About this file

This is Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Public Safety for thermal paper supplies. The solicitation (5400023086) was issued on March 30, 2022, with a submission deadline of April 8, 2022, at 12:00 PM EST. Questions from offerors were required to be received by March 24, 2022, at 12:00 PM EST. The bid opening was scheduled for April 1, 2022, with award notification posted on April 18, 2022. No pre-bid conference or site visit was required. Offerors were instructed to submit one online bid through the South Carolina procurement website. The solicitation required offerors to sign and return the amendment cover page and acknowledge receipt of all amendments.

Amendment 2 responded to vendor questions regarding pricing and freight costs. The Department of Public Safety indicated that its last thermal paper purchase in November 2021 was for 72 cases at $108.95 per case with freight included in the unit price. When questioned about freight variability given no minimum order quantity, the Department stated it could only provide an estimate of 72 cases per order to assist vendors with freight calculations. All other terms, conditions, bidding instructions, and specifications from the original solicitation remained unchanged. Offerors were reminded of their responsibility to contact the procurement officer, Megan Leath, for any clarification regarding the amendment.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

Vendor Questions & Answers

1. Question: Although you do not have a current contract, what are you currently paying per case of 36 rolls? Does that price include freight?

Answer: The last order we placed was back in November 2021 for 72 cases and we paid $108.95/case and the unit price included freight.

2. Question: With no minimum quantity, how can we as vendors figure on a freight cost to use when orders could vary from 1 case shipped UPS to a pallet load shipped LTL?

Answer: We can only provide an estimate - we estimate 72 cases per order.
