About this file

This document is an Appendix D Statement of Qualifications form for a legal services engagement with the Commonwealth, focused on energy regulatory legal services. The document requires law firms to provide comprehensive details about their energy practice group, including individual attorney qualifications, years of practice, specific expertise in energy regulatory matters, and capabilities in handling administrative appeals, federal regulatory proceedings, and advising clients on complex energy regulatory issues.

The form emphasizes detailed disclosure requirements, including potential conflicts of interest, existing litigation history, and a commitment to comply with the Office of General Counsel's (OGC) Conflict Waiver Policy. Law firms must outline their team's capabilities across various energy-related legal domains, such as proceedings before the Department of Energy, Federal Energy Regulatory Commission, Department of the Treasury, and federal courts, as well as advisory services related to PJM Interconnection and proposed energy regulations. The document seeks a transparent representation of the law firm's professional background, expertise, and potential conflicts to ensure appropriate selection for the engagement.
