About this file

This Amendment One document is issued by the South Carolina Department of Public Safety (SCDPS) to clarify and modify the original Request for Quote (RFQ) Solicitation 5400030184 for Statewide Monthly Pest Control services at weigh station facilities. The amendment addresses thirteen vendor questions and provides critical clarifications regarding scope, qualifications, and service expectations. The solicitation encompasses monthly pest control services (twelve times annually) at nine facilities organized into six geographic lots, with services covering building interiors and surrounding grounds for general pests including rodents, insects, and arachnids. The bid submission deadline remains October 15, 2026 at 10:00 AM EST, with questions due by October 1, 2026 at 12:00 PM EST. Non-mandatory site visits are available at various locations per Attachment A. Award posting is scheduled for October 19, 2026. The contract term is one year initial with four one-year renewal options for a maximum five-year contract duration, with an anticipated start date of October 29, 2026.

Key clarifications from this amendment include confirmation that termite and bird-related services are not covered under this contract despite commodity code references, and that rodent exclusion services are limited to minor sealing of accessible entry points included in the monthly service price, with more extensive exclusion work subject to separate purchase orders. The State currently contracts only Lambright Pest Control for two locations (Dorchester EB and Dorchester WB) at $250 per location per month; no existing contracts cover the remaining lots. Contractors must demonstrate seven years of pest control experience through company history, key personnel credentials, or identified subcontractors, and may use non-governmental references demonstrating relevant pest control performance. Fly and insect light trap installation and maintenance, along with emergency response services, must be included in the monthly service price. All bids must include pesticide specimen labels and Safety Data Sheets for SCDPS approval, and contractors must maintain valid South Carolina business licenses, current Certified Application Licenses, and actively engaged office operations.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS - AMENDMENT (MODIFIED)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING

FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS

RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-

REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT

FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART

OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY

THE ORIGINAL PROVISION.

The purpose of this Amendment is to answer vendor questions.

Questions & Answers:

Q1: Our company is a South Carolina licensed pest-control business with a current South Carolina Certified Applicator, but the company itself is newer and does not yet have three prior commercial pest-control contracts of similar size and scope. Would SCDPS accept the pest-control experience of the company's Certified Applicator, key personnel, or an identified subcontractor toward the seven-year experience requirement?

State’s Response: Yes, per SCOPE OF WORK/SPECIFICATION qualification 3. Company, or individuals in leadership positions, must have 7 years of experience in pest control services.

Q2: May the three required references include pest-control customers or professional references that demonstrate relevant pest-control performance but are not prior government contracts or contracts identical in size to the STP locations?

State’s Response: It is the responsibility of the vendor to submit information demonstrating and supporting their ability to adequately perform the services in this contract. The State believes the size of the locations to be small or medium structures at best, not large or mega structures.

Q3: If bidding on only one individual lot, is "similar size and scope" evaluated in relation to the facilities contained within that specific lot, rather than the entire statewide contract?

State’s Response: Yes, by lot.

Q4: Who is currently performing the service for Lots 1-6?

State’s Response: Currently only two locations (Dorchester EB & Dorchester WB) are receiving monthly pest control services. Lambright Pest Control is currently providing the services at the two locations.

Q5: What is the current contract amount for Lots 1, 2, 3, 4, 5 & 6?

State’s Response: There are no contracts currently in place for all lots. Only Dorchester EB and Dorchester WB are currently receiving pest control services at $250 per location per month.

Q6: Regarding exclusion expectations - Please define the extent of rodent exclusion included in the monthly service price. Does this include minor sealing of accessible entry points, or more extensive work such as screening vents, installing door sweeps, repairing damaged building components, and sealing roofline or crawlspace openings? Are there limits on labor, materials, or access equipment, and may work beyond those limits be separately quoted and authorized?

State’s Response: The expectation is for minor exclusion services as listed above, with best practice recommendations included in the monthly service price. The bidder should be capable of providing more extensive exclusion services, but SCDPS reserves the right to perform these services themselves and/or outsource them to other vendors. No extensive exclusion services shall be performed without a purchase order and confirmation from the STP Facility Manager.

Q7: Regarding rodent service history - Is a report or supporting documentation available for each facility covering the most recent 12 months of rodent-related work orders, service requests, emergency calls, callbacks, and exclusion services performed? Please include any outstanding or recurring issues and recommended exclusion work that remains incomplete.

State’s Response: Dorchester East and West had a report of rodents in December 2025. SCDPS added screens, sealant, and wire mesh to openings. Lambright Pest Control started performing services in January 2026, via baiting and glue traps. There has been no rodent activity detected since February 2026.

Q8: Regarding termite coverage and current protocol - The bidding schedule’s product category references termites, but termites are not expressly listed in the general pest scope. Please confirm whether termite inspection, treatment, prevention, or monitoring is required under this contract. Is a separate termite contract or warranty currently in place? Are services provided through spot treatments as needed, installed termite bait/monitoring stations, or another treatment program? If stations are installed, who owns them, and would the awarded contractor be expected to maintain, replace, or assume responsibility for them?

State’s Response: Termites are not covered under this contract and scope of work. The termite reference is the description from the NIGP Commodity and Service Code.

Q9: Regarding termite service history - Are service reports available for the most recent 12 months showing the termite services currently in place at each facility, including inspections, treatments, station monitoring, reported activity, callbacks, and unresolved recommendations?

State’s Response: No, service reports are not available.

Q10: Regarding bird-related service expectations - The bidding schedule’s product category also references birds, but bird services are not expressly defined in the scope. Please confirm whether bird management is included and, if so, identify the species, affected locations, and expected services. Does the expectation include trapping or physical removal, deterrents, nest removal, cleanup, or installation and maintenance of exclusion systems such as netting or screening? Please clarify how protected species and applicable restrictions on bird or nest removal are to be addressed, including responsibility for any necessary permits or authorizations. May substantial bird exclusion work be separately quoted and authorized?

State’s Response: Bird-related services are not covered under this contract and scope of work.

Q11: Regarding bird service history - Is a report or supporting documentation available for the most recent 12 months of bird-related issues, work orders, services performed, callbacks/recalls, and exclusion systems installed at each facility? Please include any recurring or unresolved issues and clarify who owns and maintains existing exclusion systems.

State’s Response: No reports or supporting documents are available.

Q12: Regarding fly/insect light traps - Are fly/insect light traps currently installed at any of the facilities? If so, please identify their locations, quantities, ownership, and whether maintenance or replacement is expected under this contract. Where lights are not currently installed, are suitable electrical outlets available at each facility for installation? Please clarify whether providing and installing these units is required within the monthly service price or may be separately quoted and authorized.

State’s Response: No, fly/insect light traps are not currently installed at any facility. Electrical outlet availability varies by location. It is at the applicator's discretion to utilize the most effective means to control the pests listed, minimizing emergency callbacks. These means shall be included in the monthly service price.

Q13: Regarding additional site visit opportunities - Are alternate site visit dates available for any of the facilities beyond the dates listed in Attachment A? If so, please provide the process for arranging access before the bid submission deadline.

State’s Response: No alternate site visit dates are available.

ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN
