1. Can additional visits be scheduled before bid?
Yes, an additional pre-bid meeting may be coordinated with Paul Stephens by email at paul_stephens@nps.gov.
2. Can the contract work schedule be adjusted/extended due to material lead times or supply disruptions?
Yes, if there is reasonable cause due to material lead times, the period of work may be adjusted in coordination with the Contracting Officer.
3. Where is interior plaster work required?
Plaster work is limited to the 2nd floor library ceiling of Old City Hall Library.
The contractor’s attention is called to the quality assurance portion of the plaster specification and the qualifications required for the plasterer.
4. Where is parking permitted?
No onsite parking is available. For a possible street parking permit, which allows free parking at legal metered spaces, contact Philadelphia Parking Authority. Permit is good for 6 months. Contractor should note that PPA enforcement of on street parking is strict.
5. Is a job trailer required?
The contractor should note that the site is limited, a job trailer is not allowed, the contractor may use an area within the library for office functions.
6. Is restroom access provided?
No, portable bathroom facilities are required. The location for the portable restroom will be determined at the pre-construction meeting. An onsite trailer is not expected for this project.
7. Will contractors have free and clear access to the buildings during work hours?
Contractors will have free and clear access to limited interior areas requiring work through coordination with COR during set working hours.
8. What are the approved work hours?
Work hours are amended to those shown in the specifications to 7:00 am to 5:00 pm, Monday to Friday.

10. What is the disclosed budget amount?
Magnitude of Construction is between $100,000 and $250,000.
11. Is the proposal date firm?
The proposal due date has been extended to 9/15/2022 at 12:00 PM
12. What is the option for Old City Hall?
The option has been removed. Disregard references to options on Old City Hall specifications and drawings.
13. Are unit prices in the proposal forms and how will they be used?
A unit prices form is included on page 6 of this modification.
The unit prices are intended to provide a streamlined approach to increasing or decreasing the contract price for changes in the quantity of work for the types of work covered by the unit prices through a properly executed contract modification. The decision to issue such contract modifications rest solely with the Contracting Officer who will consult with the Parks COR and the Contractor to determine if such modifications are warranted and in the case of an increased cost whether there is funding available. The contractor is cautioned that the existence of a unit price for a particular type of work is not permission to exceed the quantities of work outlined in the Base Bid. Those quantities are set and no work beyond those set quantities can be paid for with out a properly executed contract modification in place.
14. Is there a location on site for a dumpster?
No, there is nowhere on site for a dumpster. The contractor will be required to remove and haul off the previous days trash and debris at the beginning of the day as described in # 15 below.
15. Is the work area open to the public?
The library work area will be closed to staff for the duration of the work. The contractor should be aware that the building will remain open to the public (first floor only) and Park Staff (both floors). The contractor is to limit his personnel to the library and attic work areas. The delivery of materials and the removal of debris will be limited to the Hours of 7:00AM to 8:30AM. The building opens to the public at 9:00AM, park staff need access to the dressing rooms in the basement and the rest of the building from 8:00 AM onwards to the end of the day at 5:00PM As there is no elevator in the building the delivery of materials and the removal of debris must be accomplished by hand with materials properly bagged and secured. The contractor will need to use temporary barriers, watchmen or other means to protect the public and staff
16. Is dust containment or negative pressure needed?
Yes, see specifications for requirements. The contractor should note that furnishings and books will remain in the library while the work is ongoing. The furnishings and books must be protected from dust and damage by installing protective surfaces and sealed plastic wrapping or coverings to protect against impact and dust.
17. Can windows be used for ventilation?
Yes, in the library, one window may be used for dust containment filtered exhaust. In the attic, windows may be used for ventilation. All windows must be secured at the end of each working day.
18. What is the extent of the plaster being removed at ceiling?
The approximate area of removal of the modern plaster on metal lath is shown on the drawings and the approximate area is indicated under item 3 in the scope of work. The other areas of plaster repair are called out as quantities only with the location of the areas of work to be determined once the insulation is removed and the attic side of the plaster inspected.
19. Will the existing wooden protective walkway structure be in place at time of work?
Yes, contractor is responsible for removing structure by end of work.
20. Can structure be modified for a work platform?
NPS makes no claim as to the stability or structural adequacy of the existing protective walkway as constructed and cannot accept liability for its use, whether modified or not, as a work platform.
If the contractor chooses to use or modify the covered protective walkway as a work platform he does so at his own risk.
21. Do nailed down walkway boards in attic need to be reinstalled?
Yes, nailed in walkway boards in attic were removed during work must be reinstalled and nailed or screwed in with new hardware.
22. Is ductwork insulation included in the project?
No, duct work insulation is not included in this project.
23. How should insulation be removed?
Insulation must be bagged in attic and carried down the stairs and out of building for disposal.
(See answer to #14)
24. Does insulation need to come out from under vents?
Yes, specifications call out removing all insulation above work area. If there are areas where the insulation is not accessible the contractor should discuss the conditions with the COR to determine how best to proceed.
25. R-26 insulation is not readily available in this area is R-30 acceptable?
Contractors should read the specifications carefully in putting together their proposals. The specs require an R-38 insulation value, this may be achieved by combining layers of insulation to total an R-38, however only the first layer may have a moisture barrier. (See SECTION 07 20 00)
26. Does inspection of electrical include entire attic?
No, electrical inspection and repairs are limited to the work area above the library. See specifications for repair quantities.
Clarification:
The specifications have been adjusted to clarify that a maximum moisture content of 12% in the plaster is allowed before painting.
UNIT PRICE FORM
Unit prices, where included, will be used to modify the contract bid price for the addition of additional quantities of the specified work and shall include all Labor, equipment and materials. Unit prices may be used to reduce the contract price if the quantity of work covered by the unit price is ≥ 15% less than the quantity stipulated in the Base Bid. Required Unit Prices for the work are as follows:
1. $________/SF for the removal and replacement of a three-coat plaster system on wood lath from the ceiling of the Old City Hall library, wood lath to remain in place and be reattached to the ceiling joists as required. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the demolition from spreading beyond the immediate work area.
2. $________/ 5 SF for the consolidation and stabilization of the existing plaster ceiling as specified or required. This work may be noncontiguous with a minimum area of consolidation and stabilization of 5 SF +/-. The work will be performed from the attic and will include the use of temporary supports as required to hold the plaster in place while it is stabilized.
3. $________/SF for the removal and replacement as specified or required of a delaminated plaster finish coat. The work includes the erection and maintenance of a negative pressure dust containment system to prevent the dust from the plaster preparation from spreading beyond the immediate work area.
4. $________/SF for the reattachment of loose or detached wood lath as specified or required by drilling holes through the plaster as specified and then drilling pilot holes in the lath and ceiling joist to set a SS screw of sufficient length to securely reattach the lath to the joist. The work includes providing supports for the plaster ceiling to enable the ceiling assembly to be carefully pushed back into position as tight or close as possible to the joist without damage to the plaster.
