About this file

This is Amendment 2 to an Invitation for Bid issued by the SC Vocational Rehabilitation Department (SCVRD) for a Career Success Course & Summit Expo contract. The solicitation seeks a vendor to provide career development programming for eligible SCVRD consumers, with the state providing the participant list based on specified selection criteria. The bid opening date was November 17, 2020, at 2:00 PM, with the question deadline set for November 12, 2020, at 11:00 AM. No pre-bid conference or site visit was required. Award was scheduled for posting on November 18, 2020. The amendment clarified key contract parameters, including that all activities may be conducted either in-person or virtually, that SCVRD will not reimburse for personal protective equipment, uniforms, supplies, or transportation costs, and that no nationally recognized credentials are required for participants. The vendor is responsible for providing all necessary supplies and selecting appropriate venues without specific social distancing requirements. Students must complete at least 75 percent of each activity to be counted as served, with no prorated costs allowed for incomplete participation.

The revised bid schedule referenced in Amendment 1 establishes the maximum number of students to be served annually, though specific enrollment figures are not detailed in this amendment document. Bidders were required to submit one original copy of their sealed offer to the SCVRD Procurement Department in West Columbia, South Carolina, or via the online procurement portal at www.procurement.sc.gov. By submitting a bid, offerors agreed to hold their offers open for a minimum of ninety calendar days following the opening date. Offerors were required to acknowledge receipt of amendments and provide standard vendor registration information, including taxpayer identification number and state vendor number.
