About this file
This document appears to be a set of Requests for Information (RFIs) related to a federal contract opportunity for the replacement of evaporative coolers at a location in Phoenix.
The key details are:
- The contract requires the contractor to pull all necessary local permits prior to construction, potentially requiring coordination with both the local jurisdiction and the USDA APHIS office.
- The contract calls for the installation of local controls for the air conditioning units or evaporative coolers, but no integration with a Building EMS system is required.
- The agency has indicated that the 2004 or 2016 versions of the CSI Master Format are both acceptable for this project.
- No design submissions are required for a "like-for-like" evaporative cooler replacement, but equipment submittals are needed.
- The agency notes that alternate bids including air conditioning equipment that increases the roof load will not be considered, as the agency does not have the capability to properly evaluate those options without an engineering design team.
- Contractors are instructed to submit quotes for any or all options outlined in the Statement of Work.

Requests for Information
1. 452.246-70 Inspection and Acceptance (a) The contracting officer or the contracting officer’s duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract (b) (at the place of performance).
Project Requirements 4.8 Contractor shall pull all applicable permits prior to the start of the construction if required by local code.
Is the intent to pull a permit with the local jurisdiction of authority (Phoenix) AND schedule with the contractor’s duly authorized representative (e.g., local USDA APHIS office)?
Please verify if a city permit with city review and inspection is required or if USDA inspection will suffice, or both.
If required by local county, Contractor must apply for and coordinate all permits. Inspection will be performed by local USDA APHIS personnel.
2. As per the Statement of Work (SOW) and Amendment 001:
1.4.3 The contractor will be responsible for providing local controls only to the air conditioning units or evaporative coolers.
Per Amendment 001 Its assumed local control is via a surface mounted thermostat control which will operate an AC unit or evaporative cooler. If so, please identify if available the type, model, or specifications of what is required for local control.
Regarding the Building EMS, is a EMS control adapter package required or needed for future expansion? Please confirm if the intent is to allow future integration of AC/Evaporative controls via the Building EMS system and if an EMS control adapter package/system is required.
Standard thermostats are acceptable. No adaptors are required, nor integration into the BMS system.
3. The 2016 CSI Master Format is commonly used in lieu of the 2004 version. Is it ok to submit using the 2016 CSI Master Format (or newer)?
The 2004 and 2016 CSI format are the same. Nothing in this project was added to the CSI format between 2004 and 2016.
4. Design submissions are NOT required for a like-like evaporative cooler swap, correct?
A design is not required for replace-in-kind, but an equipment submittal is required with a statement about replacing-in-kind.
5. More of a statement here; because you don't have existing building drawings, existing designed roof loads or a design team (engineer) currently assembled, all alternate bids that include AC equipment that increases the roof load, will be null. I'm not currently able to provide costs for those alternates. If this is something you seriously want to explore, a design team will need to be assembled to properly calculate the roof loads for any AC equipment.
If you do not have design capabilities in house, we recommend teaming with an A&E firm for the design portion of the design/build requirement. Quotes should include the design portion. We are looking for a very simple, straight forward design. Submit quotes for any or all options outlined in the SOW.
