About this file

This document contains Bidder Instructions issued by the Oklahoma State Department of Education (OSDE) for a Request for Information (RFI) regarding Multi-Tiered System of Supports (MTSS) coaching services. The RFI, numbered EV00000951 and issued on July 9, 2026, seeks information from vendors who can provide MTSS coaching services aligned to the OKMTSS framework for Oklahoma public school districts. The deadline for vendor questions is July 20, 2026, and the deadline for supplier responses is August 5, 2026, with both occurring at 3 p.m. Central Standard Time. This RFI is explicitly non-competitive and will not result in a contract award or purchase order. Vendors are instructed to submit responses through the Oklahoma Supplier Portal and must address Foundational Requirements, Coaching and Service Delivery Requirements, and Mandatory Compliance Requirements detailed in the accompanying Attachment A. Responses should be organized to include vendor information, experience and capacity details, service delivery approaches, and compliance certifications, with optional supporting materials such as case studies and technical documentation permitted.

The RFI does not request pricing, bids, or binding offers and creates no contractual obligation for OSDE to issue a future solicitation, make a purchase, or enter into a contract. Participation is voluntary and at the vendor's own expense, with no obligation for vendor demonstrations or feedback on submissions. Information gathered through vendor responses will be used by OSDE to develop an approved reference list of MTSS coaching providers for consideration by the State Board of Education. The RFI emphasizes compliance with federal requirements including EDGAR and 2 C.F.R. Part 200, federal program funding experience (Title I, Title IVA, IDEA, ESSER), and adherence to federal and state student data privacy laws, specifically FERPA. All submitted materials become the property of OSDE, and vendors may designate proprietary or confidential information in accordance with the Oklahoma Open Records Act. The Contracting Officer for this RFI is George Chang, contactable at SDEPurchasingBID@sde.ok.gov or (405) 522-6568.

This RFI is not a competitive solicitation and will not result in a contract, award, or purchase. No pricing, bids, or binding offers are requested or accepted.

Vendor participation in this RFI is voluntary and at the vendor’s own expense.

2. Definitions The following terms, when used in these Bidder Instructions, shall have the following meanings:

2.1 RFI - A Request for Information issued solely for market research and planning purposes.

2.2 Vendor - Any organization or individual submitting information in response to this RFI.

2.3 Response - The informational materials submitted by a vendor addressing the requirements in Attachment A.

2.4 Update - Any clarification or additional information OSDE posts to the solicitation event during the RFI period.

This section is intentionally limited because this RFI is not a procurement and does not establish contractual terms.

3. Purpose of the RFI The purpose of this RFI is to identify potential suppliers that can provide Multi-Tiered System of Supports (MTSS) coaching services aligned to the OKMTSS framework for Oklahoma public school districts. Information gathered will support OSDE’s development of a list of approved MTSS coaching suppliers for consideration by the State Board of Education.

This RFI is for information‑gathering only and does not create a contractual relationship between OSDE, the State Board of Education, and any vendor.

4. Response Requirements Attachment A includes Foundational Requirements, Coaching and Service Delivery Requirements, and Mandatory Compliance Requirements. Vendors should address each applicable requirement in Attachment A and provide clear, detailed responses demonstrating how their solution meets or exceeds the stated criteria.

Responses will be used to understand each vendor's experience, capacity, and alignment to the Foundational Requirements, Coaching and Service Delivery Requirements, and Compliance Requirements listed in Attachment A. This information will support OSDE in developing an approved reference list of MTSS coaching providers for consideration by the State Board of Education.

5. Scope of Information Requested Vendors should review Attachment A and provide responses addressing each of the Foundational Requirements, Coaching and Service Delivery Requirements, and Compliance Requirements. Vendors may also include any additional information that would help OSDE understand their MTSS coaching model, organizational capacity, or approach.

6. Submission Instructions

6.1 Any updates to this RFI will be posted to the solicitation event at the same online link.

6.2 Vendors are responsible for monitoring the solicitation event for any posted updates or amendments. This RFI does not create a contract, and no contractual terms apply.

7. Response Format Vendor responses should be organized in a clear and logical structure that aligns with the requirements in Attachment A. To support OSDE’s review, vendors should structure their response using the following format:

7.1 Vendor Information

· Vendor name

Part 200, experience with federal program funding (e.g., Title I, Title IV‑A, IDEA, ESSER), documentation practices supporting allowable use of funds, audit participation, and adherence to federal and state student data privacy laws, including FERPA.

Responses should be concise, clearly labeled, and easy to navigate. Vendors should avoid duplicating content across sections unless necessary for clarity.

8. Updates to the RFI OSDE may issue updates to this RFI. Any updates will be posted to the solicitation event.

Vendors are responsible for monitoring the event for any posted updates.

9. Confidentiality All materials submitted in response to this RFI become the property of OSDE. Vendors may mark proprietary or confidential information in accordance with the Oklahoma Open Records Act. OSDE will evaluate confidentiality claims consistent with applicable law.

Vendors should not submit student data, live credentials, or any sensitive or regulated data.

10. Evaluation of Responses OSDE will review vendor submissions for informational purposes only. Responses will be evaluated based on the degree to which they address the questions and informational needs outlined in Attachment A.

Responses will not be scored, ranked, or rated.

OSDE may identify multiple vendors whose responses demonstrate strong alignment with the information requested in this RFI. Any such identification is informational only and does not constitute a contract award, commitment to purchase, or competitive advantage in any future procurement.

OSDE may request additional information or clarification from vendors if needed to better understand submitted materials.

11. No Obligation / Not a Procurement This RFI is not a procurement and does not obligate OSDE to:

· Issue a future solicitation

· Purchase any product or service

· Enter into a contract

· Conduct vendor demonstrations

· Provide feedback on submissions OSDE may or may not use the information received to develop a competitive future solicitation.

12. Contact Information All communication regarding this RFI must be directed to the contact listed on the RFI Cover Page. Communication with other OSDE personnel may result in disqualification from future procurement activities related to this subject area.
