About this file
This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for the purchase of asphalt pavers. The solicitation, numbered 5400019771, was issued on July 27, 2020, with an initial offer deadline of August 4, 2020, and a revised deadline of August 24, 2020, at 2:30 PM EST. The questions submission deadline was July 14, 2020, at 10:00 AM. Award notification was originally scheduled for September 1, 2020, with a revised date of September 22, 2020. Offerors were required to submit one copy of their offer online through www.procurement.sc.gov, and all awards, solicitation documents, amendments, and related notices were posted on the same website. The amendment clarified specifications regarding paver capabilities, including variable width paving ranges, hydraulic system requirements, feed system components, screed functionality, and operator station safety features. Bidders were required to acknowledge receipt of the amendment through one of four specified methods and maintain offer validity for a minimum of 30 calendar days following the opening date.
The amendment addressed multiple clarifications to the original specifications through a questions and answers format, including confirmation that an 8-foot to 15-foot variable width screed is acceptable, modifications to hydraulic system requirements to ensure non-exclusive specifications, adjustments to feed system auger height adjustability standards, acceptance of bolt-on berm attachments, allowance for e-stop lockout as a safety control measure, clarification of screed cover requirements, and specification that only one TopCon Averaging Ski per paver is required. All other terms, conditions, bidding instructions, and specifications from the original invitation for bid remained unchanged. The procurement officer, Jeffery C. Schwalk, was available for clarification at (803) 737-1018 or SchwalkJC@scdot.org.

QUESTION:
Pg.12 under (Performance) Paving width must be adjustable between 8’ and 16’, and on Pg.13 under (Screed) “must be capable of paving variable widths between 8’ and 15’ minimum”. Is an 8’ to 15’ variable width screed sufficient?
SCDOT RESPONSE:
Yes, that would be acceptable.
QUESTION:
Pg. 13 under (Hydraulics) “Hydraulic powered rear frame raise” is an option limited to one manufacturer?
SCDOT RESPONSE:
This requirement has been amended as follows:
HYDRAULICS: The hydraulic system(s) as normally provided by the manufacturer must be of the size, type and capacity to perform all required operations of the paver and meet, but not be limited to, the following:
System must be sealed against contaminants and any necessary air vents must be filtered.
Cooling system must maintain hydraulic oil at satisfactory operating temperatures up to 110 degrees F ambient temperature or more during continuous (8-10hr) heavy-duty operations and must have:
Pressure-relief valve(s).
Hydraulic oil filter(s) with replaceable element(s).
Reservoir with visual oil level indicator or dipstick.
Hydraulic powered rear frame raise.
Pg.13 under (Feed System) “augers must be hydraulically adjustable in height from 4.5” to 10.25” above grade” This is only possible with Hydraulic Rear Frame Raise, which is an option limited to one manufacturer.
SCDOT RESPONSE:
The requirement has been amended as follows:
FEED SYSTEM: The material feed system must consist of a hopper and conveyors.
The hopper must have a minimum capacity of 9 tons.
Features of the hopper must include hydraulic tilting sides and adjustable hopper gates.
Material must be fed to the screed by a conveyor system consisting of chains and bars sliding material over replaceable hardened steel pans.
Right and left feed systems must operate independently of each other with variable speed control for each side.
The feed systems must be capable of operating independently of machine forward motion. Following the conveyors must be an auger system to evenly spread the material across the full width of the screed system.
The augers must be a minimum of 14” inches in diameter, minimum 5/8” inch in thickness and with hard faced edges.
Augers must be hydraulically adjustable in height from 4.5” to 10.25” above grade.
Must accommodate a minimum paving depth of 8 inches Sonic sensors must be positioned near the ends of the augers to automatically operate the feed system.
The system components must be designed to withstand continuous exposure to 350-degrees (F) HMA temperatures.
Unit must allow for manual override of the automatic feed system.
Pg. 14 under (Screed) “must be capable of providing berm profile”, is a bolt-on berm attachment acceptable?
Yes, that option would be acceptable.
Pg. 14 under (Operator Station) Can we lock-out the operator station with the e-stop pressed to meet lock-out/tag-out requirement? Is this sufficient?
Yes, that would be sufficient and acceptable.
Pg. 14 under (Screed) “Screed covers must be provided with wear plates” What are screed covers with wear plates? Please clarify.
SCDOT RESPONSE:
The specification is reworded from:
The screed must be capable of providing berm profile and the P32 paver screed controls and screed covers must be provided with wear plates
To:
The screed must be capable of providing berm profile and the paver screed controls covers shall be provided.
NOTE: WE ARE ASKING FOR A COVER FOR THE CONTROLS.
Pg.14 under (Paving Controls) Bid does not state if SCDOT wants 1 or 2 TopCon Averaging Skis per paver? Please Clarify.
SCDOT wants one per paver.
All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification.
