About this file

This is an Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Health and Environmental Control (DHEC) for an Employee Assistance Program. The solicitation seeks a vendor to establish and operate a comprehensive EAP for DHEC employees, as the agency currently does not have an existing program. The original bid opening date of August 15, 2023 at 2:30 PM EST was amended to August 22, 2023 at 2:30 PM EST, with award posting delayed from August 22, 2023 to August 29, 2023. Offerors must submit one electronic copy via the South Carolina procurement portal at www.procurement.sc.gov, and hard copies may be delivered to the DHEC Division of Procurement Services at 301 Gervais Street, Columbia, SC. No pre-bid conference is required. The successful contractor must submit a detailed implementation work plan within ten days of contract award for agency approval, with the plan addressing project schedules, deliverables, milestones, timelines, and resource allocation. The solicitation requires core EAP essential services only and does not permit fee-for-service ancillary programs or add-ons.

The contract will operate on a budget ceiling established at award, rather than on actual usage billings, with modifications available for renewal extensions. The contractor must provide counselor availability for in-person consultations during emergency situations, defined as catastrophic events including employee deaths, active shooter situations, or natural disasters. Services must be available on holidays and weekends with response time standards established for emergent (potentially life-threatening), urgent (risk of deterioration to harm), and routine/standard (stable condition) situations. Monthly, quarterly, and fiscal year-end reporting is required, along with ad hoc reports as requested by agency leadership. The contractor must participate in quarterly meetings at one campus or virtually and maintain presence at employee appreciation events and training activities across four regions: Greenville, Columbia, Florence, and Charleston. The solicitation is limited to South Carolina vendors, with preferences available to resident vendors and resident contractors meeting statutory requirements under Section 11-35-1524 of the South Carolina Code of Laws.
