FRAZIER FALLS TRAIL REHABILITATION:

QUESTIONS AND ANSWERS RESULTING FROM JOB WALK 6-17-15 AND TELEPHONE INQUIRIES PRIOR TO 6-25-15

1. Q)If we can find a way to pulverize the A/C in the removal areas, can we reuse?

A) No. Asphalt shall be removed from site.

2. Q)Are you really requiring fiber reinforcement?

A) Yes. It should not impact the workability, and I was able to verify with a local batch plant that it will not be difficult to obtain, even in small quantities.

3. Q)Warm mix?

A) Warm mix is also readily available locally and can be batched for a job this size. Hotmix, however, is being removed from the project. It is unlikely that hot mix will be able to maintain the necessary temperature at the probable application rate. Use specification

4. Q)Can we build to elevation of current A/C with base?

B) No. The sections that are to be widened must be built as shown in the typicals (detail sheet 6). 6” of base: 2” if A/C to match existing A/C elevation: Complete 2” overlay.

C)

5. Q) How do we get our equipment to the other side of the creek?

A) The bridge is rated for a point load of 2,000 lbs and is 48” wide. Equipment and materials shall weigh less than 2,000 lbs and be able to cross the bridge with the rails on. No exceptions will be allowed for equipment to cross the creek directly. Contractors may propose alternate methods that do not impact the creek, and it shall be the responsibility of the contractor to demonstrate that the method is safe (this includes any engineering calculations that may be necessary) and does not cause any resource damage. The cost for this will be included in alternate bid item

6. Q) Is there a water source?

A) Forest officials believe it is unlikely that water will remain in the creek until construction this year. Offerors shall assume there is no water source on site and all plan to bring in all water for fireplan and construction from off-site.

7. Q)What is the exact location of the resting area and does it need to be level in all directions?

A) The resting area will be located near station 23+00. This will be updated on sheet 5 of the drawings. Yes, ±2%.

8. Q)Is there a location for on-site disposal?

A) Possible locations for onsite disposal shall be in existing borrow sites from previous construction. They are indicated on sheet 2 of the drawings. Only native material may be disposed on site. Existing asphalt concrete shall be removed and properly disposed of at an off-site location.

9. Q)Will there be a designated work/staging area.

A) The trailhead will be closed. There will be room for storage of materials and equipment in/near the parking area. No pavement or other infrastructure shall be damaged by equipment or materials in the parking lot area.

10. Q)Can more than one person camp on-site.

11. A) The District Ranger will consider allowing crew to camp on-site. Proposals shall include camping plans and how the offeror intends to keep the site safe and neat. All laws and regulations pertaining to the public will be applicable. Developed campsites are available at Gold Lake and Lakes Basin Campgrounds. Developed campsites are available at Gold Lake ($10/night no water, first come first serve)and Lakes Basin($20/night has water, sites can be reserved at www.recreation.gov) Campgrounds. Please contact:530-836-2575 for more information.

12. Q)What is #1 redwood?

A) See modified schedule of items.

13. Q)Will there be any blasting or removal of large trees?

A) No. Trail width will accommodate existing trees and topography. Some deviation from the drawings may be necessary, this is why actual quantities clause will be used. The government will work with the successful bidder to determine actual quantities. Bids shall represent design quantities.

14. Q)Does the whole trail need to be widened to 6 feet?

A)No. The law allows a reasonable amount of flexibility, however offers shall reflect the design and quantities shown in the drawings. http://www.fs.fed.us/recreation/programs/accessibility/

15. Q)What is ORCA?

A) Offerors must be current in SAM only.

16. There shall be no fueling of equipment within 500 feet of the stream.
