About this file
This Amendment 1 document pertains to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for a tree replacement project in Greenville County. The project involves removing 40 existing Leyland Cypress trees and stumps, preparing approximately 90 square feet of soil with 10 cubic yards of topsoil, installing 45 Shorty Leyland Cypress shrubs in 4-foot height specifications, installing 16 cubic yards of shredded hardwood mulch in a 6-foot-wide bed, and performing turf repair across 750 square feet. A non-mandatory pre-bid site visit is scheduled for November 14, 2025, at 10:00 AM at 1 Alvin Drive, Greenville, SC 29605. Questions from offerors must be received by November 17, 2025, at 2:30 PM, with sealed bids due November 20, 2025, at 2:30 PM. Contract award is anticipated on November 24, 2025, with a 30-day delivery/performance window following purchase order issuance. The contract term runs for one year from award through November 24, 2026.
Amendment 1 clarifies specifications based on bidder inquiries, most notably removing the "15-gallon" container requirement and instead specifying that the 4-foot height requirement should dictate plant selection, allowing for more flexible sourcing options. The contractor must supply all labor, equipment, and materials; handle utilities location through Utilities SC811; provide traffic control in accordance with MUTCD and NCHRP 350 standards; and include comprehensive site cleanup. Plant materials carry a one-year warranty covering replacement of dead or dying vegetation due to workmanship or quality issues. The state awards contracts to the lowest and most responsible bidder. Payment terms are NET 30 days from invoice date. Subcontractors are permitted. The procurement is exempt under S.C. Code Section 11-35-710(1), and procurement inquiries should be directed to Tamika Thomas at (864) 241-1224 or ThomasTS@scdot.org.

The following questions were received regarding this solicitation. The response from SCDOT is below in red text.
Please note the change in section VIII. BIDDING SCHEDULE / PRICE-BUSINESS PROPOSAL in red “The quantities are estimates for the one-year and one-time purchase of the contract.”
Question 1:
I am having trouble locating "Shorty" Leyland Cypress of any size. I haven't been able to find a grower yet who has them. Would we be able to substitute Emerald Green Arborvitae in place of the Shorty Leyland Cypress?
SCDOT Response:
No Change, No the adjacent property owner has explicitly requested the “shorty” or “reco” Leyland Cypress as shown in section III. SCOPE OF WORK/SPECIFICATIONS, on page 15, under #3 SHRUB INSTALLATION.
Question 2:
Is the pre bid mandatory?
SCDOT Response:
No Change. The pre-bid is not mandatory.
Question 3:
What is the timeframe for job completion once it is awarded and does it have to be started within a certain number of days of award?
SCDOT Response:
No Change. Please review section III. SCOPE OF WORK/SPECIFICATIONS on page 1, under DELIVERY
DATE—30 DAYS ARO.
Question 4:
According to plans the plant specified has to be a 15 gal plant at 4ft tall. Is there any wiggle room on the gallon size for the plants? All of the local plant suppliers can get 6 gal at 4ft tall but not the 15 gal?
SCDOT Response:
Change. The required 4ft height should dictate the plants being installed, not the gallon size. We have updated the Scope of Work and Bidding Schedule and removed the “15 gal” verbiage. Please see below the strike-through changes to section III. SCOPE OF WORK/SPECIFICATIONS on page 15 and VIII. BIDDING
SCHEDULE / PRICE-BUSINESS PROPOSAL, Line 0003, on page 27 of the solicitation.
Question 5:
Also is traffic control required for every phase of work at this location or only the phases that traffic will need to be stopped?
SCDOT Response:
No Change. Traffic control is required by the Contractor, if there is impact to the travel lane. Some work can likely be done behind the sidewalk without a lane closure; however, that will be determined by the winning Contractors preferred method of work and equipment used. “Traffic control is required and should be included in the overall price per service, if there is impact to the travel lane; determined by the Contractors preferred method of work and equipment used.”
Question 6:
The IFB says there are 40 Leyland Cypress to be cut down and replaced with 45 Shorty Leyland Cypress. This will not be enough shrubs to create a dense hedge replacement. Does the state wish to create a dense hedge the same length as the existing tree line? This will require more than 45 shrubs.
SCDOT Response No Change. In speaking with others in the field, we’ll likely be reducing the number of plants to be installed to around 30-35. We understand that Shorty Leyland Cypresses should be planted 4-5 feet apart to ensure healthy growth in the future. We understand that a dense hedge will not be created immediately, but as these plants grow in the future.
Question 7:
Does the state have a minimum distance that the outermost edge of the new hedge line should be from the road?
SCDOT Response No change. The Shrubs should be planted in roughly the same location as the existing trees to be removed.
Question 8:
What are the payment terms regarding days from invoice date to date of payment?
SCDOT Response No Change. The payment terms are NET 30.
Question 9:
Will the state award the bid to the lowest bidder?
SCDOT Response No Change. Yes, the state will award the lowest and most responsible bidder. Please see Section VI. AWARD CRITERIA under Award Criteria on page 17.
Question 10:
Can we use subcontractors?
SCDOT Response No Change. Yes, subcontractors can be used.
