About this file

This Amendment No. 1 document addresses clarifications for the Illinois Commerce Commission (ICC) FY26 Building Inspection & Environmental Assessment Services small purchase solicitation regarding the Leland Building located at 527 E. Capitol Avenue, Springfield, Illinois. The solicitation seeks qualified vendors to perform comprehensive pre-acquisition building inspection, appraisal, and environmental due diligence review services. The procurement covers the full scope of required services, including building inspections, environmental assessments, mechanical inspections, and appraisal services as detailed in the attached scope of work.

Vendors submitting quotes must provide coverage of all scope items either through direct performance or subcontracting arrangements, with all subcontracted services clearly identified in the quote response. This is classified as a small purchase procurement rather than a formal Request for Proposal, and all evaluations will be conducted in accordance with small purchase requirements. The amendment clarifies that while vendors may specialize in one service area such as appraisals, they cannot submit proposals for partial scope coverage; rather, they must either assemble a team of subconsultants to address all required services or partner with other prime firms for different inspection and valuation categories.

Amendment #1 Q & A

Question 1: Regarding the ICC FY26 Building Inspection & Environmental Assessment Services RFP - our firm can provide the appraisal portion of the scope of work; If we were to submit a proposal for the appraisal services only, would we be expected to assemble a team of subconsultants to cover the remaining scope items (environmental, mechanical inspections, etc.)?

Or, alternatively, are you planning to award contracts to multiple prime firms based on the different inspection and valuation categories?

Answer 1: Vendors must submit a quote that covers the full scope of services required under this solicitation. Vendors may subcontract portions of the work they cannot perform directly, but all subcontracted services must be clearly identified in the quote response.

For clarification, this procurement is a small purchase and not a formal Request for Proposal. All evaluations will be conducted in accordance with small purchase requirements.
