About this file
This is an Amendment #1 Attachment A Vendor Response form for South Carolina's High Intensity Tutoring Services solicitation. The document serves as a standardized response template requiring vendors to demonstrate their qualifications, instructional capabilities, and service delivery models across multiple evaluation criteria. Vendors must complete responses indicating their capacity to serve targeted grade populations from PK through 12th grade and specify which instructional content areas they can support, including Reading, Mathematics, Science, Social Studies, and various high school courses. The form is organized into four primary sections—Startup, Instructions, Implementation, and Support and Data—with corresponding tabs in the submission spreadsheet to allow vendors adequate space for detailed responses to each requirement.
The Attachment A Vendor Response requires vendors to address seven major evaluation categories: Effectiveness (demonstrating significant learning gains and success stories with pre-post performance data), Quality of Instruction, Materials and Resources (including tutor qualifications, training, service delivery methods such as in-person, virtual, or AI-based instruction, and alignment with South Carolina standards), Pedagogical Approach (detailing adult and peer interaction expectations and student agency promotion), Program Design and Implementation (including alignment with 2023 SC Reading Standards and current Mathematics Standards, accessibility accommodations for visual, auditory, and language needs, and multicultural representation), Ongoing Support and Monitoring (for tutors and students with feedback mechanisms for teachers, students, and parents), and Data capabilities (providing usage metrics, progress monitoring dashboards, and reporting structures for program evaluation by individual student, subgroup, and cohort). Vendors must provide evidence supporting claims across all criteria, with instructions to highlight targeted grade levels and available instructional content in yellow and attach supplementary documentation or websites as needed to substantiate their responses.
