About this file
This is Addendum #2 to Request for Proposals RFP-13DMD-102 issued by the City of Indianapolis Department of Metropolitan Development regarding the adaptive reuse, restoration, or development of Old City Hall Properties located at 202 and 222 North Alabama Street. The addendum, dated August 13, 2026, was issued by Piers Kirby, Administrator of Real Estate & Brownfield Redevelopment, and addresses vendor questions submitted during the proposal phase. The original proposal deadline of August 28, 2026, was extended to September 28, 2026, at 12:00 Noon (Eastern Time). The City clarified that no additional pre-submittal meetings or forensic analysis review sessions with the Department of Metropolitan Development or Indianapolis Historic Preservation Commission will be available beyond the original one-hour meeting window. Vendors must acknowledge receipt of this addendum by signature and submit it with their proposals, or their proposals may be deemed non-responsive.
The addendum provides critical clarifications regarding building conditions and funding opportunities. The City confirmed that New Markets Tax Credits through the Indianapolis Community Development Entity may be available as a potential funding source, contingent upon project nature, programmatic requirements, and related approvals. Since the Assessment and Capital Planning Report dated August 6, 2021, only routine maintenance work has been completed on the building. The City is currently procuring contractor services for minor roof repairs and addressing water infiltration issues recently identified through the existing roof membrane. These clarifications supersede any previous oral statements made by City staff and represent the City's official position on project conditions and available resources.

ADDENDUM NUMBER: 2

RE: RFP-13DMD-102 – Old City Hall Properties
Proposal Deadline: September 28, 2026, at 12:00 Noon (Est.)
The following are the City’s responses to questions submitted by the vendor community in reference to the above-listed Request for Proposals.
Vendors shall note that only these written statements will be binding on the City.
These written statements represent the City’s official position and supersede any previous oral statements made during any Conference or at any time by City staff.
Q 1. Would New Markets Tax Credits through Indy CDE be available as a potential funding source for the redevelopment?
A 1. The CDE is currently administering an award for New Markets Tax Credits, a portion of which might become available. Any potential award of New Markets Tax Credits would be contingent upon the nature of the proposed project, programmatic requirements being met, and related approvals.
Q 2. Has there been any work completed that was highlighted in the Assessment and Capital Planning Report dated 08/06/2021 that could offset current rehabilitation cost?
A 2. Work conducted on the Old City Hall building since that time is limited to routine maintenance, only.
Q 3. Are there any ongoing maintenance & repair processes happening or near completion?
A 3. Other than routine maintenance and keeping the building secured, the only currently anticipated work is some minor repairs to the roof. That work is currently in the procurement process.
Q 4. Are there any new or recent requests by City Engineer/City Buildings director who specifically oversees the Old City Hall; about any new concerns not detailed in historical documentation?

Understanding it must stay within the 1-hour window.
A 5. There is no further availability to request a Pre-Submittal meeting.
