About this file

This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Public Safety for the procurement of thermal paper. The solicitation number is 5400023086, with Megan Leath serving as the Procurement Officer. The amendment was issued on March 24, 2022, and extends the original closing date from April 1, 2022, to April 8, 2022, at 12:00 PM EST. The award date has been similarly extended from April 11, 2022, to April 18, 2022. The using governmental unit, the Department of Public Safety, estimates a total need of approximately 400 cases of thermal paper for one year (the contract term). All deliveries shall be made to the Dept. of Public Safety Supply Warehouse located at 10339 Wilson Blvd, Blythewood, SC 29016. Delivery is required within thirty to forty-five days after the contractor's receipt of the purchase order. Questions from offerors were required to be submitted by March 24, 2022, at 12:00 PM EST, and the offer was to be submitted online at www.procurement.sc.gov. No pre-bid conference or site visit was scheduled for this procurement.

Shipping terms are F.O.B. Destination to the specified receiving dock, with the Department of Public Safety confirming the availability of a less-than-truckload (LTL) receiving dock. The amendment clarifies that no minimum order requirements are permitted, and all orders will be placed on an as-needed basis with quantities varying throughout the contract year. The amendment indicates that no current contract exists for this commodity, and responses to vendor questions confirm that the 400-case estimate represents the total anticipated annual requirement rather than quantities for individual shipments. Offerors were required to acknowledge receipt of the amendment and submit a single online bid submission. All other terms, conditions, bidding instructions, and specifications from the original IFB remained unchanged.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).
