1. The installation of protective coverings, padding or other protective measures of the interior surfaces, grills and registers, windows and doors, woodwork, carpet, furnishing and/or objects remaining in the library or the work area should the work area be contained at the beginning of the work and the maintenance of the same during the course of the work.

2. The removal and proper disposal of the fiberglass batt insulation above the ceiling of the library and the cleaning of the top side of the plaster ceiling thus exposed. The cleaning of the top side of the ceiling shall include the removal by hand of larger pieces of debris and the vacuuming of the surface with a HEPA vacuum. Prior to disposal all debris removed by hand shall be made available for inspection by the COR to determine if any is to be retained by the NPS. Additional cleaning may be required under the plaster repair/conservation specifications.

3. Removal of approximately 225 SF+/- of a three-coat plaster system from the ceiling of the Old City Hall library including the associated metal lath. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the demolition from spreading beyond the immediate work area.

4. Removal of approximately 50 SF +/-of a three-coat plaster system on wood lath from the ceiling of the Old City Hall library if deemed necessary, wood lath to remain in place and be reattached to the ceiling joist as required. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the demolition from spreading beyond the immediate work area.

5. The consolidation and stabilization of 560 SF+/- of the existing plaster ceiling as specified or required. This work may be noncontiguous with a minimum area of consolidation and stabilization of 5 SF +/-. The work will be performed from the attic and will include the use of temporary supports as required to hold the plaster in place while it is stabilized.

6. The reattachment of 50 SF of loose or detached wood lath as specified or required by drilling holes through the plaster as specified and then drilling pilot holes in the lath and ceiling joist to set a SS screw of sufficient length to securely reattach the lath to the joist. The work includes providing supports for the plaster ceiling to enable the ceiling assembly to be carefully pushed back into position as tight or close as possible to the joist without damage to the plaster. This work may be noncontiguous with a minimum area of attachment and stabilization of 1 SF +/-.

7. The replacement of the 225 SF+/- of removed plaster and its supporting metal lath as specified or required.

8. The replacement of the 50 SF+/- of removed plaster on existing wood lath as specified or required. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the plaster preparation from spreading beyond the immediate work area.

9. The removal and replacement as specified or required of 15 SF of delaminated plaster finish coat. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the plaster preparation from spreading beyond the immediate work area.

10. The painting of the entire plaster ceiling of the library as specified, including the prepping of the existing plaster finishes and the sealing and priming of the new plaster finishes after curing.

11. The inspection of the exposed electrical wiring and devices in the attic including junction boxes and the miscellaneous repair to ensure code compliance and safety of the electrical wires and devices prior to covering with new insulation. This work is to be covered under an allowance, see C. Allowances below.

12. The installation of new R 26 faced batt insulation to lay on the ceiling between the joists and building structure in the attic above the library as specified.

13. Removal of all temporary protective measures including the existing protective walkway and the cleaning of the walls, windows and doors, woodwork, floor/carpet, and contents of the library and the path of travel used by the contractor and his subs and personnel to access the work area.

B. Unit prices, where included, will be used to modify the contract bid price for the addition of additional quantities of the specified work and shall include all Labor, equipment and materials. Unit prices may be used to reduce the contract price if the quantity of work covered by the unit price is ≥ 15% less than the quantity stipulated in the A. Basis of Bid above. Required Unit Prices for the work are as follows:

1. $________/SF for the removal and replacement of a three-coat plaster system on wood lath from the ceiling of the Old City Hall library, wood lath to remain in place and be reattached to the ceiling joists as required. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the demolition from spreading beyond the immediate work area.

2. $________/ 5 SF for the consolidation and stabilization of the existing plaster ceiling as specified or required. This work may be noncontiguous with a minimum area of consolidation and stabilization of 5 SF +/-. The work will be performed from the attic and will include the use of temporary supports as required to hold the plaster in place while it is stabilized.

The contractor shall include in the contract bid price where indicated the amount of ($8,500.00) eight thousand five hundred dollars to cover the cost of an inspection of the Old City Hall electrical wiring and devices associated with and/or attached to the ceiling and the ceiling structural system in the attic above the second-floor library for code deficiencies by a qualified, licensed electrician and the correction of minor deficiencies so identified. Minor deficiencies are defined for the purpose of this work as missing cover plates on junction boxes, unsupported or insufficiently supported wiring, loose or non-code compliant electrical connections and terminals, and similar deficiencies. Wiring size, outdated wiring, overloaded circuits and non-functioning light fixtures, devices or circuits are specifically excluded from the repairs but should be noted and reported as part of the inspection. Only those portions of the building electrical system above the library ceiling are included in the work with particular focus on those parts of the electrical system that are exposed or potentially affected by the removal and reinstallation of the attic insulation.
