About this file
This file is a case study and supporting document for the City of Indianapolis's solicitation for adaptive reuse, restoration, or development of Old City Hall, a historic four-story Beaux Arts structure located at 202 and 222 North Alabama Street. The document presents a laser scanning case study completed by MAPP3D Solutions, demonstrating the digital capture and modeling of the 100,000-square-foot historic building to support the renovation and redevelopment process. The case study details MAPP3D's methodology, which utilized tripod-based and handheld Leica scanners to produce a comprehensive point cloud with quarter-inch accuracy, resulting in detailed Revit models and CAD floor plans and elevations of all building levels. The laser scanning fieldwork was completed in a single day with deliverables provided within two weeks, significantly reducing the time and cost compared to traditional hand-measurement approaches. Proposals for the Old City Hall project are due August 28, 2026, and any development must comply with the Historic Preservation Plan adopted by the Metropolitan Development Commission and be reviewed and approved by the Indianapolis Historic Preservation Commission using the Secretary of the Interior Standards for the Treatment of Historic Properties.
The building, constructed in 1909-1910 by Rubush and Hunter, encompasses approximately 1.29 acres and features Indiana Bedford limestone facing, a granite foundation, and distinctive interior elements including a 750-square-foot stained glass dome, marble-inlaid floors, mahogany woodwork, interior murals, and bronze architectural details. The preservation plan requires that the historic architectural integrity of interior and exterior features be maintained, window openings be restored, and any additions or attachments connect to the north or west elevations while remaining visually compatible with the historic structure. The document does not specify estimated development value, contract term structure, detailed pricing terms, or evaluation criteria beyond historic preservation compliance requirements. The City of Indianapolis owns the property.

MAPP3D Case Study
Laser Scanning Old Indianapolis City Hall Link to Live Model: https://mapp3dsolutions.com/laser-scanning-old-indianapolis-city-hall/
Overview of Mapp3D’s Laser Scanning of Old Indianapolis City Hall
Mapp3D conducted a full-building laser scanning initiative to support the renovation and redevelopment of Old Indianapolis City Hall. The 100,000-square-foot historic structure was digitally captured using a coordinated workflow of tripod-based and handheld Leica scanners, producing a dense, highly accurate point cloud used to generate detailed Revit models and CAD drawings.
Exterior facades, the main lobby and stair systems, and all interior floors were scanned and linked through predetermined connection points to ensure accuracy within a quarter inch. Despite challenges such as limited lighting and the processing of more than 200 GB of scan data, the team completed field work in a single day and delivered a reliable, comprehensive digital model within two weeks.
The resulting documentation provided architects with the precision necessary to integrate modern redevelopment into the historic building envelope. Compared to traditional hand-measurement—often requiring weeks of fieldwork and multiple site revisits—the laser scanning approach significantly reduced time, cost, and potential errors, offering a robust foundation for planning, design, and construction coordination.
Floor Plans/Elevations Overview
The following floor plans are derived from Mapp3D’s comprehensive laser scan of Old Indianapolis City Hall. Using high-accuracy point-cloud data captured throughout the building, these plans represent the current conditions of each level with precise dimensional reliability. They are intended to support respondents in evaluating the building’s existing layout, structural organization, and spatial opportunities as part of the redevelopment proposal process.
