1. BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Bureau of International Narcotics and Law Enforcement Affairs (INL), as a part of the Department of State
(DoS) by means of the United States Embassy in Belize, is empowered to provide technical assistance to the
Government of Belize (GoB) according to the Technical Assistance Act subscribed in 1961.
INL Belize is then duly authorized to work in collaboration with the Government of Belize to develop and implement strategies against narcotics, crime, and improve border controls. INL Belize works jointly with other agencies of the
United States of America in order to cooperate and ensure that the training and tools required for the fight against drug trafficking and organized crime are provided to the appropriate GoB law enforcement authorities.
The capability for civilian law enforcement agencies to use secure, robust communications is essential if they are to effectively provide security and public safety services to the Belizean people, particularly in the rural areas. Having a functional communications network in place will also bolster the confidence of individuals in these agencies to operate in the rural or disconnected remote areas during operations.
2. OBJECTIVE
In compliance with the strategies of the Bureau of International Narcotics and Law Enforcement Affairs (INL), with respect to training, consulting, and technical assistance to the institutions engaged with law enforcement in
Belize, INL Belize intends to install three communication towers in strategic locations in central and northern
Belize to assist with secure digital communication using the AERONet system initiated by the SCO. The goal of this project is to increase the communication capabilities of the Government of Belize by installing three additional towers to place communication antennas used by the AERONet system to further increase the range of service in Blue Creek, Orange Walk, Crooked Tree, Belize and Ladyville, Belize.
The intended programmatic outcomes of this project will be an increased presence of public safety officials, an increase in the number of public safety incidents that are identified and addressed, and increased confidence by Belizians in the performance of their civilian law enforcement and security agencies.
