To be considered “Recent” each past performance citation (PPQ) submitted must demonstrate performance within 3 years of the solicitation issuance, 15 October 2020. If a past performance reference citation (PPQ) is not “Recent,” it will not be evaluated for Relevancy or Quality. For all Recent past performance reference citations (PPQ’s), each citation (PPQ) will be assigned a Quality Rating (Table 1). The Government reserves the right to also independently assess past performance by utilizing the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), or any/all other sources deemed appropriate by the Government to assess the offeror’s past performance.

M. Volume III – Price:

The offeror shall provide a Firm-Fixed Price Quote by utilizing the SF1449 pages three (3) through seven (7). The offeror shall provide pricing data specifying the Unit Price and the Extended Amount for each CLIN. Offerors shall round all calculations to the nearest dollar. Any quote submitted with extended figures hidden or set to display to the nearest dollar without rounding may not be accepted.

II. FAR 52.212-2 Evaluation – Commercial Items:

A. The Government will award a Firm-Fixed Priced contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Failure to comply with these requirements may result in the quote being deemed non-compliant. The following factor(s) shall be used to evaluate offers:

1. Technical Capability

2. Past Performance

3. Price

B. Competitive Best Value. This is a competitive best value evaluation using Performance Price

Trade-Off (PPT), in which competing offeror’s present and past performance will be evaluated on a basis approximately equal to price. Award will be made to the offeror whose quote provides the best value to the Government considering price and past performance with past performance being approximately equal to price. The Government may award a contract to a higher priced offeror if the Contracting Officer (CO) determines that the higher Performance Confidence Assessment of the higher-priced offeror outweighs the price difference. In such cases the CO shall make an integrated assessment best value award decision. While the government evaluation team and the CO will strive for maximum objectivity, the past performance evaluation process by its nature is subjective. Therefore, professional judgment is implicit throughout the entire process.

4 | P a g e

Technical Capability will be evaluated as “pass/fail”. Past performance and price will only be assessed for quotes that receive a “pass” for both technical subfactors. Price will be evaluated in accordance with FAR 13.106-3(a) for reasonableness.

C. The evaluation process shall proceed as follows:

Factor 1: Technical Capability

The Government will evaluate the technical capability on a “pass/fail” basis. Any Technical;

Subfactors evaluated and rated as “fail” may render the entire quote unacceptable and, therefore not awardable. Only quotes that receive a “pass” rating for both subfactors will advance to the Past Performance and Price Evaluation.

To receive a “pass” in Technical Capability, each subfactor below must be evaluated and rated as a “pass”. A “pass” rating for both subfactors will result in an overall “pass” rating for Factor 1: Technical Capability, which is required to be considered for award. Quotes that receive a “fail” rating for either of the subfactors may receive an overall “fail” for Factor 1 in its entirety and not be considered for award.

Subfactor 1: Provide Ground Aircraft Operations and Aerospace Ground Equipment (AGE) Management: To be rated a pass, the offeror shall submit a completed staffing plan (Attachment 2) to ensure continuous, uninterrupted Transient Alert Ground Aircraft Operations and Aerospace Ground Equipment (AGE) management from the contract start date, throughout the life of the contract.

Subfactor 2: Training Plan: To be rated a pass, the offeror shall submit an acceptable approach to ensuring all employees complete and maintain required training identified in PWS Appendix D throughout the life of the contract.

Quotes that do not meet all stated requirements of the solicitation may be considered non- compliant and may not be considered for award.

Factor 2: Past Performance

Past performance will only be evaluated for offerors that received a “pass” rating both technical subfactors. In the event that no offeror receives a “pass” rating for both technical subfactors, the Government will evaluate past performance on all offerors and conduct exchanges as necessary. The evaluation of past performance will result in a performance confidence assessment rating, which translates to an assessment of the offeror’s probability to successfully meet the performance requirements of the PWS.

1. Each offeror’s past performance will be evaluated based on that offeror's demonstrated performance on recent, relevant contracts. The contact information for which is listed on the past performance citation (PPQ) may be contacted by the Government as part of the past performance evaluation. The Government may also consider any additional past performance information that is available as part of its evaluation. Offerors are reminded

5 | P a g e that, while the Government may elect to consider data obtained from other sources, the burden of providing thorough, accurate, and complete past performance information rests with the offeror.

2. The past performance assessment will be subjective and will be evaluated using the past performance questionnaire provided by the customer listed on the offeror’s PPQ, the Government may also elect to consider any other information available. This information will be used to determine the degree of confidence the Government has in the offeror’s ability to perform the requirement.

3. If the offeror does not have relevant past performance as a prime contractor (meaning an offeror has entered into a contract with an entity and they are classified as the prime contractor), the Contracting Officer intends to rate that offeror’s past performance as "Neutral."

The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this solicitation, based on the offeror’s demonstrated past performance. The Contracting Officer will evaluate recent and relevant performance information based upon information contained in the offeror’s past performance questionnaire. The assessment process will result in an overall performance confidence rating of either Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence as defined in Table 2. Offerors with no relevant past performance history or with a performance record so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Neutral Confidence," meaning the rating is treated neither favorably nor unfavorably.

TABLE 1 – RECENCY

Rating Description Recent A PPQ citation that addresses Ground Aircraft Operations, and

Aerospace Ground Equipment (AGE) Management completed within the past three (3) years from the date of solicitation issuance.

Not Recent A PPQ citation that does not addresses Ground Aircraft Operations, and Aerospace Ground Equipment (AGE) Management completed within the past three (3) years from the date of solicitation issuance.

