About this file
This is Amendment I to an Invitation for Bids (IFB) issued by the Maryland Department of Juvenile Services (DJS) for an Online Education Program contract. The amendment extends the solicitation closing date by ten days to August 10, 2026, at 12:00 PM and provides clarifications addressing vendor questions regarding missing documentation and program requirements. The Juvenile Services Education Program (JSEP) seeks to deliver digital curriculum and qualified virtual teachers to approximately 200 students across DJS facilities. The program operates on an accelerated semester-based instructional model with most students enrolled in 5-7 courses simultaneously. JSEP students primarily utilize Dell Chromebooks and operate within secure juvenile facilities subject to technology restrictions. The contractor must be registered on the eMaryland Marketplace Advantage platform and be included on the Maryland State Department of Education (MSDE) approved vendor list. Teachers must be content-certified, with JSEP preferring to utilize JSEP-certified teachers exclusively for instruction and academic support. Integration with PowerSchool is identified as a strong preference, while synchronous support tools such as Microsoft Teams and Google Meet are already available to teachers.
Pricing for the contract may follow either a per-student reusable/refillable licensing model or a site license structure, with JSEP open to the per-student model provided it offers flexibility for the highly transient student population. The academic year begins September 8, and grading operates on a semester-based structure. Bidders must acknowledge all amendments and submit bids in the final round to be considered responsive. Contracts exceeding $200,000 require Electronic Fund Transfer as a mandatory requirement. Bidders must ensure company names match Maryland state registrations with the Office of the Comptroller and Department of Assessments and Taxation, with out-of-state businesses required to maintain a Maryland business license and resident office. A minimum of three references is required for responsibility determination, and the award shall be made to the responsive and responsible bidder submitting the lowest evaluated base bid.

AMENDMENT I
STATE OF MARYLAND
DEPARTMENT OF JUVENILE SERVICES
Office of Procurement
CONTRACT NUMBER: # BPM054240 – V00B7600005
CONTRACT TITLE: IFB Online Education Program
Q1: Within 2.4 Supplemental Category of Work Requirements and Responsibilities (IFB page 13), respondents are instructed to "See the attached Information Technology (IT) Supplemental associated with this solicitation;" however, that document does not seem to be included within the attachments or linked documents within the Online Education IFB file. Can you please clarify if this is a required form for vendor completion and provide?
A1: Attached to the solicitation is the IT supplemental for further information.
Q2: Within Table A - Attachments and Documents Required with the Bid (IFB page 26), it notes to "See
Appendix 2 for specific Price Form Instructions." This document is referenced again within Table C-
Appendices (IFB page 32) but is not included. Can you please provide?
A2: Please use attachment A Bid Form, instead of the Appendix 2. Attachment A bid form is a spreadsheet
Q3: Within Table A - Attachments and Documents Required with the Bid (IFB page 27), the link to
Attachment P: Prime Contractor List of ALL Subcontractors Anticipated/Used During Contract does not work and this document is inaccessible. Can you please provide?
A3: This document is not required for this solicitation
Q4: Please explain your current virtual education model?
A4: The Juvenile Services Education Program (JSEP) utilizes a blended virtual learning model to ensure students have continuous access to instruction while maintaining alignment with Maryland graduation requirements and the individualized needs of justice-involved youth.
Q5: How do you envision the evolution of your virtual program?
A5: Create an innovative virtual education program that not only supports students in earning a high school diploma or GED but also equips them with the academic, technical, and life skills necessary for successful reentry, post-secondary education, and meaningful careers.
Q6: What are your top three non-negotiables for your virtual program? Consider student needs and support/service/functionality from a vendor?
A6: The three priorities ensure that the virtual education program remains student-centered, data-informed, and operationally reliable, while providing the flexibility and support necessary to improve educational outcomes for justice-involved youth.
Q7: We offer per-student licenses that are reusable/refillable, offering flexibility as students move in and out of your program. This benefits customers greatly, as they are only invoiced for what is utilized, versus an assumed usage with a site license. Will you consider a per-student license modeling, or are you requiring a site license pricing structure? If a site license is the preferred licensing model for this opportunity, please provide the approximate number of students and sites to be served?
A7: JSEP is open to considering a per-student reusable/refillable licensing model, provided it offers the flexibility necessary to support our highly transient student population.
Q8: Will DJS teachers be used exclusively? Or is there a need for Pearson content-certified Online
Teachers? Or would both DJS and Pearson teachers be utilized?
A8: JSEP's preference is to utilize JSEP-certified teachers exclusively to deliver instruction and provide direct academic support to students.
Q9: Is Maryland certification required? (Please note that this is not a requirement of the state;
rather, teachers providing virtual instruction must be content-certified but not specifically MD-certified.)?
A9: Yes
Q10: If there is a need for Pearson teachers, what grades/courses are you seeking? Is there an estimated number of students per course?
A10: At this time, JSEP does not anticipate a need for Pearson teachers to provide direct instruction.
Q11: Approximately how many courses would each enrolled student be assigned at one time?
A11: Most JSEP students are enrolled in 5–7 courses at any given time.
Q12: Are integration services with PowerSchool a requirement or a preference?
A12: Integration with PowerSchool is a strong preference and highly desirable.
Q13: Does DJS currently use ClassLink? If so, to what extent?
A13: No
Q14: Do you have a tool used by DJS teachers for synchronous support when teaching virtual courses? Do you need the vendor to provide such a tool for your teachers?
A14: Yes. JSEP teachers currently have access to Microsoft Teams and Google Meet to provide synchronous instruction.
Q15: What is the Academic Year start date?
A15: September 08.
Q16: Would you please inform us of your course segmentation? (semester, annual, trimester, quarterly, other?)
A16: JSEP operates on an accelerated semester-based instructional model.
Q17: Would you please inform us of your grading segmentation? (semester, annual, trimester, quarterly, other?)
A17: JSEP utilizes a semester-based grading structure.
Q18: What type of devices do students in the district use?
A18: JSEP students primarily use Dell Chromebooks.
Q19: So that we may offer a feasible and effective solution, what is the district's approximate budget for this opportunity?
A19: N/A
Q20: Are participating students or sites subject to any technology restrictions?
A20: Yes. JSEP operates within secure juvenile facilities, and participating students and sites are subject to technology restrictions.
