltage connections to all equipment and devices, including those furnished by others, as required for a complete operating system.
3.04 FIELD QUALITY CONTROL
A. Inspect and test in accordance with NETA ATS, except Section 4.
B. Correct deficiencies and replace damaged or defective conductors and cables.

2. Ground Rod Electrode(s):
a. Provide two electrodes unless otherwise indicated or required by power company.
3. Provide additional ground electrode(s) as required to achieve specified grounding electrode system resistance.
E. Bonding and Equipment Grounding:
1. Provide bonding for equipment grounding conductors, equipment ground busses, metallic equipment enclosures, metallic raceways and boxes, device grounding terminals, and other normally non-current-carrying conductive materials enclosing electrical conductors/equipment or likely to become energized as indicated and in accordance with
NFPA 70.
2. Raceways may not be used as sole equipment grounding conductor. Provide insulated equipment grounding conductor, including but not limited to:
a. In each conduit.
b. From device to box.
3. Where circuit conductor sizes are increased for voltage drop, increase size of equipment grounding conductor proportionally in accordance with NFPA 70.
4. Unless otherwise indicated, connect wiring device grounding terminal to branch circuit equipment grounding conductor and to outlet box with bonding jumper.
5. Terminate branch circuit equipment grounding conductors on solidly bonded equipment ground bus only. Do not terminate on neutral (grounded) or isolated/insulated ground bus.
