The HSIF mission includes managing, securing, safeguarding, and accounting for Army computer equipment inventory which may be in excess of $20,000,000 annually. The HSIF operates in a combined warehouse and integration facility and may have ancillary storage in a separate building.

The Government will reject any proposal determined to be materially non-responsive or that does not conform to the terms of the RFP.
The Offeror shall be held responsible for the validity of all information supplied in its proposal. The Government does not assume the responsibility to search for data to cure problems it finds within the proposals. The burden of providing thorough and complete information remains with the Offeror.
Any proprietary information shall be clearly marked. Each proposal volume is evaluated separately; evaluators do not access other proposal volumes for information. Due to this, each volume shall be prepared on a stand-alone basis, so that its contents may be evaluated without cross-referencing to other volumes of the proposal.
A. VOLUME I – TECHNICAL FACTOR
This volume shall be sufficiently specific, detailed and complete to clearly demonstrate that the Offeror has the capability to perform the work as described in the PWS. Simply stating that the Offeror understands and will perform the listed functions is inadequate. Paraphrasing the Performance Work Statement (PWS) is similarly inadequate, as are phrases such as “standard procedures will be employed” or “well-known techniques will be used.” The Technical Volume will provide technical understanding and techniques of the following:
1. Kitting. The Contractor will demonstrate a working knowledge of how to build, assemble, label, and verify kits IAW a Bill of Material and update automated WMS (PWS 3.2.4.1) including key risks and mitigation approaches. The Contractor must show a minimum of three years’ experience with Kitting.

The Contractor will demonstrate a working knowledge of how to prepare and load computer images on equipment using imaging software and load disks (PWS 3.2.6.1) including key risks and mitigation approaches. The Contractor must show a minimum of five years’ experience with Integration Services.

The Contractor must show a minimum of five years’ experience with performing FATs.
4. IT Support. The Contractor will demonstrate a working knowledge of how to troubleshoot, maintain, and update infrastructure on an organization’s internal network, commonly known as an intranet (PWS 3.2.8.1) including key risks and mitigation approaches. The Contractor must show a minimum of five years’ experience with IT Support.
5. IT Support. The Contractor will demonstrate a working knowledge of how to perform Backup and Disaster Recovery Service for an intranet (PWS 3.2.8.2) including key risks and mitigation approaches. The Contractor must show a minimum of five years’ experience with Backup and Disaster Recovery Service for intranet.
B. VOLUME II – PAST PERFORMANCE
Submission requirements for the Past Performance Volume II are listed in the Table above.
Contract References: The Offeror may submit with its initial proposal up to three Contract references for itself. All contract reference(s) shall represent recent and relevant performance as a prime contractor under Government contracts (i.e. DoD Services or Federal Agencies). Do not submit references for first tier or lower tier subcontracts.
Recent contracts are defined as prime contracts where services and deliverables were performed or still being performed by the Offeror anytime within three years of issuance of this RFP. The Government reserves the right to consider any relevant past performance after the solicitation closing date and prior to award.
Relevant means performance that demonstrates recent work efforts performed by the Offeror that provided or is currently providing Warehouse Operations to include but not limited to: Receipt and Storage; Packaging and Shipping; Inventory; Kitting;
Disposition Services; Integration Services; Configuration; IT Support; Building Security; Quality Assurance; and Project and Program Management.
The contract information to be provided with each project and/or contract reference is on Form PPI-002-M (Attachment 0007). The Offeror shall complete Form PPI- 002 in its entirety for each referenced project and/or contract. The completed Form shall be included in Volume II of the Offeror’s proposal submission.
The Government reserves the right to use data provided in the Offeror's proposal and data obtained from other sources such as the Past Performance Information Retrieval System. To ensure inclusion of all references in the evaluation process, the Offeror is encouraged to provide the Government with the most current data on each reference.
References provided on classified contracts or contracts to foreign entities cannot be verified; therefore, classified and foreign contracts will not be evaluated.
C. VOLUME III – PRICE
The Offeror shall provide proposed prices as follows:
1. Offerors shall input their prices/costs in the highlighted cells of the Price Matrix. Please note that the Price Matrix has four separate tabs; three tabs require text and price entries (Base Period, OP1, and OP2) and one tab requiring only text entries (Summary). Failure to completely fill out the attached matrix may render the offeror ineligible for award.
2. Should the offeror choose to submit supporting information, the supporting information and any additional proposal documents shall be submitted in MS Office (Word, Excel, etc.) format with working formulas, cell references, and algorithms. If linked files are used, the offeror shall provide all the files that are linked and a crosswalk to show how they are linked.
3. All proposed costs and prices for this acquisition shall be stated in United
States (U.S.) dollars, rounded and displayed to two decimal places.
4. The Price Matrix has been locked to prevent inadvertent changes. Offerors shall not alter the Price Matrix in any way. The proposed Benefits included in the FFP Hourly Rate shall include, at a minimum, items such as Health & Welfare, Vacation, and Holidays as identified in the U.S. Department of Labor Wage Determination. The proposed Indirects included in the FFP Hourly Rate shall include, but is not limited to, Overhead, General and Administrative Expenses, Profit, and other such costs determined by the offeror.
For each proposed rate, provide the name of the source (Company Name) in Column G. This is required to ensure that the Contractor is meeting the subcontracting limitations of a Small Business Set Aside effort.

The Government Surrogate is derived from the Independent Government Cost Estimate, and is calculated by multiplying the monthly cost by the number of months for each performance period. The elements included in the Government Surrogate are detailed in paragraph 3.1.1 of the PWS; items included are freight, commercial truck rentals and fuel, picking and packing materials, office supplies, imaging supplies, general warehouse supplies, and maintenance on material handling equipment. The preceding list is not all inclusive, but is provided as examples of items that are normally procured during performance of this type of effort.
Per the PWS, prior written authorization will be required from the Contracting Officer’s Representative. The Government surrogate is provided for evaluation purposes only. The Contractor shall not alter this number.
5. Data Other Than Certified Cost or Pricing Data. The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. However, the Government reserves the right to request data other than certified cost or pricing data, after receipt of proposals, to determine price reasonableness if competition is not adequate for the purpose. If required, data other than certified cost or pricing data must be submitted IAW the instructions specified at FAR 15.403-5.
