About this file

This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for an Asphalt Hotbox Reclaimer. The solicitation (ID: 5400018768) was issued on February 13, 2020, with a procurement officer contact of Jeffery C. Schwalk. The original submission deadline was extended to March 2, 2020, at 2:30 PM EST to allow offerors time to incorporate answers to submitted questions into their bids. The question submission deadline closed on January 24, 2020, at 10:00 AM. One copy of the offer must be submitted online at http://www.procurement.sc.gov. No pre-bid conference or site visit is required. Award posting is scheduled for March 20, 2020. Offerors must hold their offers open for a minimum of 30 calendar days after the opening date.

The amendment addresses three key clarifications to the technical specifications. The first clarification confirms that the beacon warning light requirement (Requirement 6.8.16.1) calls for a 44-inch light bar mounted above the cab to provide 360-degree visibility. The second clarification specifies that a mounted spare tire is the preferred option over a loose spare tire (items 20-21). The third clarification addresses the loading hoist requirement by confirming that a 12-volt electric hoist with a manual crank backup is acceptable to fulfill the specification for both a 12-volt loading hoist and a manual loading hoist backup. These responses form part of the amendment and supersede any conflicting language in the original solicitation.

QUESTION:

Requirement 6.8.16.1 in Section III states: One (1) Federal Signal INTG44S equivalent or better beacon warning light mounted above the cab to provide 360 degree Visibility.

When Cross referencing the Model Number it shows as a 44 inch bar, not beacon light. Is this a typo in the specs?

STATE’S RESPONSE: It is a 44 inch light bar. The guidelines we received from our Safety team refer to it as a beacon.

QUESTION:

Referring to item 20 and item 21 of the specification in Section III:

A spare tire mounted is specified, as is a spare tire loose. We can do both, but most people go with the mounted tire. Which is preferred?

STATE’S RESPONSE: The mounted tire is the preferred option and is what should be bid.

QUESTION:

Referring to item 17 and item 18 of the specifications in Section III:

Item 17 specifies a Loading Hoist 12 Volt and item 18 calls for a Loading Hoist Manual. Most people go with the 12 volt option. If the battery dies, there is a manual crank. Does this fulfill the requirement for the Loading hoist manual?

STATE’S RESPONSE: What we are requiring is a manual winch as a back-up in case the 12 volt battery were to fail. The manual crack your equipment has as a back-up is considered acceptable.