Recency - For the purposes of this evaluation, “Recency” is defined as work completed or ongoing during the 3 years prior to the solicitation issuance of 15 October 2020. After evaluating for Recency, the Government will assign a rating of Recent or Not Recent; if a past performance questionnaire is determined Not Recent, the past performance reference citation (PPQ) will not be evaluated further, meaning the citation will not be assigned a Relevancy, Quality, or Performance confidence assessment rating.

6 | P a g e

TABLE 2 – RELEVANCY

Relevancy: After evaluation for Recency, the Government will assign a rating of Relevant, Somewhat Relevant or Not Relevant for each past performance reference citation (PPQ). The Government is not bound by the offeror’s opinion of Relevancy. If a past performance reference citation or PPQ is determined not to be Relevant, the evaluation process stops, and the submission will not be evaluated further.

TABLE 3 – QUALITY

Rating Definition

Exceptional (E) The contractor’s Past Performance submission meets contractual requirements and exceeds performance requirements to the Government’s benefit.

Satisfactory (S) The contractor’s Past Performance submission meets contractual requirements and meets performance requirements.

Marginal (M) The contractor’s Past Performance submission does not meet some contractual requirements and reflects serious problems under performance requirements.

Unsatisfactory (U) The contractor’s Past Performance submission does not meet contractual requirements.

Not Applicable (N/A) Unable to provide a rating.

Relevant Somewhat Relevant Not Relevant Ground Aircraft Operations and Aerospace Ground Equipment

To be considered relevant, the offeror must demonstrate in a single past performance citation, experience in Ground Aircraft Operations and Aerospace Ground Equipment (AGE) Management with a total value of at least $500K+ annually.

To be considered somewhat relevant, the offeror must demonstrate in a single past performance citation, experience in Ground Aircraft Operations or Aerospace Ground Equipment (AGE) with a total value of at least $300K-$499K annually.

A citation that is considered not relevant means that the offeror did not demonstrate in a single past performance citation, experience in Ground Aircraft Operations nor Aerospace Ground Equipment (AGE) requirements with a total value of at least $300K annually

7 | P a g e

Quality - The quality assessment performed in support of this evaluation does not establish, create, or change the existing record and history of the offeror’s past performance on past/ongoing requirements; rather, it gathers information from customers on how well the offeror performed on those past/ongoing Transient Alert requirements. Past performance of higher quality will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser quality. The Government will only evaluate quality on past performance information that the Government has determined recent and determined at least “Somewhat Relevant.”

Quality ratings will be based upon the definitions in Table 3. Documents for consideration will be: past performance citations (PPQ’s), and any information obtained by the Contracting Officer from CPARS, Past Performance Information Retrieval System (PPIRS) information, and/or data provided by sources other than the offeror or any other sources identified by the Government needed to evaluate past performance for each past performance citation (PPQ).

Performance Confidence Assessment Rating:

For each past performance citation (PPQ), the Government will assign Recency, Relevancy and Quality ratings. As stated above, if a past performance citation or PPQ is deemed Not Recent, the evaluation process stops at that point, and that past performance citation (PPQ) will not be evaluated further, for either Relevancy or Quality, nor will it be assigned a confidence assessment rating. If a past performance citation (PPQ) is deemed Recent but not at least Somewhat Relevant, the evaluation process stops at that point, and that past performance citation (PPQ) will not be evaluated for Quality or given a confidence assessment rating.

Table 4 – PAST PERFORMANCE CONFIDENCE ASSESSMENT

Rating Description Substantial Confidence

(SC)

Based on the offeror’s recent/relevant/quality performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

(SAT)

Based on the offeror’s recent/relevant/quality performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

(NEU)

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence

(LC)

Based on the offeror’s recent/relevant/quality performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

8 | P a g e

The Government will evaluate quotes and perform an integrated assessment to select the offeror that provides the best value considering technical capability, past performance and price. The Government may perform a tradeoff between past performance and price, if determined that doing so is justifiable and will result in best value for the Government.

The Government will use the standards set forth in Table 3 to assess Quality once Recency and Relevancy have been determined, as stated above. The Government will then assign an overall past performance confidence assessment rating, as provided in Table 4, resulting from the Recency, Relevancy and Quality ratings for each citation.

Factor 3: Price

The offerors total evaluated price (TEP) will be evaluated for price reasonableness in accordance with FAR 13.106-3(a). Phase-in CLINS and the prices identified in the Contingency/Termination Liability CLINs will not count towards the TEP, but will be evaluated separately for price reasonableness. All prices must be determined reasonable in order to be eligible for award. Price is not assigned a rating; however, an assessment of reasonableness will be performed.

Employees subject to Collective Bargaining Agreement (CBA):

Successorship with Incumbent Contractor Collective Bargaining Agreement IAW FAR 22.1008-2(b) 41 U.S.C. 6707(c) provides that a successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor under the following conditions:

1. The services to be furnished under the proposed contract will be substantially the same as services being furnished by an incumbent contractor whose contract the proposed contract will succeed.

2. The services will be performed in the same locality.

3. The incumbent prime contractor or subcontractor is furnishing such services through the use of service employees whose wages and fringe benefits are the subject of one or more collective bargaining agreements.

4. See Attachment 6 IAM-PROLOG 2020-2023 – PETERSON AFB for the current CBA.

D. Responsibility:

Responsibility Determination: Information obtained from sources such as, System for Award Management (SAM), Federal Awardee Performance and Integrity Information System

No Confidence

(NC)

Based on the offeror’s recent/relevant/quality performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

9 | P a g e

(FAPIIS), and Past Performance Information Retrieval System (PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1.
