About this file
This document is a Task Description Document (TDD) model template for ARPA-H proposals. It provides structured guidance for applicants to describe planned technical tasks and subtasks organized by phase and technical area. The template requires proposers to document for each task/subtask: the general objective, detailed approach, performance location, responsible organization (prime contractor, sub-awardees, or consultants), all deliverables, involvement of human and/or animal subjects research, and measurable milestones with quantitative performance criteria. Instructions emphasize that tasks must be cross-referenced with cost proposal submissions and listed in corresponding cost workbook spreadsheets for each project phase.
The model is designed as a flexible framework with no page limits, allowing proposers to add or delete rows as needed. It includes a summary section explaining the effort's significance, followed by hierarchical task listing organized by phase and technical area (e.g., Phase 1.1.0 containing multiple subtasks), and detailed table templates capturing objective, description, location, responsible organization, deliverables with intellectual property assertions, human/animal subject research status, and associated observable/measurable milestones. This template is intended for the FASTPASS Innovative Solutions Opening (ARPA-H-SOL-26-160), which focuses on developing AI-enabled systems for pharmaceutical product screening at ports of entry and supply-chain nodes.

APPENDIX C.2: TASK DESCRIPTION DOCUMENT (TDD) MODEL
Task Description Document (TDD)
When submitting a proposal to ARPA-H, using this model to describe the planned technical tasks and subtasks is strongly encouraged. All text in blue font may be deleted. There is no page limit to this Model.
Instructions:
1. Provide the general objective of the proposal and a list of the tasks and subtasks by Phase and Technical Area that are being described. For each task/subtask, provide:
· A general description of its objective.
· A detailed description of the approach to be taken to accomplish it.
· Identification of where it will be performed (e.g., at a commercial laboratory; a non-profit site; on the campus of an academic institution, etc.).
· Identification (by name) of the primary organization (prime contractor, sub-awardee(s), consultant(s)) responsible for its execution.
· Identification of all deliverables (e.g., data, reports, software) to be provided to the government in support of the proposed tasks/subtasks.
· Identification of whether it will involve human- and/or animal subject research.
· Measurable milestones (A demonstration, event/activity that marks its progress or completion. For example, for an assay to be developed, a milestone stating that “the assay has been validated” is not sufficient; instead, it should specify quantitative performance criteria, such as “the assay achieves at least 95% sensitivity and 90% specificity.”)
· The tasks identified, and associated milestones, must be cross-walked to the Cost Proposal submission requirements as well.
Ensure the tasks and subtasks identified are also listed within the spreadsheets found under the tabs entitled “PH I - By Task & Sub Task, and PH II - By Task & Sub Task, PH III - By Task & Sub Task of the appropriate Cost Workbook. There is a spreadsheet for each Phase of this effort within each Workbook.
1. A summary of the effort and why it matters:
2. Task List. The tasks/subtasks described herein are as follows. Breakout tasks, subtasks by Phase, by Technical Area as appropriate.
