Solicitation 12639524Q0176, Attachment 1 Statement of Work For Construction Services Replacement of Evaporative Cooler Systems May 23, 2024

1.0 Particulars:

1.1 Title: Replacement of Evaporative (Swamp) Cooler Systems

1.2 Location: USDA APHIS Phoenix Rearing Facility

3645 E. Chipman Rd.
Phoenix, AZ 85040

1.3 Project Background: The Phoenix Rearing Facility (PRF) is a 69,000 square foot facility that produces and ships approximately one million insects per day. To produce these insects, we must create their food source, or diet. Our facility uses four swamp coolers, currently installed on the roof of the Diet Warehouse, Middle Warehouse and the Tool room. This air conditioning system is vital in keeping the temperature low enough in the spaces to ensure the ingredients stay fresh and do not spoil.

Swamp coolers work by using water sprayed over a media and a fan to both draw in the outside air and push the cooled air into the building. The issue with this system is the air introduced into the space also introduces humidity, which could create mold. We constantly monitor the ingredients for any sort of mold growth. If found, we must discard the ingredients. Another issue with the swamp coolers is the maintenance. Twice a year we must replace the media, belts, hoses, floats, and pumps due to the hard water and extreme heat. The units are very old and finding parts for them is difficult. Some have been discontinued.

1.4 Project Description: This Statement of Work (SOW) is to procure design and construction services to replace the existing evaporative cooling system for the Diet Warehouse (3,500 square footage), the Middle Warehouse (1,900 square footage) and the Tool room (900 square footage) with the following:

Option A: Replace all four evaporative coolers to all the three rooms with a full air conditioning system (not just evaporative).

Option B: Replace the two evaporative coolers for the Diet Warehouse with a full air conditioning system (not just evaporative). Replace the evaporative coolers for the Middle Warehouse and Tool Room in kind, same size and same technology.

Option C: Replace the two evaporative coolers for the Diet Warehouse with a full air conditioning system (not just evaporative). Do not replace the existing evaporative coolers for the Middle Warehouse and the Tool Room. Leave these two rooms as is.

Option D: Replace the four evaporative coolers to all three rooms in kind; same size and same technology.

Option E: Replace the two evaporative coolers for the Diet Warehouse in kind, same size and same technology. Do not replace the existing evaporative coolers for the Middle Warehouse and the Tool Room. Leave these two rooms as is.

Contractor shall meet with the Government to ascertain a clear understanding of the project scope, project boundaries and any site security concerns. Tasks that are unclear shall be confirmed with the Contracting Officer (CO) prior to incurring costs. Some project tasks, although not all inclusive, are identified below. Contractor shall furnish all plant, labor, materials, hardware, equipment, construction services, test equipment, etc. as necessary to complete the following tasks:

1.4.1 For the base bid, Contractor shall replace the existing evaporative coolers with 4 new updated evaporative cooler units that meet or exceed the current output and cooling capabilities of the existing evaporative coolers. Specific details include:

1.4.1.1 Remove all of the existing swamp coolers in their entirety including piping to the nearest isolation valve and electrical system from the nearest disconnect device. Dispose of all items at an approved acceptance facility

1.4.1.2 Contractor shall provide an inline, replaceable water filter on the water supply line to each unit.

1.4.2 For the add/alternatives, Contractor shall design and provide a new air conditioning (A/C) system for the Diet Warehouse that maintains the warehouse at 71̊F +/- 3̊F all year. Contractor shall design and provide a new air conditioning (A/C) system for the Middle Warehouse and the Tool rooms that maintains these spaces at 75F +/- 2F all year. Specific details include:

1.4.2.1 Remove all of the existing swamp coolers in their entirety including piping to the nearest isolation valve and electrical system back to the panel. Dispose of all items at an approved acceptance facility

1.4.2.2 Contractor shall be responsible for providing all electrical, plumbing, condensate drains and curbing for the new A/C units in accordance with the manufacturer’s recommendations so that they are fully functional.

1.4.2.3 If any of the existing openings from the swamp coolers are not required for the new A/C system, contractor shall cover the openings with roof curbs and seal all openings by an approved roofing company.

1.4.2.4 Contractor shall design the new A/C system. The only design that is required is to show the construction contractor all necessary items to construct the project.

1.4.2.4.1 The 35% submission shall include structural load calculations of the roof to support the recommended roof-top A/C unit, the mechanical air conditioning load calculations for the three spaces and the schematics of mechanical and electrical proposed systems/changes.

1.4.2.4.2 The 95% design submission shall include roof details of all recommended changes, mechanical schedule of new roof-top A/C unit, new ductwork schematic, electrical schematic of recommended changes, single-line power schematic and electrical panel changes.

1.4.2.4.3 The final design submission shall include all changes/corrections recommended from the 95% design submission.

1.4.3 The existing Building Automation System (BAS) is Alerton Controls. The new evaporative coolers and A/C equipment shall be tied into the BAS to send status and alarms.
