About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for Highway Lighting Maintenance services in District 6. The solicitation encompasses furnish and install services for various lighting system components including Nema 4x stainless steel enclosures (36"x30"x12"), single aluminum light standards with 35-foot breakaway capability and foundations, screw anchor foundations, and street luminaire arms. Offerors were required to submit questions by February 2, 2024 at 12:00:00, with offers due on February 22, 2024 at 14:30:00. No pre-bid conference or site visit was required. Award was scheduled for posting on March 8, 2024, and offerors were required to hold their offers open for a minimum of 30 calendar days following the opening date. All submissions were to be completed online at http://www.procurement.sc.gov, with a single copy required.

Amendment 1 clarifies critical specifications and bonding requirements resulting from offeror inquiries. Regarding the labor and material payment bond requirement, the state modified the original contract language to stipulate that a bond is required only if a single purchase order exceeds $50,000, addressing concerns that the full contract face value would unnecessarily restrict bonding capacity. The amendment provides manufacturer cut sheets as references for standard poles (Attachment C), screw-in foundations (Attachment D), and luminaire arms, while specifying that replacement components must match existing installations. Foundation designs are to be contractor-provided and subject to state approval. Procurement Officer Jon Baysden (BaysdenJW@scdot.org, 803-737-4832) managed the solicitation from the SCDOT Procurement Office in Columbia, South Carolina.

AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

[02-2A097-1]

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. Page 32 of 39 LABOR AND MATERIAL PAYMENT BOND REQUIRED – SPECIAL This paragraph requests a bond for the contract face value, to protect the state from all costs and damages by reason of the contractor’s default, breach, or failure to satisfactorily complete payments to all entities, individuals, and the like furnishing of labor or materials in connection with this contract. This has not been a requirement on maintenance contracts before. The contract face value usually represents a much higher amount than what it actually is performed under this contract. As stipulated on the solicitation, the Department will issues purchase orders towards work to be performed. This requirement would unnecessarily tie up offerors bonding capacity, on an amount that, based on experience, has never been executed by the Department. Please confirm if this requirement will be part of this contract.

If a Single PO exceeds $50,000, the contractor shall supply a labor and material payment bond.

2. Item pricing includes Furnish and Install Nema 4x Stainless steel enclosure for lighting system (w/o fnd.) Please clarify box dimensions (height x width x depth) The box dimensions are 36”x30”x12”

3. Item pricing includes Furnish and Install Single Aluminum Light Standard with Foundation – 35’

Breakaway – (sgl. Light Std 35’ht.Al.Pole-Incl Top Tenon Mt.) We assume these will be round poles.

Nevertheless, the different areas included in this contract have very different types of light poles, anchor bolt patterns, pole thickness, height and finish, tapered vs straight, wind requirements, etc.

When replacing an existing pole with a pole included in this item, more than likely they will be very different than what it is replacing. Can you please provide cut sheets on what will be considered standard under this item?

An example manufacturer cut sheet is provided (See Attachment C). The pole will be this one or equivalent.

4. Item pricing includes Furnish and Install Single Aluminum Light Standard with Foundation – 35’

Breakaway – (sgl. Light Std 35’ht.Al.Pole-Incl Top Tenon Mt.) Similar to question 3, please provide standard foundation drawing for above mentioned item.

No standard drawing for concrete/rebar foundation is available. Contractor may provide option(s) for review and approval.

5. Item pricing includes Furnish and Install Screw anchor foundation for 35’ Aluminum Pole. Please provide standard foundation drawing for above mentioned item.

Standard Drawing # 686-300-01 provides a standard for pedestrian pole screw-in foundations which are smaller

(NOT on this contract), but we are providing an example manufacturer cut sheet for lighting (See Attachment D).

The screw-in foundation will be this one or equivalent.

6. Item pricing includes Furnish and Install Street Luminaire Arm. Similar to question 3, there are many types of Luminaire Arm in the different areas included under this contract, and they are not interchangeable. Can you please provide cut sheets on what will be considered standard under this item?

Arm replacement will match what is existing. However, the most common style is provided in an example manufacturer cut sheet (See Attachment C).
