About this file
This document is a Force Account Labor Breakdown Calculation Example prepared for Community Facilities District No. 2003-3, The Preserve in Chino, California, detailing prevailing wage requirements for a public works project. The appendix provides a comprehensive labor cost calculation methodology that establishes the maximum allowable compensation for force account work, which includes extra work or time-and-materials labor performed by contractor personnel on the project located between Chino Corona Road and Legacy Park on Market Street south of Pine Avenue. The project involves furnishing materials, equipment, tools, labor, and incidentals for underground irrigation and landscape improvements across specified blocks and streetscapes.
The labor calculation establishes a base hourly rate of $31.39 per hour, verified through the California Department of Industrial Relations and Certified Payroll records, with a maximum 20 percent labor surcharge of $6.28 to cover workers compensation, social security, Medicare, unemployment insurance, state training taxes, and liability insurance. Additional employer-paid costs include health and welfare benefits of $6.86, pension contributions of $6.50, vacation and holiday pay of $4.47, training of $0.64, and other collective bargaining agreement assessments of $0.62, resulting in a maximum cost of labor of $56.76 per hour. An additional 20 percent labor markup of $11.35 is permitted, establishing a maximum total cost including markup of $68.11 per hour. The rates are based on General Prevailing Wage Determination SC-23-102-2-2015-2, issued August 22, 2015, and applicable to all localities within Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, with overtime rates of 1.5 times for Saturday and Sunday work and double time for hours exceeding 12 in a single workday.
