About this file
This is an Appendix D Terminology document for RFP UHAA 2026000142 issued by the Colorado Department of Health Care Policy and Financing for School Health Services Support. The document provides comprehensive definitions of 36 key terms used throughout the solicitation, establishing precise meanings for critical concepts such as "Contractor," "Deliverable," "Work Product," "Services," and "Goods." Additionally, it includes 29 acronyms and abbreviations relevant to the project, including references to Colorado Medicaid programs (Health First Colorado and Child Health Plan Plus), federal healthcare regulations (HIPAA), state education entities (Colorado Department of Education and BOCES), and various administrative and financial terms. The terminology appendix serves as a reference guide to ensure all parties understand standardized definitions of concepts throughout the contract solicitation and resulting agreement.
The document defines critical data and information protection terms including Personally Identifiable Information (PII), Protected Health Information (PHI), Payment Card Information (PCI), Tax Information, and State Records, reflecting the sensitive nature of health services information that will be handled under this contract. Key operational terms are also defined, such as "Effective Date," "Operational Start Date," "Start-Up Period," and "Closeout Period," which establish the timeline framework for contract performance. The terminology appendix does not contain pricing information, funding amounts, set-asides, incumbent contractor details, or other financial terms, as it functions solely as a definitional reference document to support clear communication and understanding across all solicitation materials and the resulting contract agreement.
