Description of Changes - This amendment incorporates the following information:

1. The solicitation due date has been extended to 24 February 2025, at 1:00 PM Mountain Time.

2. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.

3. Adding Attachment 10 – More Questions and Answers.

Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).

Questions and Answers Offerors shall submit questions by 11 February 2025, at 1:00 pm, Mountain Time. Questions submitted after this date and time may not be answered. Offerors for this RFQ, including subcontractors and teammates, shall consolidate questions related to this solicitation in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Jorge Alvarez (jalvarez@blm.gov) with the subject line: RFI – 140L3625R0001 DEAN S. RECREATION SITE. • Can the site be closed to public traffic during construction?

o Yes. It will be contractors responsibility to install and maintain any traffic control necessary to close site.

• Is it required to install new fence prior to site work beginning?

o No, however livestock will be in the immediate vicinity of project work.

• Who is responsible for construction surveying?

o See specification section 022100.

• Is highly visible fence required to prevent inadvertent damage to vegetation?

o No. Disregard specification section 311000 subsection 3.02 B and subsection 3.03 B.

Specification section 311000 subsection 3.02 B and subsection 3.03 B will be removed from the specifications.

• Are contractors allowed to camp on site during construction?

o Yes.

• Is the Contractor responsible for hiring on-site testing for compaction requirements?

o Yes - Contractor is responsible for hiring a 3rd party tester.

• Can you help me determine what size cattle guards are needed on this project. I know I need 2 but I can’t seem to find what size they need to be. I know that there is a Cattleguard section in the specifications. Section 323301 Page 77. However, when I review the plan pages there is no length called out on the 2 cattle guards. But I used the scale provided page C6.06 & C6.08. I came up with the 2 guards are 20 ft each. Can you verify that is correct size?

o We have two new cattle guards going in on the project. Each cattle guard will be comprised of (2) 12' sections resulting in 24' total per cattle guard.

• At the site visit, Tanner Cahill mentioned that the area was leased out and cows would be in the area so to be mindful of that when removing and installing fencing. On Sheet C1.03 it says in Demo Note 2 "Government will remove and properly dispose of existing barbed wire fence."

What will the timing be for fence removal and what is the timeline for cattle being in the area?

o The government will likely remove the portion of existing fence prior to construction taking place. As for the cattle grazing the allotment - the leasee does not have a set window to turn cattle into the area and are willing to work with us on that timeline. FYI -the allotment is only for 23 AUM's.
