About this file
This document is an attachment to Solicitation W58RGZ-26-R-0029 that establishes the minimum qualifications (LCAT - Labor Category Alignment Table) for contractor personnel supporting Maintenance Support Services at the Royal Saudi Land Forces Aviation Center (RSLFAC).
The qualification document defines requirements for 53 distinct labor categories spanning aviation maintenance technicians, support personnel, instructors, and administrative staff. Common requirements across all maintenance technical positions include a high school diploma or equivalent, a valid FAA Airframe and Power Plant (A&P) license or international equivalent, fluency in English, and safety responsibilities. Alternative pathways exist for candidates without FAA A&P licenses who possess five years of experience within the prior ten years at the U.S. Army MOS 30 level or equivalent, subject to DCMA approval. Many positions have tiered levels (1, 2, 3) differentiating qualifications by education and experience. Specialized positions include helicopter repairers (AH-64, CH-47, UH-60), technical inspectors, avionics specialists, structural repairers, and ground support equipment technicians—each requiring specific military course completion or equivalent civilian training. Non-maintenance roles encompass instructors, supply specialists, contract management personnel, engineers, safety officers, and administrative staff. Notably, Arabic language proficiency (reading, writing, speaking, and understanding) is required for many positions and highly desired for others. The document includes specific experience thresholds, certification requirements (such as FAA Inspection Authorization for technical inspectors and NDT qualifications per NAS 410), and references to Service Contract Act (SCA) wage categories for various positions. This document was approved on December 16, 2025, by LaTonya Alford, Chief of the Apache Division CENTCOM A Aviation Directorate.
