This Amendment One document modifies the Request for Quote (RFQ) for a Community Violence Intervention and Prevention (CVIP) Strategic Plan issued by the South Carolina Department of Health & Environmental Control (DHEC). The solicitation requests development of a comprehensive strategic plan to address community violence through stakeholder engagement and data analysis. The submission deadline has been extended from March 21, 2024 at 2:30 PM ET to March 26, 2024 at 2:30 PM ET, with the award posting date moved from March 26, 2024 to April 2, 2024. No pre-bid conference or site visit is required. Questions from offerors must be received by March 12, 2024 at 5:00 PM ET. Offerors must acknowledge receipt of this amendment by indicating the amendment number and date on Page Two of their submission.
The maximum budget for this solicitation is $30,000.00, and vendors must submit an itemized budget with a cost breakdown using the provided budget template. The strategic plan project is anticipated to require 15-25 hours per month over a 12-month period and is funded through DHEC's CDC "Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems" grant. The vendor will work with a CVIP Planning Group comprised of 15-20 members representing law enforcement, education, social services, public health, labor, community and faith-based organizations, parents and youth, and business and philanthropic sectors. The vendor will utilize existing data from DHEC Vital Records, Emergency Department and Hospitalization Data, and South Carolina Law Enforcement Division crime data, with analysis provided by DHEC staff epidemiologist. The vendor may conduct additional community and stakeholder engagement activities including key informant interviews, focus groups, and community forums to inform the strategic planning process.
