About this file

This is Amendment 1 to a Fixed Price Bid solicitation issued by the State of South Carolina's State Fiscal Accountability Authority (SFAA), Division of Procurement Services, for Property and Casualty Claims Adjusters. The solicitation was originally issued on December 9, 2022, with a non-mandatory pre-bid conference scheduled for December 1, 2022, at 10:00 AM via Microsoft Teams. The deadline for submitting questions was December 2, 2022, at 10:00 AM, and offers must be submitted online through SCEIS by January 24, 2023, at 11:00 AM. Award notification is scheduled for February 27, 2023. Offerors must submit one online copy of their proposal with a signed cover page, acknowledging the amendment and agreeing to hold their offer open for a minimum of thirty calendar days after the opening date.

Amendment 1 addresses vendor questions regarding the solicitation requirements. Key clarifications include confirmation that Electronic Funds Transfer (EFT) information on STO Form 4 is not required until after award is finalized, not with the initial proposal submission. The amendment also clarifies pre-bid conference procedures, confirming that the Procurement Officer distributed the Microsoft Teams conference link to all interested vendors on November 30, 2022, and that questions submitted following the conference deadline were due by December 2, 2022, at 10:00 AM. The solicitation applies South Carolina preferences for in-state vendors, subcontractors, and products as governed by Section 11-35-1524 of the South Carolina Code of Laws, and vendors are required to carefully review preference requirements before claiming any applicable preferences.
