1. Imperative mood and streamlined language are generally used in the Specifications. The words "will," "will be," or "will comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor, unless specifically stated otherwise.

011000 - 3/9

1.8 UNIQUE REQUIREMENTS:

A. The contractor will familiarize themselves with the sediment dredging, soil management, and soil disposal requirements as follows:

B. Overview: Effingham County (“the County”) owns a property located at 216 Shady Oaks Road near Guyton, Georgia (“the Property”), and a pond is present on the Property. The Property has been entered into the Georgia Department of Environmental Protection (EPD) Voluntary Remediation Program (VRP). Soils are known to be present in specific areas of the property that exceed Non-Residential Risk Reduction Standards for arsenic, barium, and lead. Sediments in specific areas of the pond have been sampled and are known to contain concentrations of arsenic, barium, and lead above the EPA Refinement Screening Values (RSVs). The relocation and/or off-site disposal of the impacted soils and the removal of these sediments from the pond is planned as part of the overall remedial action proposed for the Property under the VRP.

C. Impacted Soil Footprint

1. Impacted soils have been detected in two areas of the property. These two areas comprise the soil zones and include Soil Zone I and Soil Zone II, which are shown on Figure 2. Note that Soil I includes the planned cap and the cap periphery. A Berm of impacted soil is also located partially within Soil Zone I.

D. Soil Relocation

1. Following the pond sediment removal activities discussed above, impacted soils will be either left in place under the cap or will be relocated from other areas of the property and placed under the cap. Non-compactable soils will be transported off-site for proper disposal. The County’s Environmental Consultant will assist with environmental decisions in the field. For example, certain areas of impacted soils have not been fully delineated. A County representative will be on-site with the excavation contractor to determine how much additional soil requires relocation.

2. It is anticipated that the top few inches of Soil Zones I and II have high organic content and will not be compactable. In addition, portions of the Berm with high organics will also not be compactable. The volume of the non-compactable soil is anticipated to be between 2,500 and 5,000 cubic yards. These non-compactable soils should be transported off-site for proper disposal.

3. Soil Zone I includes the proposed “cap” and the cap periphery. Soils from the cap periphery (approximately 1.4 acres) will be excavated to an average depth of 18-inches and placed under the cap. The County’s Environmental Consultant will assist in determining the precise excavation dimensions of the cap periphery at the time of the excavation.

4. Soils in Soil Zone II will be excavated and placed under the cap in Soil Zone I.

Soil Zone II total just under a ½-acre and will be excavated to an average depth of 2-feet. The County’s Environmental Consultant will assist in determining the precise excavation dimensions of Soil Zone II at the time of the excavation.

5. Soils from the Berm will be placed under the cap in Soil Zone I. The Berm totals approximately 1,500 cubic yards of soil.

E. Verification of Impacted Soil Relocation

011000 - 4/9

1. The County will verify the success of the soil excavation activities (Soil Zone I cap periphery, Soil Zone II, and the Berm) through field screening and confirmation sample laboratory analysis. Excavation will be considered complete once the remaining soils are below the applicable Risk Reduction Standards. If after the initial excavation activities, which will initially be determined by the planned outline and depths as well as by field screening, if laboratory results indicate that additional excavation is required, soils will be further excavated to field-determined extents and resampled for laboratory analysis. Contractor shall specify unit rates for this additional work, if needed.

F. Health and Safety Requirements and Quality Procedures

1. Soils in the excavation areas exceed the Construction Worker exposure levels for arsenic and lead. Contractor must take precautions to minimize worker exposure to these soils. Specifically, all workers directly involved with the field excavation activities must have 40-Hour OSHA HAZWOPER training and the subsequent 1- Hour annual refresher. In addition, Contractor shall complete a Site Specific Health and Safety Plan and maintain the plan on-site throughout the duration of the project.

2. The Contractor shall institute and maintain throughout the contract period a properly documented quality control program designed to ensure that professionalism and a safe working environment are provided at all times and in all respects in accordance with the contract. The program shall include providing daily supervision and conducting frequent inspections of the Contractor's staff and equipment and ensuring that accurate incident records are maintained.

3. All vehicles and equipment must be maintained in good repair, appearance, and sanitary condition at all times. The contractor will be responsible for using the necessary safety equipment according to industry standards while working on the project.

G. Final Disposition of the Sediment

1. Contractor will be responsible for transporting and disposing of the soil in a

Georgia EPD approved landfill. Based on the contaminants in the sediment, this waste will be likely be considered “special waste” and will require disposal at a Subtitle D landfill. The County is aware of two Subtitle D landfills in the Savannah area. The County’s Environmental Consultant will characterize the waste soil and pursue landfill approval. Contractor shall manifest each load hauled to the landfill and provide the County’s Environmental Consultant with the manifests and weight tickets.

H. State and Federal Permits

1. No State or Federal Permits are required for the dredging portion of this project.

I. Dredging Footprint

1. Impacted sediments have been detected in two areas of the pond. These two areas comprise the sediment removal zone and include Sediment Zone 1 and Sediment Zone 2. The dredging footprint for the two sediment removal zones are shown in Figure 1.

J. Sediment Placement Area

1. A sediment placement area will be utilized as part of the dredging operation. This area is shown on Figure 1. It is anticipated that the dredge spoils will have a high

011000 - 5/9 volume of water and that the water will partially infiltrate and partially be rerouted back into the pond.

