About this file
This file contains questions and answers (Q&A) related to a Bureau of Land Management construction project for the Dean S. Recreation Site. The Q&A addresses technical specifications and requirements across multiple aspects of the project including electrical work, earthwork/grading, aggregate base course quantities, trail construction, water crossings, and campsite construction.
Key details include: electrical wiring specifications for RV pedestals, earthwork quantities of 5,850 CY total embankment and 3,050 CY excavation, aggregate base course quantities of 3,368 CY of 1-1/2" material and 1,550 CY of 3/4" material, approximately 1,100 feet of new 4-wire barbed wire fencing, 650 feet of underground power, and 6 acres requiring reseeding. The project has a hard completion deadline of October 31, 2025. The Q&A also addresses contractor questions about archaeological site considerations, water sources (Dean S Reservoir available), and material specifications for items like concrete backstops and RV pedestals. TRECO is identified as the power utility contact for overhead power work.

RFI # Sheet/Specification Question Response 1 Drawing #31 According to drawing #31 they show reducing the wire size going from rv pedestal 5 to rv pedestal 4. I do not think we can do this without adding either a disconnect or an additional breaker to rv pedestal 5. We could continue the run to rv pedestal 4 with the same wire size, since the OC protection is 100a from the MDP. Is this acceptable?
The only change to the electrical will be going from the main to the RV ped's. We have a typo in the quantity. Should be (3)#1 CU, (3)#6 CU
2 Item No. 312200 – Earthwork and Grading
Is the estimated embankment quantity of 5,850CY take into account for the 3,050CY of excavation or is that on top of the 3,050CY that can be used for embankment?
The Embankment volume of 5,850 CY is the total amount of dirt that has to be moved after topsoil is stripped. It is the sum of the Cut and the Fill for the three separate measured areas: Main Access Road, Day Use Area, Turnaround Road/Area. The Excavation volume of 3,050 CY is the amount of this moved earth that is Cut only. This means that here will be a fill of 2,800 CY of subbase.
3 Item No. 321123 – Aggregate Base Course
Do you have a quantity breakout for the ¾” base and 1-1/2” base that makes up the 5,000CY.
3,368 cy 1-1/2, 1,550 cy 3/4
4 Item No. 321216 – Low Water Crossing
I am not seeing anywhere in the plans where it shows rip rap for the low water crossing. Please clarify.
No riprap has been identified on the low water crossing as it is an intermittent stream and we want water to "flow" over the flexmat to fill the reservoir.
5 Item No. 321216 – Low Water Crossing
Is the aggregate base incidental to this item or is it covered in Item No.
321123? It shows it in the Armored Crossing Section Table on C2.01, but not under the construction notes.
Yes, base course is incidental to the low water crossing
6 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
Are there trees, bushes, rock/boulders, etc that need to be removed and/or hauled off? Or are they making the trail to go around the trees and rock outcroppings?
Trees will be removed by the BLM for the istallation of the new overhead powerline. Any other trees or vegatation needed to be removed for the camp sites/road widening will be the responsibility of the contractor and shall be stockpiled onsite (gov. approved). The trails will try to go around trees and rock outcropings so this work shall be minimal.
7 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
Do you anticipate any rock excavation? There may be some rock excavation. Any rock encountered onsite shall be stockpiled by the contractor at a gov. approved site.
8 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
Can we get a quantity of water bars, rock riser stairways, pin down timber treads added to the bid form?
The estimated number of water bars and risers will variy on the specific grades of each alternate. Please refer to the profile views of the individual trail sections for estimated grades in developing your quantites.
9 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
For the cut/fills on these trails, is the existing contours relatively flat with minimal cut/fill needed to be done?
The existing grades vary - some flat areas and some fairly steep areas. The finish grade of the trail system shall follow the existing ground fairly close and it is not anticipated for a large quantity of cut/fill.
10 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
How much excess excavation is there going to be that needs to be hauled off-site?
At the governmetn approved location(s), any excess excavation shall wasted on site.
11 Additive Alternates 1-4 – Trail Clear & Grub – 3ft
Where there is trail going on existing two-track roads/trails, does everything outside of the 3-foot wide trail need to be topsoiled and/or reseeded?
In the two location where the trail is following the existing two track alignment, the area outside of the 3 feet will need to be reclaimed.
