About this file
This Amendment #1 document is issued by the State of South Carolina's Division of Procurement Services for the SC Department of Transportation's Bridge Asset Management contract (Solicitation 5400018935). The project involves comprehensive asset management services for bridges under SCDOT's jurisdiction, including inspection, maintenance, and repair operations on complex structures such as cable-stayed, post-tensioned box bridges, curved girders, and movable bridges. A pre-proposal conference was held on February 7, 2020, at 2:00 PM at SCDOT's office (955 Park Street, Columbia, SC), with a call-in option available. Site visits were scheduled between February 10-13, 2020. Offerors were required to submit questions by February 14, 2020, at 11:00 PM EST, with offers due online by March 20, 2020, at 11:00 AM EST. Award notification was scheduled for April 30, 2020. The contract term runs from June 1, 2020, through March 1, 2022 (later amended to end of contract), with specific scoping items detailed on the cost sheet. Submissions must include USB drives with three separate copies of the proposal response (original with pricing, original without pricing, and redacted with pricing) in addition to online submission via the state's vendor portal.
A 100% payment bond of the total contract price is required within ten days of award, issued by a surety company licensed in South Carolina with an "A" minimum rating and financial strength of at least five times the bond amount. No bid bond is required. Structural, Mechanical, and Electrical engineers must be South Carolina licensed professional engineers (SCPEs), and the prime contractor must have demonstrated significant experience in bridge engineering and maintenance of complex structures. Financial statements (two years of balance sheets and profit/loss statements) from the offeror and all subcontractors must be submitted as part of the technical proposal and marked confidential but will not count toward the 100-page technical proposal limit. The amendment clarifies multiple submission requirements, page limits, font specifications, and bonding terms in response to 39 vendor questions, establishing that the contract's total cost is determined through the provided Excel cost sheet detailing scoping items one through eighteen.

Bridge Asset Management Vendor Questions:
1. Attachment F – Project Team Requirements & Qualifications, Item B – On-Call Engineers: Do the Structural, Mechanical, and Electrical Engineer each need to be SCPEs?
Yes
2. Attachment F – Project Team Requirements & Qualifications, Item B1 – Structural Engineer – last sentence states “Structural engineer must have extensive experience with design and maintenance of all structure included in this contract.” Please clarify the following:
a. “… all structure included in this contract.” Should this say all structure types included in this contract? Yes
b. Is it acceptable for a structural engineering firm (multiple engineers) to provide the needed expertise, or is it required that one single individual engineer has this extensive experience? Yes, provided the work is overseen by a SC registered engineer.
3. Confirm there is no bid bond required.
Answer: No bid bond is required.
4. Confirm this bid is to be submitted via your online SRM Vendor Portal.
Answer: Per cover page: SUBMIT YOUR OFFER ON-LINE AT THE FOLLOWING URL:

Answer: No
8. On-Call Engineers – If engineers do not currently have their PE in South Carolina, are they able to get their PE once project is awarded? Or must they have them at the time of submitting the proposal?
Answer: Yes, they may acquire their SC PE after award however lack of a PE licensee at time of award shall not prevent Contractor from providing timely service.
9. Section VII. Terms and Conditions – B. Special of the Solicitation includes on p.44 a requirement for a payment bond in the amount of $5 million.
a. The Solicitation does not stipulate the required term for the bond; we hereby request that the Department accept the payment bond on an annually renewable basis.

b. Please confirm whether the corporate entity providing the payment bond must be identical to the proposing entity. Answer: Yes
10. In the first paragraph under the “General Staff Requirements” in “Attachment F”, the first two sentences effectively limit both the potential prime contractor and subcontractors on this project to engineering firms with “design experience of complex structures such as cable-stayed, post tensioned box bridges, curved girders and movable bridges.” Given that some subcontractors (Eg sweeping) do not require engineering expertise to perform their function, and that this is described as a bridge asset management project we request that the Department consider the suggested modification below:
a. “All firms including sub-contractors that perform structural repairs, shall have demonstrated significant experience in bridge engineering and/or maintenance. This shall include extensive experience in maintenance operations and/or design of complex structures such as cable-stayed, post-tensioned box bridges, curved girders and moveable bridges.”
Attachment F, under General Staff Requirements:

Answer: We do not foresee any impediment to participate in a separate contract
14. Does Standard Specification Section 109.5 apply regarding potential services?
a. Are direction/supervision of work and/or inspection costs of potential services work also allowed to be billed per this section 109.5?
Answer:
No direct payment will be made for inspection/supervision costs associated with services included in the base contract OR for inspection/supervision by Lead Project Manager or Assistant Project Manager.
If inspection/supervision costs not associated with the base contract and not performed by the Lead Project Manager/Assistant Project Manager are necessary then they shall be submitted with the potential service cost proposal for consideration.

21. Can SCDOT confirm that Scoping item #9-F9 on the Cost Sheet provided for years 1-4 (cell B17) will be paid in 29 equal monthly payments (covering 1/1/22 to 5/21/24) beginning 1/1/22? Answer: No
22. Can SCDOT confirm the method it would like to receive the RFP response? On page one it states that the proposal response should be via online submission at http://www.procurement.sc.gov?
Answer: See answer to #4 and #5
23. On Page 4 of the solicitation SCDOT states “1. The original solicitation response (including cost/price) and a redacted copy (marked redacted) of the same proposal should be submitted on-line and is the official response.” However, in the next sentence SCDOT states “In addition to your online submission, please submit the following copies of your solicitation response (all items must be labeled as specified below as well as include company name and solicitation number):
• Qty. 1 – USB Drive submission of the original (non-redacted) response with pricing http://www.procurement.sc.gov/ http://www.procurement.sc.gov/

24. On page 18 of the solicitation the clause “ELECTRONIC COPIES - REQUIRED MEDIA AND FORMAT (MAR 2015)” states “Your business and technical proposals must be on separate media” therefore for the electronic media copies listed below does SCDOT require a separate USB drive for Technical and another USB drive for Price for the original (non-redacted) response with pricing and similarly for the redacted original response with pricing?

Answer: By signing your offer you are certifying that you have no actual or potential conflict of interest
27. Can SCDOT provide guidance where the statement regarding “Disclosure of Potential Conflict of Interest Certification” should be included in the proposal response?

If so, in which volume should the offeror include this information?
Answer: Every contractor who submits a response to this RFP must submit information reflecting their (and their subcontractor’s) current financial position (2 years balance sheet and profit/loss statement) – mark these confidential. This is part of the technical portion.
