Appendix C - Technical Questionnaire Summary

This is a technical questionnaire document issued by the Wyoming Retirement System (WRS), a division of the State of Wyoming, as part of a request for proposals for 457(b) deferred compensation plan recordkeeping services. The questionnaire requires respondents to demonstrate comprehensive capabilities across multiple service areas including organization and client service, cybersecurity and data protection, trust and recordkeeping administration, communication and education services, deemed IRA services, compliance services, investment management services, and implementation services. Proposals are due by 2:00 p.m. Mountain Time on August 11, 2026, with written questions accepted through July 24, 2026, via the Public Purchase online bidding system. The questionnaire is designed to evaluate vendors' qualifications to administer the WRS 457(b) plan, which serves state government employees, and requires separate technical and cost proposals. Respondents must address their experience administering defined contribution plans, client references of comparable size and scope, system capabilities and infrastructure, transition experience, and compliance with regulatory requirements.

The questionnaire does not establish specific pricing terms within the document itself, as pricing will be submitted separately in a cost proposal. However, the scope encompasses extensive service requirements that vendors must price, including recordkeeping administration, participant communication and education, custodial services, investment management and platform support, and full implementation and transition services. The document indicates that WRS currently has an incumbent recordkeeper (Empower) and specifically requests that non-incumbent vendors detail their transition experience from Empower systems and processes. Vendors must demonstrate fiduciary capacity, appropriate insurance coverage including cyber and fidelity bond protection, SOC 1 and SOC 2 audit reports, and the ability to accommodate WRS's existing fee structure with white-label investment options. The questionnaire requires detailed disclosure of any conflicts of interest, revenue sharing arrangements, and commitment to cross-selling restrictions to plan participants.

146. Discuss revenue or cost-reductions received by your firm’s recordkeeping unit or corporate parent through a client’s use of non-affiliated investment management offerings that may provide revenue sharing including shareholder servicing fee credits (such as sub-TA fees). How will these be disclosed? Will a portion or all of these be made available to and subject to a credit to the Plans for equitable allocation or use for qualified plan expenses?

147. How might changes to the fund lineup to include/exclude your firm's proprietary funds affect the recordkeeping fee? Be specific.
