About this file
This is Amendment #1 to a solicitation issued by the South Carolina Technical College System's State Board for Technical & Comprehensive Education for HVAC Maintenance and Services at the ReadySC Workforce Training Center in Summerville, South Carolina. The solicitation requests comprehensive HVAC maintenance and repair services including preventative maintenance, emergency repairs during evening hours, and emergency repairs during weekends and holidays. The scope of work encompasses all supplies, materials, and labor for repairs to the existing HVAC system, including approximately 44 VAV (variable air volume) boxes with filters and exhaust fans, as well as controls, compressors, coils, refrigerant, and sensors upon failure. The site visit is scheduled for October 5, 2021 at 9:00 AM at the ReadySC Workforce Training Center located at 1090 Newton Way, Summerville, SC 29483. Questions from offerors must be received by October 5, 2021 at 5:00 PM. Offers must be submitted online at http://www.procurement.sc.gov by October 25, 2021 at 10:00 AM. The award will be posted on November 5, 2021. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date.
Amendment #1 addresses six bidder questions and clarifies that the full maintenance contract includes all repair labor and repair materials, including after-hours services, with all repairs covered under the pricing and scope of work rather than preventative maintenance only. The building controls system is identified as a Tracer Summit system (an older Trane building automation system), and service providers may use Trane for controls servicing if necessary. Refrigerant and coils are included as the service provider's responsibility. Offerors may claim South Carolina resident vendor or contractor preferences if they maintain an in-state office and meet statutory requirements under Section 11-35-1524 of the South Carolina Code of Laws. Offers must be submitted online only, and all amendments, solicitation documents, and award information will be posted at http://www.procurement.sc.gov. Offerors must acknowledge receipt of Amendment #1 dated October 6, 2021 by indicating the amendment number and date on Page Two of their offer or by reference in their bid submission.

ANSWERS TO BIDDER QUESTIONS:
1. Page 3, Scope of Solicitation states “All supplies, materials…emergency repairs during evening hours, and emergency repairs during weekends and holidays shall be included in pricing”. For clarification, you are looking for a full maintenance contract that includes repair labor and repair material including after hours?
Answer: Yes
2. Are the VAVs fan powered, with filters? That appears to be the case based on the control system.
3. I just want to clarify that all repairs are to be included in pricing and scope of work including major repairs (controls, compressors, coils, refrigerant, sensors, etc.) upon failure or is the scope of work for preventative maintenance only?
Answer: Yes, all repairs should be included.
4. SOW includes VAV boxes and exhaust fans but does not have them populated in the equipment list.
Do you know how many VAV boxes and exhaust fans there are? Are these required to be covered in the “repairs”?
Answer: There are approximately 44. Yes, they required be covered in the maintenance and repairs.
5. The building controls system seems to be a Tracer Summit system. This is an older Trane building automation system that we cannot service without working with Trane. Do we need to use Trane to service the controls?
Answer: Yes, if that is the only way that you can service the system.
6. With R22 being phased out, is the service provider responsible for refrigerant as well as the coils?