12 Item No. 321123 – Aggregate Base Course
Is the aggregate base (1-1/2” and ¾”) incidental to the back in camp sites including the Host campsite or is that covered in the aggregate base course bid item?
Yes, base course is incidental to the campsites
13 Item No. 321123 – Aggregate Base Course
Same for the hike in campsites, is the base course incidental to those or is it covered in the aggregate base course bid item?
Yes, base course is incidental to the campsites
14 General Project Question Is there a water source on site or near by that we can be used for the project?
Dean S Reservoir is onsite that can be pumped out of for source water.
15 General Project Question It is understood that there is a chance we hit an archaeological site on this project and that the project will be placed on stand by until the project can be rerouted. Should this happen, how will the additional mobilization and demobilization be handled? Will this be an allowable change order as an unforeseen condition?
The limits of construction for the campsites and access road should not be an issus. It is noted that contractors are not to drive all over so this doesn’t happen. If we are able to award the trail options, the BLM will work very close with the contractor to ensure we do not disturb any archaeological site(s). We are not able to disclose there exact location(s).
16 Price Schedule There is a price schedule within the SOW but we did not receive this as part of the solicitation packet. Can you provide us with a fillable copy of this price schedule?
Use the bid schedule provided in the specifications for bidding
17 Overhead Power Construction Costs
Do you have a name, number, and email address for a direct contact with TRECO to get the full amount of the construciton costs for the overhead power work?
TRECO Contact: Miles Dennis (406)740-0310
18 Agreement for Electric Service
There is a copy of the Agreement for Electric Service in the Specifications. Is there a fillable copy of this? Or, do you have a contact name, number, and email with TRECO to get a copy of this Agreement?
This will be aqcuired from Miles Dennis at TRECO
19 1. Section 321123 – Aggregate Base Coursed Pages 62-63 of the Specifications Aggregate Base Courses discussed 1-1/2” minus, but 1.03 B under Submittals discusses needing submittals having test results pulled from stockpiles of the ¾” minus. Are both materials acceptable? Or one or the other?
We will need samples pulled and tested from both the 1-1/2 and 3/4 material
20 Can the project be started early to late July with completion by October 31, 2025? Or is BLM wanting the project started as soon as spring hits?
The BLM doesn't care when you start, however, we have a hard deadline of October 31st 2025. I would advise that the later in the year, the more risk you will run with weather.
21 Will this project require the installation of new barbwire fence or is it just the fencing required to install the Chicanes and cattle guards? If fencing is required beyond the previously mentioned what are the estimated types and estimated lengths?
The government will remove and dispose of the existing fence identified for removal. New 4-wire barbed wire fence will be installed per site plan C1.14-1.15 and detail sheet C2.13-2.16. Total estimated new fence quantities which include all gates, corner panels, and chincane's is approximately 1,100 feet.
22 Do you have estimated lengths of the conduit/wiring runs to install the RV pedestals into each perspective site?
Approximately 650 feet of underground power has been estimated.
23 Will the BLM be able to provide CAD files for Surveying/Staking of the proposed project, if so what are the available Cad file formats?
Yes - CAD files will be availible to the awarded contractor
24 CXT currently offers 3 models of precast double vault toilets, the drawings provided most closely resemble the double Rocky Mountain double. Would this model be considered an approved equal?
Yes - we will work with you during the submittal process but the rocky mountain double appears to be an approved equal.
25 What are the estimated quantities of ¾ minus, and 1-1/2 minus aggregate? 5000 Cy of each?
3,368 cy 1-1/2, 1,550 cy 3/4
26 What is the estimated total acreage that will require reseeding? The approximate quantity for seeding quantity is around 6 acres 27 For the electrical conduit/wiring runs are we to follow the site plan detail in C1.15 or C2.21? As there is considerable difference in wire and conduit size and length, as well as circuit breaker requirement.
C1.15 is the site plan showing the location of the new underground power in relation to the site. C2.21 is the electrical line detail indicating sizes etc.
28 Will a comparable Milbank brand RV pedestal be allowed in-lieu of a Eaton RV pedestal?
Milbank would be considered in the submittal process.
29 Can 6ft concrete back stops be used in-lieu of 7ft concrete back stops in the back in camp sites?
6ft concrete back stops could be used in-liue of 7ft.