K. Dredging Scope of Work

1. This project consists of the dredging a total area of approximately 30,415 square feet, or 1,126 cubic yards, of impacted sediment located in two sediment removal zones as follows:

a. Sediment Zone 1 – This zone is approximately 26,512 square feet. The top

1-foot of sediment should be removed from the entire footprint for a total of approximately 982 cubic yards of sediment.

b. Sediment Zone 2 – This zone is approximately 3,903 square feet. The top 1-foot of sediment should be removed from the entire footprint for a total of approximately 145 cubic yards of sediment.

2. The Contractor will be responsible for selecting the appropriate dredging technique and placement of the dredge spoils in the sediment placement area.

In order to prevent the migration of suspended sediments outside of the sediment removal areas, Contractor will provide and install a containment boom with a floating surface device, skirt, and longitudinal support prior to dredging activities.

The containment boom will be located immediately outside the limits of each sediment removal zone and will be anchored to the shoreline. The skirt will extend to the bottom of the pond. The containment boom will remain in place during all dredging activities and be routinely inspected by the Contractor to ensure it is functioning properly.

3. The types of equipment and dredging methods employed on this project will be determined by the contractor and may include either suction or mechanical dredging.

4. Suction dredging. Removal of loose materials by dustpans, hoppers, hydraulic pipeline plain suction, and sidecasters.

5. Mechanical dredging. Removal of loose or hard, compacted materials by clamshell, dipper, or ladder dredges.

6. A combination of suction and mechanical dredging.

7. Dredge material shall be transported to land using hydraulic (pipe) methods so as to cause only minimal disturbance of the pond bank vegetation.

8. Factors to determine the appropriate dredging equipment and method used to perform the dredging will include:

9. Physical characteristics of material to be dredged – Sediment sizes expected to range from sand to clay.

10. Quantities of material to be dredged – A total of approximately 1,126 cubic yards.

11. Pond bottom depth – Expected to be between 5 and 10 below the pond water surface.

011000 - 6/9

12. Distance to sediment placement area – Anticipated to be between 100 and 300 feet from the shoreline.

13. Physical environment of land between the dredging and sediment placement area – The pond embankment is currently wooded and must remain undisturbed throughout the dredging process. The dredge equipment shall be placed in the pond using a crane or an alternative method which does not disturb the embankment. Transportation of sediment from the pond to the Sediment Placement Area should be conducted using a large diameter hose, or other approved method, to minimize disturbance to the pond. Precautions should be made to prevent dropping or spilling the dredge spoils between the pond and the designated sediment placement area. If a spill occurs, the County should be notified immediately.

14. Contamination level of sediments – Arsenic, barium, and lead concentrations exceed certain environmental screening levels but do not exceed the EPD-approved Type 4 Risk Reduction Standards for Construction Worker Exposure.

Contractor should, however, take reasonable precautions to avoid significant human direct contact with the sediments.

15. The soils in the Sediment Placement Area are impacted with higher levels of the contaminants. The Contractor shall not breach the ground surface in this area.

The sediments should be placed on top of the ground surface in this area. If needed, Contractor can import clean soils to assist in directing the waters draining from the sediment back into the pond.

16. Water generated by dredging activities will be directed into the Sediment Placement Area and will either be allowed to infiltrate or shall be discharged back into the surface water feature within the containment boom. The Contractor shall not breach the ground surface in this area. Contractor can place the sediment in filter bags to assist in filtering sediment. Contractor can also build a berm with clean, imported soil to direct the water back to the pond. Contractor shall not allow the flowing water to erode the ground surface with the Sediment Placement Area or between this area and the pond. The discharge water shall be monitored by Contractor using a calibrated turbidity meter to ensure turbidity of the discharge water does not exceed 50 Nephelometric Turbidity Units (NTUs), or twice the EPA Industrial Stormwater Benchmark. If the turbidity standards are not being met, the Contractor shall make the necessary adjustments to the sediment settling feature.

17. All vehicles and equipment must be maintained in good repair, appearance, and sanitary condition at all times. The contractor will be responsible for using the necessary safety equipment according to industry standards while working on the project.

L. Verification of Dredging Operations

1. The County will verify the success of the dredging operation through a bathymetric survey and through confirmation sediment sampling.

2. Bathymetric Surveys

011000 - 7/9

A bathymetric survey was recently conducted of the pond bottom in the two sediment removal zones. Following the removal of 1-ft of sediments on the pond bottom, the Contractor is responsible for coordinating and conducting a second bathymetric survey of the two sediment removal zones. The surveys should be conducted by a licensed surveying company and provided to the County by the Contractor to confirm the volume of sediment removed from each sediment removal zone. The survey should be conducted immediately following the dredging activities so that, if additional dredging is required, a separate mobilization is not necessary.

3. Confirmation Sampling Immediately following the dredging operations, the County will collect several samples from the bottom of the pond to ensure that the concentrations are the various metals do not exceed the EPA RSVs. The County anticipates having laboratory results the following day. If specific areas of the pond bottom still exceed the EPA RSVs, then an additional 3-inches of sediment should be removed from these areas. Contractor shall specify unit rates for this additional work, if needed.

M. Quality Procedures

1. Refer to additional technical specifications and the drawings for additional contractual requirements.

N. Final Disposition of the Sediment

1. Contractor will be responsible for transporting and disposing of the sediment in a

Georgia EPD approved landfill. Based on the contaminants in the sediment, this waste will be likely be considered “special waste” and will require disposal at a Subtitle D landfill. The County is aware of two Subtitle D landfills in the Savannah area. The County’s Environmental Consultant will characterize the waste sediment and pursue landfill approval of the waste. Contractor shall manifest each load hauled to the landfill and provide the County’s Environmental Consultant with the manifests and weight tickets.
