About this file

This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources (SCDNR) for an Unmanned Aircraft System Package. The bid submission deadline is February 19, 2025, at 10:00 am EST, with questions due by January 30, 2025, at 12:00 noon EST. One hard copy of the bid must be delivered or mailed to SCDNR's Columbia office, or submitted online through the SCEIS portal system. No pre-bid conference is scheduled for this solicitation. The award announcement is expected on February 19, 2025, and offers must remain valid for 90 calendar days after the opening date.

The amendment addresses a single clarification question regarding aircraft type specifications. SCDNR has explicitly confirmed that only fixed-wing drone solutions will be accepted, citing their superior capabilities for longer flight times, faster speeds, and greater coverage area for photogrammetry compared to multi-rotor drones. This specification is specifically aligned with the Land Water Division's operational needs.

Questions and Answers:

1. The scope asks for fixed-wing aircrafts. Can you please confirm if the State will accept alternative UAS solutions outside of the “Fixed Wing” design?

Answer: No, SCDNR has specified a fixed wing drone which meets the criteria of the Land Water Division needs---- they have the capability to fly faster, for longer distances, and longer time, and thus do photogrammetry on more acres/flight than armed drones with multiple rotors.

All other terms and conditions remain unchanged
