About this file

This document is a Cost Submittal Excel workbook (Appendix B) for a Legal Services contract (OGC-2025-03) with a state or local government agency seeking Standing Energy Counsel. The contract is structured for a potential three-year term, with the first year definite and subsequent years renewable at the Commonwealth's option. Offerors are required to distribute 1,000 estimated hours per year across various staffing positions, with the understanding that actual hours may vary. The pricing submission includes a primary Cost Matrix for evaluation, optional billable items, and an alternative pricing proposal option.

The cost submittal instructions specify that all proposed rates must be comprehensive, covering overhead, travel, supplies, and other expenses. The evaluation will be based on the Total Estimated Cost for the contract term, with specific guidelines for completing the Cost Matrix. Optional services and billable items are included for informational purposes and potential contract negotiation, but will not be scored in the initial evaluation. Pricing data must be confined to the Cost Submittal document and cannot be included in the technical proposal. The document emphasizes that the estimated hours are for evaluation only and do not guarantee specific work volume or payment.
