About this file

This Amendment #1 document modifies an Invitation for Bid solicitation issued by the South Carolina Department of Natural Resources for DJI Matrice 4TD thermal unmanned aerial vehicle systems. The procurement seeks six complete drone bundles with custom kits, eighteen additional flight batteries, and six Enterprise 4 Matrice spotlights. The solicitation is brand-specific, accepting bids only for exact DJI Matrice 4TD equipment; alternative drone brands will be rejected. Questions from prospective bidders must be received by August 10, 2026 at 12:00 PM EST, with sealed bids due August 28, 2026 at 10:00 AM EST. No pre-bid conference or site visit is scheduled. Award will be posted on August 28, 2026, with the contract period running from August 31, 2026 through November 30, 2026. All equipment must be delivered within ninety days from the purchase order date and prepared, tested, and ready for flight upon delivery. On-site training is typically a two-day event covering both nighttime and daytime flight operations.

Pricing must encompass all equipment costs, on-site delivery, introductory training, 24/7 lifetime product support, mission-ready delivery with full system setup, warranty claim handling, and emergency travel support at no extra cost to the Department aside from repair costs. All bids must be submitted in US dollars, with payment terms of net thirty days from receipt of invoice. Bidders must register as South Carolina state vendors and submit the signed cover page, completed bidding schedule, subcontractor identification forms if applicable, and insurance documentation as specified in the solicitation's Terms and Conditions. Electronic submissions must include images of each item. The award will be made to the lowest responsible and responsive bidder, and the state reserves the right to cancel the solicitation or reject any or all bids. Offerors must agree to hold their offers open for a minimum of ninety calendar days after the opening date.

Vendor Questions and Answers:

Q1: Could you please clarify whether the requested quantity of additional batteries should increase to 24 units or remain at the originally requested quantity of 18 units?

Answer: There will be 24 batteries ---but per the scope of work and bid schedule line 1—we are asking for a price for all of the items on the list per drone bundle. Bid schedule line 2 is for the 18 additional batteries.

Q2: • Neither DJI nor Camrise provides 24/7 lifetime technical support. Support is available Monday through Friday during standard business hours. Unfortunately, we are not aware of any company that offers 24/7 lifetime support for this platform, even as a paid service.?

Answer: We are requesting a vendor be available to provide these services.

Q3: • To deliver a mission-ready system, each drone requires activation, account setup, and password configuration. I recommend including these tasks as part of the on-site training to ensure everything is properly configured before deployment. ?

Answer: The specifications require for the systems to be prepared, tested, and ready for flight upon delivery, so on-site training can be focused on flight training .

Q4: • Requiring travel to the customer's site for every service issue could result in significant and unnecessary costs. Most technical issues can be resolved remotely over the phone or through online support. If a drone is damaged or crashes, it will need to be shipped to our service center for a complete inspection and repair, as these types of repairs cannot be performed on-site.

Answer: The specifications require a vendor to handle these services, as well as, any claims with the manufacture on our behalf at no extra cost to the Department aside from repair costs.

Q5: -What is needed for on-site training and for how long?

Answer: Onsite training typically is a 2 day event. Delivery and set up with some night time operations. Finish the next day with day time operations and any questions concerns.

Q6 -For the photos of each item needed, are the photos supposed to be from the catalog or are they of the actual items being delivered? Is any pertinent information, such as serial numbers required?

Answer: This is a brand specific solicitation. We are only accepting bids for the exact brand items listed, no pictures are needed.

Q7. What type of insurance is needed? Since my company sources products and services using subcontractors, are their insurance policies sufficient?

Answer: If required all insurance documentation as specified in Section VII. Terms And Conditions -- B. Special; Contractor’s Liability Insurance – General Q8 -As for submission of bids, what pages on the solicitation do I need to fill out and submit back to you? What other documentation do you need as part of a submission.

Answer: Submit the following with your bid. If you submit electronically, you must upload an image of each item. Failure to submit any of the following may be grounds for bid rejection.

You are to submit all documentation uploaded in the same order the required items are listed below.

a. Signed and completed Cover Page and Page Two

b. Completed Bidding Schedule (Section VIII. Bidding Schedule)

c. Subcontractor Identification Form, if applicable

d. If required all insurance documentation as specified in Section VII. Terms And Conditions -- B. Special; Contractor’s Liability Insurance – General [You should submit a summary of all insurance policies you have or plan to acquire to comply with the insurance requirements stated herein, if any, including policy types; coverage types; limits, sub-limits, and deductibles for each policy and coverage type; the carrier's A.M. Best rating; and whether the policy is written on an occurrence or claims-made basis].

All other terms and conditions remain unchanged
