Section B: Description of the Supplies/Services Required All-inclusive table-top, portable, CR digital radiographic imaging system - Computed Radiography Scanner, monitor and software suite: Multi-imaging plate scan throughput; Smart erase halogen system; Positive Air pressured optics drive; Direct Laser to IP image capture; 25 Micron sampling resolution; 8.0 LP/MM horizontal/vertical spatial resolution. or manufacturer’s equivalent (as applicable); 5 megapixel resolution viewing monitor or manufacturer’s equivalent (as applicable); 01 - Aerospace Phantom Imaging Plate, or manufacturer’s equivalent (as applicable) ; 01 - Aluminum 2024 RIQI ASTM-E-746 W/Case; 01 - Aluminum 2024 Absorber Plate; 01 - ASTM-E-747 Aluminum Set B Wire IQI;

Section C: Justification for Soliciting from a SingleSource or BrandName The 12 FTW/MX Non-Destructive Inspection Laboratory requires the purchase of a Computed Radiography (CR) Digital Imaging system to augment its mission to inspect aircraft and components for stress, fatigue, corrosion and other critical structural defects. CR systems use an imaging plate instead of film, thereby reducing costs in purchasing, storing and disposing of the hazardous chemicals used in the traditional X-ray film processing. This is a brand name purchase due to the mandate for the procured system to be approved by the Air Force Nondestructive Inspection Office (AFNDIO). The only acceptable brands are those that have met the approval requirements for radiographic detection of foreign objects, water entrapment, and alignment, fatigue crack detection, and welder certification as outlined in Technical Order (TO) 33B-1-2 SWP 106 00 tables 4 & 5, TO 00-25-252, and the attached MFR from the AFNDIO. Those brands include: Carestream HPX-1 Plus (Windows Operating Software), GE Flex/Flex II (Rhythm Review Operating Software), and Fuji Dynamix HR2 (Windows Operating Software). Section D: Efforts to Obtain Competition
Should be contingent on meeting the minimum specifications that have been approved by the AFNDIO IAW TO 33B-1-2 SWP 106 00 tables 4 & 5 and TO 00-25-252. Additionally, at least one approved brand has authorized resellers, thus maximizing the opportunity for this equipment to be competitively acquired.
Section E: Steps to Preclude Future Single Source or BrandName Awards
AFNDIO will be updating the TO 33B-1-2 with the most current approved systems that meet all specifications.
This should limit the amount of systems utilized throughout the Enterprise. AFLCMC and AFNDIO are currently . The estimated time frame
