About this file

This Amendment 1 document is a solicitation issued by the South Carolina Forestry Commission for tree planting services on Francis Marion National Forest. The project involves planting approximately 232,006 Longleaf Pine containerized seedlings across 373 acres divided into 13 units at 7-foot by 10-foot spacing. The contractor is responsible for supplying and planting the seedlings, with work to be completed between December 1, 2026 and March 15, 2027. Sealed bids are due August 25, 2026 at 2:00 PM, with award notification posted August 26, 2026. Site visits are available upon request by contacting John Bryan at 843-244-5177, and a pre-performance conference must be held prior to work commencement. Questions from offerors must be received by August 18, 2026 at 11:00 AM. Offerors must hold their bids open for a minimum of ninety calendar days after the opening date.

Bids must be submitted on a cost-per-acre basis with unit pricing required, and award will be made to the lowest responsive and responsible bidder. The contractor must guarantee a 60 percent survival rate after one year, with replanting required back to 100 percent if survival falls short, unless drought conditions are declared. The contractor bears all costs including materials, labor, equipment, seedling protection, crew training, and site cleanup. All required licenses, permits, and insurance—including comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence, worker's compensation, and auto liability coverage—are the contractor's responsibility. The project is contingent upon approval by the U.S. Forest Service and is funded with federal funds subject to compliance with 2 CFR Part 200. Invoicing will be paid Net 30 upon U.S. Forest Service confirmation that work is complete and meets specifications. The contractor must comply with Best Management Practices and all applicable federal, state, and local regulations.
